I'm going to go ahead and throw my name in the hat for being PRO a KP system since it's a part of a discussion I had been involved in.
I can understand most people's feelings about a system like this "holding back" or "limiting" a player's creativity or ability to RP with another, but I don't necessarily agree with it. Here's why.
I've seen it brought up in this thread (yes, I've read most if not all of the posts) that why should someone be charged for an attack they've done 100 times before? As in, Goku with a Kamehameha, or even beefed up versions of the Kamehameha. Well, to put it bluntly, because the more ki energy that is being used, the weaker that person becomes. Goku, at some point, would not be able to fire off as many Kamehameha attacks as most people would try to RP out in a spar thread, and no one in this RP is intended to be as powerful as Goku or even Vegeta for that matter. I mean, fatigue does play a factor in the ability to use ki, whether that is firing ki blasts or even something like flying. Enter KP usage.
That's why I'm pro KP use. Aside from stopping tech / super attack spams, if someone is going to fire off an attack that is equal to 33% of their PL, for instance an N1 attack, it'd make sense that this could be done THREE times in a row, let's say. They're using their own energy from within to create these attacks. Maybe the number needs to be adjusted for the amount of KP? Honestly, I feel like 3 is more than enough in terms of tech usage. When they do not use a tech, a KP point is given back to them. It's almost as if they are recharging their batteries.
Do you have to RP out your character being on their last legs after using an MP3 tech? Absolutely not. I don't think it's the intent of anyone to force a player to have their character nearly die every time they are down to 0 KP. BUT, there needs to be a limit and simply telling people not to spam will not prevent it, in my opinion.
I'm also a fan of it being implemented in non-DE competitive battles. If two combatants are so close in strength, unless someone is willing to lay down for the other or end it in a tie (not a fan of those myself, to be honest unless it's discussed beforehand) then there is going to be need of something to determine an actual winner.
Of course, if two people discuss beforehand what their characters are going to do and how they see the fight, there is no need for KP to be used in that particular thread, non-DE of course. In that sense, it'd turn into a wrestling match where the spots are called either beforehand or OOCly in PM and the ending is pre-determined as in, "Character "X" is overall more superior in strength and experience in battle over Character "Y", here's how I see it ending." etc. etc. Or, of course, if they simply do not wish to use it at all.
If this is already in the plan to be implemented as a rule, that's cool and I'm sorry for poking at a dead thread, lol. BUT, in any case, I think it balances the competitive battling out and makes things fair, WITHOUT limiting creativity or RP ability. +1 for KP.
