Because to increase your zeni gains, you're supposed to spend zeni on a shop and then you gain more that way. No amount of technique slots will allow you to do something with them and gain more zeni that way.

The human zeni bonus is not rendered moot at higher levels. Even with your gains augmented by a top tier shop (which is at the very top in shop prices), it still provides a nice addition to your base Zeni gains, as it always does.
Basically, you can't augment the way your gains are made via techs. Just like you can't augment the damage. These confines were designed for a reason.
Let's follow your viewpoint to its logical conclusion. You get the Zeni gain increase you'd like. Hurray. You also get that 130% damage MP3 you wanted. What happens next? 10 other players apply for it. Then someone else applies for something on top of all of that. And why not? The mold has already broken. Pretty soon you find yourself in a tech arms race where the standard damage outputs, species UCs, etc. have no meaning because they're being zanked around by wilder and wilder techs. The whole core design of the site implodes.
In summation, you can't change mechanics with techs.

The second we allow players to create techniques that have different mechanics than the ones we have in place, it'd set a precedent for the rest of the playerbase.
''If she can have a zenni-boosting tech, why can't I have a *Insert something equally broken* tech?!?''
It'd change the core design this site has been running with for the past three years or so. We allow more than enough freedom when it comes to creating techniques, but EVERYONE has to follow the mechanics we have set in place to keep it as balanced as possible.
Custom techniques are fine. Custom mechanics are not fine.
As said before, this site has a very simple, easy to grasp combat and technique system. It's specifically designed to be this way so that most people will understand how it works, and to make sure there's as little confusion as possible.
Everyone is equal ICly, and no one will have a clear, unfair advantage over others that other people can't achieve through hard work and determination. If we'd allow you to have a technique like this, it'd give you an unfair advantage over every other character, since you'd be earning zenni faster than anyone else possibly could.
Unless, we allow others to have this technique as well.
But, if that happens, EVERYONE is going to want this technique, and more. Like I said, if you could have a technique that passively increases your zenni gains, then why shouldn't I be able to get a technique that passively increases all my damage as well? Or a technique that passively increases all of my PL gains?
It would quite literally destroy the entire way this site's mechanics function.

We have no real intention of createing a technique that increases zeni gains, especially not one specifically for Humans, if we did though as Vi said its likely it would require some sort of trade off, we have no current ideas on what that tradeoff would be because generally speaking we are not for the idea of a zeni technique in the first place, it will be on you to try to try coming up with a downside unless someone happens to whip something acceptable up for you but nobody but you NEEDS to put forth that idea.
And just because you want technique slots to work one way does not mean that that is the way they 'probably should' work.
