I believe what it provides mechanically is a barrier for how much a person/faction can affect at one time. For instance if we had Rei trying to conquer the galaxy on her lonesome she can't possibly be on every planet at once and maintain a presence there.

Well, in that case, we don't need anything else than for the boards to exist. If all they add is a safety fallback then they achieve that.
Although, really, I don't think you need more than Earth, Namek, Vegeta, 'an arcosian planet' and 'an independent planet' to achieve that goal - no group (yet) dominates the top 5 power slots.

I personally enjoy the current amount of planets we have. The reason I see, personally, for not wanting to have a small amount of boards is simply to have RP be a bit more dynamic.
As it stands, the only planets that see any type of popularity are Earth, Vegeta, and Namek on the occasion that a villain wants to mess with the green beans. Though Vegeta sees some play, it is very clearly Earth that has THE MOST RP on the entire site. This has two problems evolve from it: RP is less dynamic (Where you wanna start our thread at? Cold Earth, Grassy Earth, Desert Earth, or the Lookout?) and Villains will have a much harder time starting conflicts due to the top players orbiting the Blue Marble known as Earth.
The current Factions we have are either allied with one another, or too weak to butt heads effectively. Sure, they could leave Earth, but they'd be RP'ing by themselves for a very long time. Maybe they want some more people to RP with besides their small group of equally evil people, y'know?
If we can get RP to spread out and de-centralize it from Earth, then top players don't have to orbit a single planet, and new players might start having a reason to start somewhere other than earth. (trust me, nobody wants to RP on Namek when nothings happening there. We get Namekians sometimes!... They don't stay for long.)
To be honest I don't actually know why I wrote this. I finished it up and was like "wait a minute, what's the context of Zuni's comment anyways?". Only then did I realize what thread this was... So anyways, take my reply however you like, because I am tired and I'm sure it makes no sense.

No, that's helpful Bing - because it articulates a number of points and makes it plain what (you and I suspect others) would like to see from having more planets available.

What if you limit the races starting planets? and pose some PL cap like 50K PL then they could travel to any chosen planet? It's just a thought not sure if it's any good but maybe someone else can build around that idea? That's my 2 cents anyway.

It is better to use a carrot than a stick where you can. Besides, an artificial gate of 50k is pretty awful from a simulation perspective, and there's reasons for any of the races to be on any of the planets.

I have to agree that such a gateway would be a poor choice. Trapping someone on a planet until they reach a number is a sure way to scare some people off.
On the matter of planetary bonuses: I like both the idea of an impact bonus, as Vi suggested, and some kind of a faction incentive to have influence over a planet, whether it be flavored as conquering or protecting, or something else entirely. It would also be nice for factions to have more of a reason to, say, act as a faction. Currently, the only bonus I am aware of that they qualify for it this hefty investment of a dojo.
I think Zuni has the right of it. A carrot on a stick is, sometimes, neccesary to spur people to action.

Factions can also, I believe, still share their gravity chambers.
Buuuut, I think there needs to be incentive for people who aren't members of factions to go to places; that's how factions get born, through finding common goals/interests out there!
I'mma devote some time to thinking of Things over the next few days. It isn't that I think the current ideas are bad, exactly, its just that I don't think they'd ... work, that well, to address the issues in place.

Ah, you're right. I forgot entirely about gravity chambers. I suppose I was focused on the idea of faction specific bonuses.
And I do agree on that matter. Even if its just a small incentive, it would certainly help.

Okay, so, I've done some thinking on this (as promised) and most of the mechanical ideas I could come up with, honestly, I didn't like. I ultimately wound up thinking back to how we got the initial burst of RP on Vegeta - which has since snowballed into something fairly continuous. That was, I have to hand it to her, down almost entirely to Vennel and her push for plot over there.
I think if we want more activity out in the planets - in order to give factions a wide range of places which can work as potential RP bases - the best thing we can do is offer support to people wanting to run their own plotlines (much like Vennel's initial push for the throne). The best ideas I could come up with were:
A thread for getting things added to ZTV News (I like the tracker at the top, I have no idea how it works/who is responsible for updating it - I did a quick search and couldn't find an answer, so sorry if it is something obvious I'm just missing).
A general OOC Events thread - or even a subforum - could be useful as well. This would be similar to the news summaries Zucc tends to post after the big sagas - but for ongoing/planned events.
Generally, OOCly encouraging people to get out there and tell their stories! Which sounds really vague but is something we should be encouraging anyway.
Really though, I'm not sure it is something you're going to be able to fix mechanically - it requires a bit of a cultural shift.
I'm going to be making an effort with one of my own alts to get away from Earth and start my own stuff over on Kabocha soon. I may wind up RPing entirely by myself for a long time, but I think there's some cool story potential there and I'd like to explore it. With a bit of luck, people will see what I'm doing and come join in!
