Dragon Ball Lottery System
Players are now able to purchase a Dragon Radar from the store for 5000z, along with a Battery for 500z. Batteries may be purchased in multiples, or several over time. Each battery is used up in 1 scan, and initiates a scan of the entire planet.
After the purchase of both a Dragon Radar and the Battery, the scan works as follows. A player, while on Earth or Namek, posts in the Item Shop that he has initiated a scan. Each player is allowed 1 scan per week (it would burn out the circuitry of the Dragon Radar to scan more). The random rolls will be handled by moderators on a roll site. If a scan lands on a number (1-7) that corresponds with an available Dragon Ball, the player receives the Dragon Ball. Regardless of whether the scan finds a Dragon Ball or not, the Battery is used and removed from inventory. If a Dragon Ball is found, that Dragon Ball is added into the scanner's inventory.
This is how initial obtainment of the Dragon Balls will work.
How Challenges Will Work
The Scanner must be on Earth or Namek. If the Scan rolls on one of the Dragon Balls that is already owned, the Dragon Ball Challenge may be initiated by the Scanner. If the Challenge is initiated, the Challenged Holder has 1 week to respond by either surrendering the Dragon Ball in a thread, OR opening a Death Enabled thread to defend his/her Dragon Ball(s). If a Holder has multiple Dragon Balls, all of those Dragon Balls may be Challenged at once. If the Holder does not respond in 1 week, all Dragon Balls are forfeit to the Challenger. If the Challenger has Dragon Ball(s) and loses, his Dragon Balls are forfeit to the Challenged Holder. The victor of the Death Enabled thread wins the Dragon Balls.
After the Dragon Ball DE, the Challenger must wait 2 weeks before initiating another Challenge, regardless of whether or not they succeeded in the DE. However, if the Challenger does not roll the correct 1-7 number to require a response from the Holder, they are allowed to try again in 1 week.
Multiple Challengers are allowed. For instance, if two people are in a Challenge thread, and third rolls one of their Dragon Ball numbers, they are allowed to enter the thread. No other assistance can be given. Although mechanically they are Closed DEs, Challenge threads carry the DE bonus.
The Holders are bound to the following rules:
1) A Holder can never hide their Dragon Balls. The Dragon Balls are considered to always be Challenge-able.
2) A Holder may give Dragon Balls freely to another person in an Item Shop thread as long as that person is on Earth or Namek and an IC thread of the transaction is made that is linked and referenced in the Item Shop, but it is never returnable to the Item Shop, to prevent spiteful retaliatory acts.
3) A Holder may never destroy their Dragon Balls, or give their Dragon Balls to someone else to avoid an active Challenge.
4) A Holder may never take the Dragon Balls off of Earth or Namek, as a magical field prevents it from leaving Shenron/Porunga. As such, a Holder may not leave Earth/Namek unless they give their Dragon Ball(s) away.
5) The Dragon Balls are considered traveling with their inventory Holder at all times, but are only winnable during a Challenge thread.
Shenron Summoning
When a Holder has all 7 Earth Dragon Balls, they may summon this Eternal Dragon, so long as they are on Earth. When they summon the Dragon, a Saga automatically begins. The Dragon is able to immediately and without interruption grant one of the following wishes to the Holder:
1) Restore life. Revival of One or a Group of People (belonging to same Faction OR on the same planet).
2) Ultimate power. Increase of base Power Level by 100,000, unlocking any surpassed transformations immediately.
3) An unrivaled servant. Immediate creation of a special Minion/Guard. (90% Minion OR 5,000,000 PL Guard awarded on preference of Wisher).
4) Riches beyond measure. Wisher receives 50,000 Zeni.
5) Planetary revival. Wisher can restore any destroyed Planet, Region, or City, along with its Population.
6) Teleportation. Wisher may teleport themselves, or others (willingly or not) to a Planet. (no teleporting a living person to AL)
7) Immortality. A Wisher may be granted immortality. They may never fear death.
Any other wish beyond these 7 standard, such as species swap, de-Immortalizing, or other powerful custom wishes, will require the user to wait 2 full days while the Saga major event interrupt kicks in, and their wishes may be denied by a staff review. Their wish will be reviewed in the same manner that technique applications are reviewed, but at least three staff will voice their opinion. The victor of the interrupt, if there is one, may take a wish.
Once the wish is granted, the Dragon disappears and the Dragon Balls disperse across the world, turning to Stone for 4 months.
Porunga Summoning
When a Holder has all 7 Namekian Dragon Balls, they may summon this Eternal Dragon, so long as they are on Namek. When they summon the Dragon, a Saga automatically begins. The Dragon is able to immediately and without interruption grant three of the following wishes to the Holder:
1) Restore life. Bring a single being back to life. (Repeatable wish)
2) Great power. Increase of base Power Level by 40,000, unlocking any surpassed transformations immediately. (Non-repeatable wish)
3) A powerful servant. Immediate creation of a strong Minion/Guard. (75% Minion OR 3,000,000 PL Guard awarded on preference of Wisher). (Non-repeatable wish)
4) Riches. Wisher receives 20,000 Zeni. (Non-repeatable wish)
5) Planetary revival. Wisher can restore any destroyed Planet, Region, or City, OR its Population (if you want both of these (planet and population restoration) this wish will use two wish slots).
6) Teleportation. Wisher may teleport themselves, or others (willingly or not) to a Planet. (no teleporting a living person to AL) (Repeatable wish)
7) Immortality. A Wisher may be granted immortality. They may never fear death (this wish is INTERRUPTABLE when wished for by Porunga (see interruption rules based on custom wishes) and costs two wishes). (Non-repeatable wish)
