(The following thread will be used to settle the mentality of the Arcosian Federation of Planets, what the Arcosian Empire is being turned into for when the site transfers over to World of Dragon Ball: Turbo!) A wormhole opens up above the planet Arcose, causing the alarms to go off upon the cold planet below. Aboard this ship, the two rulers of Arcose and the Arcosian Federation of Planets had been arriving. How much time had past, it was uncertain for those on board! Yet, with what had happened within this strange tournament, one of the two had left displeased with what happened: Koldar Frost, Supreme Commander of Arcose's military and of the Arcosian Federation of Planets' forces! "I cannot believe that those damn birds ruled in favor of that android," Koldar had been thinking on about, the premise of what he was aiming to wish for being something to accelerate the plans for the Arcosian Federation, "This will just make developments of those safeguards much harder...""Uhm, sir?" Koldar looked up at one of the Vargas, a snide look sent their way. "We need you to send a message to your people down below... They're shooting some nasty weapons at us that're nullifying on our field," they stated. The Arcosian had forgotten that they had brought him to the bridge of this small, dingy ship of theirs for this purpose. Koldar scoffed, before telling them, "Open a line then."This was done fairly quickly, a voice coming on requesting for identification of the ship, origin, and individuals aboard while also alarming them that the first shots were warning shots. Koldar nodded, before vocalizing, "This is Supreme Commander Frost! Identification number 51 dash 417, code name Ice Breaker. Cease fire now and open a path to the surface. Empress Wyntre and I are returning from our previous engagement far elsewhere..."It took the commanding officer and their soldiers on the other line to process the information, before the id was confirmed. Blame was spouted by the officer in a frantic manner, before apologies were sent out to Koldar and Wyntre alike. "Bull crap aside, soldier, thank you," Koldar responded, cracking his neck to relieve some of the tension building in it, "Please send a message to Emperor Abzerute. We've some important business to handle, regarding matters for the Arcosian Federation of Planets... And also a debriefing on what has happened while we've been away!"The commanding officer agreed with a, 'yessir,' before the line being cut and the energy missiles halting, the last one merging into the Vargas shield. At that point, the ship reached down to the surface, dropping the two off not too far from the outskirts of the Capital. Koldar had exited the ship quickly, the sensation of their home planet beneath their feet being elating and relieving to the old man! They were home once more... But there'd been much to be done! Koldar hoped Abzerute had gotten their message. ( Wyntre Cold and Abzerute, come forth!)

Wyntre was not particularly pleased by the results of the Multiversal Tournament. Although she had won her first battle without too much hassle, she had lost her second match with only seconds to spare. Had those seconds passed up, it would have been made the decision of the judges to decide who would have passed and, if they had any sense about them, she'd have been the obvious option. Resisting the urge to not scoff at 'Emperor Abzerute' with mild success, Wyntre levitated slowly down to the icey surface below. Her feet— much larger than they were when she had last touched it— stretched out as far would allow. She had mastered the Royal Form quite shortly before the tournament had begun: she wondered, briefly, how many Arcosians would recognize her in the form.
Admittedly, she wasn't quite used to everyone being so much shorter than her. Sometimes it felt like she was on stilts... and that was an image only Zexama would have ever thought up if not for the form's mastering.
She analysed that before her but had not yet opened her mouth.

Wyntre came outside not long after Koldar, remaining silent as they waited. Koldar gave her a nod, choosing to remain silent as they'd wait for their fellow ruler. Yet, the minutes started to rack up, a half hour having gone by. He shook his head, uttering, "We can fill him in on what we talk about whenever he gets here... Hopefully he's not getting swamped or pampering himself for this."Koldar turned towards Wyntre, his arms crossed as he stated, "We saw how much danger came with that tournament and those who came from our universe. Even though you are our strongest, you were beaten early, while I only made it to those quarter finals. Due to this, I open this proposition to you, Wyntre: Help me develop this Fist of the Rulers of Arcose and establish the tools that will allow us to defend from whatever opposition the Arcosian Federation of Planets will encounter. We cannot to afford to dally with anymore tournaments or gambles... Will you do this?"The Arcosian peered to Wyntre's own, a demanding expression upon his face. This tournament they were in, though it was to have no effect on their own, showed the danger they'd be put under by the other powers present in the universe! The saiyans had all but controlled all the tournament slots, showing that they were more dominant still despite Koldar's best efforts! They couldn't let this slide anymore. Preparation of Action was needed. ( Wyntre Cold we'll be getting this thread going. Abzerute feel free to join when you can!)

The bronze Arcosian in question had been going over some research in regards to the planetary revival and terraforming project when the defense cannons began to fire off. "Well at least they're paying attention I suppose..." he muttered before the guns fell silent. He flicked his Scouter to the security feed, observing Wyntre whom had apparently gotten taller and looked somewhat different than before, and Koldar exiting a vessel that after some rewinding of the footage had apparently come out of some sort of wormhole. He raised an eyeridge at this little technological marvel before sighing as a transmission arrived, requesting his presence.
He collected the data and began to make his way to the rendezvous point, going over the research along the way. Quite easy to do when you hovered from place to place at least. The bronze Arcosian did tap his Scouter to send an acknowledgement signal to Koldar though, just to let the older Arcosian know that he was indeed on his way. He definitely wanted to know where they'd gotten that wormhole technology from for that ship... It could prove most useful if it provided much faster travel than the conventional engines.

