In sWg/Bao's (admittedly wip) hidden transformation sheet, we see that several species have the opportunity to pursue radical change given a few previously-hidden requirements. Saiyans get the opportunity to 'bio-mutate' like the Broly clone shivers uncontrollably, humans (and (human/saiyan) hybrids) get to cyborgify (like Mercenary Tao), and also bio-mutate at the same point as saiyans (not sure for the specific canon point of ref for this one, but it makes as much sense as Bio-Broly).
My suggestion is simple.
We take the mechanics for mechanisation and bio-mutation (or, in essence, turning a character into a slightly modified android or bio-android race) and apply them to (almost) every race (cyborgification doesn't make much sense regarding Namekians, although it could be explained, and I wonder how mechanisation or bio-mutation would work on somewhat magical beings like the Majin race).
Mechanisation is already a 'species pathway' for two races; arcosians and 'alien b'-archetypes. They are currently designed around this pathway as leading to their end-game (as the 'natural' path, asides from the previous hidden end forms, bottomed out around mid-SSj tier at 15x and 16x). They then basically follow the android pathway, w/o access to the Overdrive.
As we can see, this offer is to be extended to humans, so why not all races?
How it would work -
After a certain PL (more to show your investment to your character than an in-character requisite, but the explanation could be you need a high strength to survive the procedure) you can undergo surgery into a cyborgified being. This is like Mercenary Tao and Androids 17/18/20. You may be still somewhat naturally organic, like 17/18, or you may have your brain transferred to a new body, like 20, or anything in between. I would suggest anything between 50k and 200k PL for the minimum requirement, and I'm not sure that 'life-threatening' circumstances are necessary for the transition (although it would make sense in some cases, and has several canon precedents).
The character then operates from Android everything, but the one trade-off is they don't get the Overdrive boost. And, there is no easy reversion to being your previous species. More on that later.
Bio-mutation (name to be determined) is essentially the same as above, but to become a bio-android. I'm less clear/'into' how this would work narratively, or how the converted bio-android would differ from the normal starter race (I would suggest being unable to absorb, but this is also a feature I wish to offer for the base race). Perhaps slightly lower multipliers than a 'pure', minute-one bio-android.
What this means for the two races revolving around the mechanisation pathway is that they will be re-balanced as to not depend upon a newly-universal mechanic (but they could still be encouraged to take this route).
If your character later wishes to revert to his or her normal biology, the process will be difficult; you would need to find the Dragon Balls and wish for a reversion to your original race.
