Twenty years prior to the Saiyan Solar Empire's recent attack on Earth, the Council decided to invest in an experimental weapon's program in order to counter-act the potential xenos threat that the Arcosian Empire and Saiyan Solar Empire represented. Utilising ancient recordings and research notes, they assigned a group of scientists to create the ultimate warrior that would be unable to betray the Council. This was to act as a safeguard against any rogue elements within Earth's own society as well as the external threats of invasion.
The project began with harvesting genetic material from the strongest human warriors on Earth. Their weapon had to be able to adapt quickly and learn new attacks far more swiftly than their foes. Luckily this wasn't hard to come by, as regular check-ups tended to take blood samples, especially during tournaments.
But human DNA alone wouldn't be enough for an ultimate warrior. No, it had to be able to be on par, nay, surpass the Saiyan threat. After some investigative research, the science teams were able acquire some pure Saiyan DNA from an unspecified donor. Whether the donation was willing or not was a moot point, and not one investigated.
But, they had to have a third component, or else this would just be a test tube Half-Saiyan hybrid... and so with the near-death power boosts that Saiyans received, it was decided that the Namekian accelerated regeneration capabilities would be the most ideal balance. This proved more difficult to obtain due to Namekian physiology, but eventually the DNA was obtained and the project was finally underway.
It was decided early on that the Bio-Android would be programmed into its genetic structure to obey without question the Council, that way there could be no chances for any betrayel or coup. The files concerning Bio-Androids detailed the remote possibility of the Weapon obtaining a power that would in theory be able to destroy a world with a mere flick of its wrist... Even more reason to have the failsafes embedded within its genetic code to ensure its loyalty and subservience to the Council.
Over the course of the next twenty years, it grew from mere strands of DNA into something resembling a humanoid floating in its large test tube... All that is required now as the SSE attacks Earth, is the final input code to ensure the Bio-Android Weapon's loyalty to the Council.

[N1] Azure Beam Rifle: Obtained from Aspa's DNA. He gathers his ki into his fist, before snapping his arm forward while opening it. From his opened fist he fires a deep blue beam of energy at the target from his palm.
[N1] Ki Burst Blow: Zyajin focuses his ki to envelop his fists, his feet or the end of his tail before then slamming them into his opponent, creating a miniature explosion at the sight of the impact.