Abzerute was taking a while. This wasn't necessarily a problem, at least not for Wyntre: it gave her an opportunity to muse on galactic politics. Unfortunately, with the influential figures on the galactic stage being who they are, this tended to be depressing.
Wyntre's eye was raised. "'Fist of the Rulers of Arcose'?" For a few moments she looked elsewhere in contemplation. "The name needs work. What, precisely, is your plan? Regardless, I'm interested."
Beep! Oh, what was this? Wyntre's scouter was alerting her to the presence of... "Enter Abzerute." It wasn't an order in any way, more a stage direction.

"It's a semblance to show that this role is a truste-"Koldar's own scouter beeped at the same as Wyntre's. Not that it mattered, as the old man could sense Abzerute approaching! He turned to him, seeing the Bronze-clad Arcosian still floating above, looking at something on a digi-pad. Wyntre acknowledged him first. "Yes, do come join us," Koldar agreed, waving for Abzerute to come down and join them, before turning back to Wyntre and reiterating, "The name and implications of the technique are to show the Rulers will do what it takes, with the trust and energy of their subordinates on their backs to do what is needed in a warzone or skirmish against enemies far stronger than they'd think! Let me show you the basic form of it."Koldar his melee stance as normal and begun to charge his energy up. While he was doing this, something strange was happening to his body that Wyntre and Abzerute could pick up on their senses. It was meldable, welcoming another energy to mingle with his own! Much unlike the energy he was slugging before in the tournament. "This is at its minimal, requiring knowledgeable usage of energy and a fighting style, this one more catered towards our Arcosian bodies in particular," Koldar explained to them, "This level I've dubbed the Fist of the Soldiers. If the user and those with them permit their energies, they can mesh the energies together to do a devastating amount of damage. The first level, admittedly, is weak, but it is only used to teach those within the Federation's military how to work side by side with their fellow soldiers. I had perfected a rank for those of the Captain's level, too, which would make it so that even those who're grossly stronger than our men would even be threatened. It is doubled the current power I am displaying to you now, and alone, the technique would not be so potent. However, I am intending to develop this even further to assert ourselves back on the table... To be triple the power of this level alone! It is selective and I intend to have this be taught through my family, but I will have this taught to the main rulers, the Triumverate that is we and our successors. That is why I said it was so profound a technique those months ago..!"( Abzerute all good, dude! I figure this is gonna be our last thread before the site officially ends.)

"The problem however is to get our forces to actually work together as a cohesive unit, rather than the individualistic opportunists so many of them are." said Abzerute as Koldar finished his explanation of this Fist technique of his. In theory it would prove a very powerful and effective tool, but in practice... that remained to be seen. "In any case, during your absence the galaxy has been disturbingly quiet." the bronze Arcosian stated as he took up a seat. "I can only theorise that wherever you two disappeared to, the other movers and shakers of the galaxy were present at as well?" he inquired of the two Arcosians, deciding to take the initiative in this sharing of information.
He allowed them time to explain their side of events before he would slide the data-pad over towards the pair of them to examine. "In regards to the Planetary Revival Project, in theory it should work. Both via biological systems as well as technological means." he said before sighing. "However, laboratory results can only take a theorem on this scale so far. And therein lies the problem we find ourselves with today." Abzerute explained. "We need a dead world to test on. As you can probably imagine, finding one and sending a force there in this current climate would be tantamount to a suicide mission. If the Solar Saiyan Empire were to discover the operation they could intercept and destroy the project, or worse apprehend it and reverse-engineer it into another Tree Of Might based weapon." the bronze Arcosian outlined to the other two leaders of the Federation.
"And I cannot imagine Earth being quiet about this either. No doubt they'd cite some ancient and forgotten ruling that would allow them to try and stop us on some archaic notion of protecting the natural order, or something like that." said Abzerute with a sigh and rubbing the back of his head. "The only ones I can imagine to not try and interfere would be the Mazoku Dominion... in theory." he said with a grumble.

Wyntre already had a pretty good idea of what Koldar's plan was— he wasn't entirely silent on the matter, at least for its basis. She knew what he intended to do, for the most part, but was more interested in her involvement in it. Thankfully, her concerns were, principally, answered. "So you'd have us learn this 'Fist of the Rulers' technique?" It wasn't a question she was expecting an answer to, it was pretty clear that this was his intention. "We'll see how that goes."
Abzerute's theory concerning the absence of galactic leaders was quite correct. Wyntre brought the data-pad closer to her and read it briefly before handing it over to Koldar. "It was only a Multiversal Tournament, nothing to worry about." She turned her head a tad, thinking of dead worlds nearby. "We could use one of the worlds in this solar system. It's quite close by, we won't need any interstellar transport and the SSE wouldn't try to invade it unless they were also going to invade Arcose." And they certainly wouldn't try to invade Arcose merely because of one half-terraformed rust-bowl.
Hmm, Earth stopping the terraforming and colonisation of an otherwise dead world? "I doubt that Earth would be opposed. Of course, we don't have to risk that: Abzerute, can those in this project be trusted to secrecy?"

