I think the fusion dance should be a thing. Since a lot of character's are in the lower tier but just as capable writers, if say a 40k and a 40k are fighting a 100k.
Or just for filler.
Because I want to see a Majin and Namekian fuse.

There was already a thread at some point, suggesting fusion should be a thing. But I'll add my two cents. There would probably have to be an NPC to teach the fusion dance in my opinion, and also just like the show, the two people fusing would need a similar body. Around the same height and body shape. So a tall skinny dude can't fuse with a short buff guy.

This is an oldie, but I figure I might as well drop my two cents in.
Fusion is incredibly hard to balance. It's either broken (and canon) and fun for just the fusee's, or it's balanced and boring all around. If we make it like the show where it just combines and multiplies the PL's of both players, then it's busted because Vi and Zucceta could fuse and literally nobody could ever beat them unless they also fused, making fusion suddenly a moot point. If we nerf it in some way then it's boring and unfun. Fusion is supposed to be strong but if all it did was boost your PL by like, 10k, then it'd be worthless.
If we ever implemented it(aside from the current Namekian fusion), there would need to be some MAJOR consideration into how it worked, as well as some immense pre-requisites for it. If just anyone could get it, then it's boring because EVERYONE's fusing. However, if it's too hard to get, then only one or two people will know how to do it and they'll probably dominate because of it.
We had a version of Fusion that used the Fusion Bands from Dragon Ball Fusions that was close to perfect, but even that has issues. If you have a mechanical suggestion for how it'd mush the PL's together or how to attain, I'd love to hear what you've got.

I'd imagine as a prerequesite also that the fusees would both need to learn the tech for PL Supression. Chances are that the two wont have the EXACT same pl for the dance to even work xD
Other than that though, the issue still remains that fusion is a hard thing to implement. A possible way to balance might be to add a randomization factor to it:
Say for instance you and your partner learn the fusion dance and try it out for the first time, you have a 5% chance at succeeding. The next time you guys use it then you have a 10% chance at succeeding and it goes up until capping at something like 80%.
As for failing the fusion, it could be balanced so that your PL is set to something along the lines of 100-1000 possibly; adding to the risk of fusing in a heated or important battle since you're taking the chance of possibly making yourself weaker. It would discourage spamming and using fusion willy nilly.
