Background
The universe is a dangerous place. Powerful insurgents, despots, usurpers, and warlords run rampant across the galaxies. Where they do not employ armies, they dominate through sheer brute force. Many planets find themselves lacking in defenses. At the same time, many attacking forces find themselves shorthanded.
This is where the White List comes in.
The White List is a group of mercenaries, assassins, and bounty hunters that have gathered under the umbrella of a single organization in order to enhance their own profit margins. War is great business, but sometimes it can be hard to find lucrative and fulfilling work. By working together, they have made themselves more marketable. All an interested party need do is contact the White List with their request. An offer is made, a deal is struck, and a White List mercenary is sent packing to the battlefield. The organization takes a small cut of the profits for the bank, and the operative takes the rest.
Individual operatives are given the autonomy to accept or reject offers made by the organization as they see fit - after all, it would be bad business to force an Arcosian to work for the SSE. As a result, if there are no available operatives that can meet the client’s requirements, no payment is made and a deal will not be struck.
There is only a very loose command structure within the White List. The leadership helps distribute work evenly amongst active operatives, and follows up to ensure operatives are doing their jobs. Should an operative be found wanting, it’s the leadership’s responsibility to reprimand that operative accordingly, up to and including such punishments as termination of contract.
Standard Operating Procedure
The White List is not meant for players to call randomized hits on one another. While a White List operative can be hired to "rough up" or "persuade" a player (IE, attack a player outside of a DE), it's primary purpose is for players to pay zeni for assistance in important battles such as sagas and DEs.Regardless of the mission, the player requesting a contract should have sufficient reason to do so. The request for a contract should be posted in the Faction Profile and once a fee is agreed upon the monetary transfer must be approved by a staff
member.
Ranks
White List operatives are organized by rank. Rank denotes an operative's overall power and effectiveness in the field. While individual power has a lot to do with one's rank, if an operative shows themselves to be resourceful and brave enough, they may advance more quickly than their peers.
Hawk: The Hawks are the fresh recruits of the White List. Often the least powerful of the organization, Hawks are considered to be relatively unproven. Hawks have little authority, and cannot accept jobs above their ranking without express permission from the Lammergeier. Even the strongest of new recruits must spend some time as a Hawk.
Falcon: Falcons are the rank-and-file of the White List. Becoming a Falcon doesn't require a great deal of power, but there must be at least one successful mission under an operative's belt. Falcons have the authority to invite a Hawk along on an assignment without first consulting the Lammergeier. Whether or not the Hawk receives a portion of the bounty is between the Falcon and Hawk. Falcons may accept jobs of Kite rank, but will receive a lower portion of the bounty than a proper Kite.
Kite: A Kite has a reputation amongst the White List. Kites have the authority to invite one Falcon or two Hawks along on an assignment without first consulting the Lammergeier. Whether or not the bounty is split is between the Kite and his team. Kites may accept jobs of Harrier or Osprey rank, but will receive a lower portion of the bounty than a proper Harrier or Osprey.
Harrier: Harriers have advanced beyond reputations. True professionals in every right, Harriers are known to get the job done. A Harrier has the authority invite one Kite, two Falcons, or three Hawks along on an assignment. Whether or not the bounty is split is between the Harrier and his team. Harriers may accept jobs of Osprey rank, but receive a lower portion of the bounty than a proper Osprey.
Osprey: An Osprey is a hero, a champion of might and of cunning. Not every Harrier will become an Osprey, and Ospreys have access to the most dangerous jobs. Ospreys have the authority to invite one Harrier, two Kites, three Falcons, or four Hawks along on any Osprey rank job. How he bounty is split is between the Osprey and his team. Ospreys may accept Eagle rank jobs, but cannot bring a team along on those jobs. Successful Eagle rank jobs are the only way for an Osprey to increase his rank any further.
Eagle: Eagles are campfire stories. Eagles are myths. The best of the best, Eagles are second only to the Lammergeier himself. An Eagle has the authority to construct a team of operatives in whatever way he pleases, but only for Osprey rank jobs or lower. Eagles can team up with other Eagles for Eagle rank jobs, but must split the bounty evenly.

Promotion (WIP)
Being promoted in the White List is as simple as doing your job and doing it well, within the parameters of your abilities. To qualify for a promotion, you must possess a certain level of strength as well as a certain number of successful missions of appropriate rank. Please see below:
