Well, as I looked into the variants section, I noticed an odd way of the writing of the Piercing attacks...
Piercing - Techniques with this variant ignore half of a barrier's PL (Based on Kienzan/SBC but weaker to maintain the strength of those moves)
I think that it should be modified or clarified ever so slightly due to the change in how Barriers work.
MY suggestion for the Piercing Technique Wording
Piercing - Techniques with this variant are not reduced by 50% breakthrough damage, but to 25% break through damage (Based on Kienzan/SBC but weaker)
I suggest it this way as the biggest annoyance with the Barrier techniques is not how much damage they block since any attack can cancel out attacks, but in the way breakthrough damage is completely nullified. Even if someone is many times their opponents PL, they can severely take down other people's attacks with one or multiple barriers (Depending on amount of people). So, by making the focus of Piercing techniques not on how they can get through the actual barrier, but getting through the breakthrough damage would make Piercing techniques more viable.
I just want to make this suggestion just for clarity sake.

It'd be a trade-off. Piercing attacks for people at <200% PL would lose agency and people at >200% PL would gain agency. It'd help the much stronger do more damage at expense of those weaker.
Normal Attacks Against Barrier:
150 - 100 = 50 * .05 = 25
200 - 100 = 100 * 0.5 = 50
300 - 100 = 200 * 0.5 = 100
Piercing Attack Against Barrier:
150 - 50 = 100 * 0.5 = 50
200 - 50 = 150 * 0.5 = 75
300 - 50 = 250 * 0.5 = 125
Suggested Piercing Attack Against Barrier:
150 - 100 = 50 * 0.75 = 37.5
200 - 100 = 100 * 0.75 = 75
300 - 100 = 200 * 0.75 = 150
