Along with his appearance of a green-eyed twenty year old brunet, Cobalt wears a combination of his burgundy coat, cobalt jeans, and grey boots. 

Personality:
A very adaptive and gentle android. Eager to learn and eager from and trust those who seem to know more than he does. Cobalt tries to understand everything he can about a subject. He's pretty much a blank slate with a tendency to mimic others. Cobalt tends to act out what he sees and thinks to be correct in a situation, akin to "monkey see, monkey do." He also tends to ask someone "Am I doing this alright?" when he tries something new.
(kind of imagine a tall android that acts similar to Curious George and boom instant Cobalt.)

Cobalt does not have a grasp on "feelings" currently, but he thinks he loves squirrels for their "alluring" movements and "night" for it being his favorite time of the day, as he is able to look up into the sky and stare out at the space above him.
Other:
Cobalt bases his look and style after a poster he once saw for a film. Cobalt has also discovered that it's unusual to have a back-talking voice in your head...Cobalt's current goal in his quest for knowledge: jokes and how one jokes.

History:
An android created by a group of scientists and engineers. C-12, code-named "Cobalt" after the lead scientist's favorite color, is an android designed for the sole purpose of finding his own purpose. Cobalt was created to test a theory his creators had about whether or not Androids could gain their own form of humanity. Cobalt was built and left alone in a warehouse near the East. Cobalt's pod was left alone and untouched for years (around four or five) until the pod unlocked itself via a timed release. Cobalt then awoke and found himself with no knowledge of pretty much anything, except for an urgent need to learn and venture out. After frantically trying to figure out who he was, Cobalt decided it would be best for him to just give into this burning feeling and leave. Cobalt then finds himself in an unknown world, without a faint idea of what to do or where to go. For the next year, Cobalt journeys the east, searching for a purpose, mimicking humans, and still looking for his purpose. During that year, Cobalt starts to get a grip on his features and abilities, as he first learns of them by accident. After his first year of life, his creators thought to give him a "gift". By remotely unblocking Cobalt's access to "Willow.exe", and simultaneously giving the android a heart attack, Cobalt's creators gave him access to an AI program who serves as his "guide". Willow was created to help Cobalt by giving him an overview of his systems and abilities. Willow serves as Cobalt's aid, mentor, and emergency friend. Although Willow might back talk, she is still programmed to assist Cobalt in whatever he needs. Cobalt is now not alone in his journey, and now realizes that there is someone out there that knows him and quite possibly his true purpose. Cobalt continues his trek with newfound purpose and an actual goal: "I must learn as much as I can, in order to find my true purpose and place in this world."

(Cobalt's creators know that he is active, and will not interfere any more with his progress unless he breaks down or dies. I have not planned where and specifically who they are at the moment, but it may stay that way in order for him to have a continuous goal. Also, think of Willow as Iron Man's Jarvis...Except sassy. It serves no purpose out of just being a voice in his head and someone that he looks to for information and understanding. As an example, Willow would inform Cobalt if his built-in scouter detects a high power level near by. Willow is solely for RP purposes, and is not intended to have any other purpose. Also also, the time-skip will be used for his introduction thread, his BP iirc. I just didn't want it to seem like an empty point that needed to be expanded upon, considering it eventually will be.)

Although Cobalt currently knows nothing about major site events or Earth's history, excluding the invasion of the Saiyans. He had heard some buzz words heard on the streets, which peeked his interest and thus he tried to learn about the event from his library adventures.

Ki Barrier [N1]: Through some proper Ki Manipulation, you've gained the ability to summon a barrier made of Ki! It charges at 33% per turn. If the Barrier user is within 65% of the attack's PL, the damage is halved.

Utility
Flight [UT]: You have a method of taking to the sky allowing you to take your fights to even greater heights!

Special
Solar Flare [SU1]: A blast of light projected from the hands of the user to temporarily blind the opposition, plus any upset onlookers. Stuns for 1 round at 100% PL. Can disrupt a charging attack if the stun power level is within 80% of the opponent's attack's power level.