"Ergo, why the fist of the Rulers is to exist, and these minor levels taught," Koldar retorted to Abzerute's comment on the state of their military, "Introduce a good binding agent to the stacking sections and that wall will be much harder to fall on a building."Simple to explain and quick to understand. That is what was needed here! Abzerute soon after asked about what happened, especially with what occurred around the rest of the galaxy's leaders suddenly vanishing too. Wyntre's reply, too, was quick and precise! That allowed Abzerute to forward talking about the issue with the Planetary Terraforming Organization... Granted, he called it the Planetary Revival Project, which was straightforward, more to the point, and frankly less likely to be confused for the Planetary Trade Organization of the past that still haunted them to this day! Abzerute wanted to know how to handle this project, to which Wyntre suggested a unnamed planet that was within the Solar system for this, as well as secrecy of this. "Handling it within this solar system would be sound, but I'm not too sure which world you're referring to, Wyntre," Koldar replied, admitting to the lack of knowledge, "You'll have to tell us the name of this world. As for the possibility of invasion from any of those worlds... Consider the chance that our allies might turn on us in this time. Xylo, Zucceta, Habana, the SSE forces, Dominion Forces, and most of those from Earth were present at this tournament. They were able to advance in that damn tournament due to one of the other universes hijacking the proceedings, coincidentally being related to the SSE no less! The prize at hand were wishes from the Namekian Dragon Balls, 1 for each, 'rank of power,' meaning they gauged and set us to a stagnant power level based on a range... Regardless of this method, most of the SSE was advancing in all tiers, so we're needing to boost defenses fast and be prepared for any of those forces to encroach on us."A begrudging tone was taken up with his last few sentences, followed by a brief pause to growl in frustration. "... Returning to Wyntre's last subject, if you know of anyone to add to the project, please name them," he spoke once more. ( Abzerute)

The bronze Arcosian blinked at what Wyntre had just said so casually, as if they were discussing the weather. "I'm sorry, but can you repeat that?" he inquired, rubbing a finger in his ear canal. "It almost sounded as if you had said that the two of you were in a multiversal, as in multiple universes, tournament..." said Abzerute, not quite believing it, even with Koldar's confirmation and further details regarding this event. It was a bit of a stretch, but then again he had been in Hell which could be considered another dimension if you wished to involve the metaphysics behind everything...
He decided to get his focus back to the terra-forming project, nodding at Wyntre's inquiry. "They can yes. They know the cost of any of the information being leaked, no matter how small a detail they may slip." the bronze Arcosian said, a small ball of energy forming above his hand as he spoke, to demonstrate exactly how he has insured the handful of scientists on this projects silence. "As for adding anyone else to the team... I haven't seen hide nor hair of that Orenji person since the meeting... So, I think I'll keep the project team as it is for the time being."

Life has come together from opposite sides of the galaxy… it’s merely a continuation in the trend to say that universes, too, will connect with each other socially. And so they have.” Who knew, maybe that meant there’ll be multiversal empires in the future, or megaverses of some description.
As for the name of her suggestion… ”Yes, I have a world.” She moved her hand in front of her in controlled strokes: to the uninitiated, it might look like she was being a loony, but she was bringing up some data on her scouter. And then, suddenly, her scouter sent out a holographic purple image of a planet, an image which seemingly solidified into a mostly light brown ball of rock with streaks of red and black. ”Wyntre-003. Or, whatever it’s being called now. It was colonised so long ago that we don’t know who the Arcosian monarch was at the time, nor if there was one. It’s soil has high amounts of silicon, iron and carbon, with water ice deposits at the poles. Rounding, 100% of its atmosphere it nitrogenous, with only the rest mostly being hydrogen. It’s marginally smaller than Arcose in terms of volume, but is marginally larger in terms of mass. Oh, and an acceleration due to gravity of about 14 meters per second. Moonless, marginal tilt, a day of 20 standard hours.” It had no oceans, but a topography that would form multiple continents if an ocean was put in. ”Many millennia ago, there was talk of colonising it. But the Empire— or, at least, what would become the Empire— never got that far: there were far more lucrative colonisation opportunities to the stars.” And opportunities for conquest, too, never forget conquest. ”Is that a sufficiently fitting world?”
With a rising movement of her hand, water filled the planet and the planet was filled with a cover of green and yellow. She didn’t know the exact methods Abzerute would be using— she doubted he knew entirely either, part of the challenge would be figuring that out— but she figured the end result would look something like her hologram. An undomed city popped up, surrounded on all sides by grain.
