Because I need something to fill up this spot.
Capper is a very questionable saiyan. He's not a good person or a saint by any means, plus the pint-sized saiyan is extremely cowardly, self conscious, and flighty- he will start to panic at any sign of danger. Little Capper can be rather juvenile and paranoid around others, and assumes that hostility drives every earthling's action. Capper is extremely cautious and makes an emergency plan for just about everything and anything. For being so feeble and fragile, Capper is an excellent strategist. When he's in a calm state, the saiyan technician puts logic over emotion most of the time to create strategies and plans for whatever. He's able to perceive the situation at hand and act accordingly with it- Capper will take action once he knows action CAN be taken and actually work. Unlike some saiyans, Capper possesses calm judgement and some measure of humanity. Even if he had the power, the saiyan would never kill in cold blood. He'd chicken out of killing another person, and isn't at all built to be a warrior.Capper's insecure about himself- he knows that he's weird compared to the rest of the SSE's warriors. He can be rather secretive about his work and hobbies, in fear of being isolated even more because of his interests- saiyans that enjoy cooking, drawing, and other mundane tasks aren't commonplace. Capper lacks the typical saiyan drive to fight. He'd flinch even at the word "fight." But if there is one thing he has in common with many other saiyans, it's the fact that the small mechanic is really, really stubborn. He's blunt with his words despite the audience, but will keep things he knows will put him in harm's way in his head.
The pint-sized shrimp of a saiyan doesn't exactly put others any higher above himself, unless of course they are a saiyan elite or some type of royalty- of course the saiyan queen is ranked higher than Capper! But most earthlings and humans are just "meh" in the Capper's eyes. But he is capable of putting others, including earthlings, higher than himself. He's just not used to others doing the same for him. Capper's not too arrogant or cocky. He thinks little of himself and can be a bit pessimistic at times. Capper easily jumps to conclusions and catastrophizes a lot.
Capper writes most of his real thoughts in his journal. He keeps a record of his time on Earth for a sense of normalcy, more or less. He kept a journal back when he was on Planet Vegeta, and continues to write in one he picked up on Earth "just to keep his sanity intact", according to Capper. But will he let others look in it? Hell no. Never. Nada. Nope. He'd flip out if he found out someone looked in his journal, the saiyan wouldn't even let his closest allies look inside- they'd probably find him weirder if they knew what he put in that book and would never want to be around him! At least that's what Capper thinks.
Capper is extremely intelligent and practical. He's self taught and is experienced in the world of robotics, coding, and most other things that have to do with technology. With enough tools and time, he can fix up almost anything! But he's not exactly a rocket scientist, and can't do much to fix spacecrafts- he can pilot most, though. Capper takes his work as a technician VERY seriously, and is very perfectionistic with his works. He tends to use overly technical words in his dialogue as well. He gets quite happy when others take him seriously despite his low power, height, and age. The only person he allows to call him pet names like "Tiny" or "Cap" are his parents. He doesn't like other people giving him nicknames of the sort.

Planetary Telepathy [UT1]
The basic form of Telepathy allows the Capper to communicate with those he is familiar with across the planet he's currently on via mental transmission, this can be blocked out by those who do not want to hear him if the effort to block them out is put forth.
Galactic Telepathy [UT2]The limits on the range and power of Capper's telepathy are significantly lessened allowing him to communicate with anyone he is familiar with on the same plane of existence as himself. (Living World, Otherworld, etc.)
Basic Telekinesis [UT]
Capper learned a very basic form of telekinesis when he was younger. It's rather weak, and can only be used to move around objects or deflect weak Ki blasts. He can hurl off-guard opponents with this form of telekinesis as well, but it is far too weak to do much damage to a foe...

An old saiyan pod Capper salvaged after the saiyan Invasion. It's old and clunky, and Capper can't seem to fix it. He's so worried about it malfunctioning that he never got the guts to use it to fly back to Vegeta...Green Visor Scouter
A multipurpose Scouter that Capper commonly tinkers with. It has a flashlight, planetary internet, and can make calls to others with Scouters. Capper also needs this to see properly- without it, he needs to bring things right up to his face to get a clear view. It's old and kinda faulty- it might glitch or loose connection in secluded places like deep space, cave systems, etc. Using 500 starter Zeni to buy this!

CAPPER LOGAN HOFFERSON
APPEARANCE
Art by me! It's a work in progress, though. Take a wild guess what character inspired Capper's design.
Capper is... different, by saiyan standards. He hasn't quite hit his growth spurt yet even though he is sixteen- causing him to only have a petite height of 3'6". Capper has a little bit of natural muscle from living on Planet Vegeta and enduring it's harsh environment, but he still is very lean and scrawny compared to a hulking saiyan warrior who trained for battle. His reddish-brown hair spikes up, backwards, and in every which way. Two tufts of hair hang off the right side of his head. Capper's tanned skin is clear of any scars or bruises from battle, since he's rarely gotten into a fight in the first place. Capper still has his monkey-like tail, which is coated in fur that's the same color as his hair. When his ki does flare up every blue moon, it is a bright orange color.
The saiyan's usual getup is made of the typical set of armor those loyal to the SSE wear. Capper's armor has no shoulder pads, and is mainly a blueish gray color. Green features coat the front and back of the armor. Capper's gloves and boots are the same gray color, but the bottoms and tips of his boots are green. The Saiyan Solar Empire's insignia is emblazoned on his chestplate, marking his loyalty to the empire.
Capper is never seen without his scouter- he needs the thing to see! Born with short sight, the saiyan picked up a neon green scouter visor that also acts as a pair of glasses. Capper usually carries around a dark green journal he picked up on Earth shortly after the invasion. He writes some entries and doodles in there, just to try to keep his sanity on the blue marble. Ever since the thread "Pun-derground," Capper's right foot has been severed and replaced with a prosthetic.
With that obligatory low-class handicap passed, Capper was promptly returned to his rightful family once he arrived on Vegeta. The shrimp of a saiyan had no other siblings, while his mother was a fairly powerful low-class fighter with a squadron of her own, and his father was a retired warrior and a bartender, and did not have much interest in fighting. Needless to say, his mom was both somewhat disappointed in his low power level, but also shocked that he somehow successfully purged a planet, albeit a super small and weak one. That accomplishment was enough for Capper's mother to take the chance and try to train her child to become a fighter.
Capper was still extremely young and frail with his low power, and his mom's was godlike when compared to her son. During their first sparring session, Capper was knocked down in only two hits. The saiyan mother tried again and again to toughen up her son, but their one-sided spars got to the point where a young Capper would just run right under his bed whenever his mom said the word "training." Why would he bother fighting when he was weak, and would end up just losing again and again? He'd just disappoint his mom by even trying at this point, right? Much to her own dismay, Capper's mom eventually gave up on trying to make her son into a fighter.
The small saiyan picked up robotics and drawing as hobbies over the years, as he did not have much to do while the other saiyans were training. He'd tinker with his father's old scouter sometimes, or mess around with the wiring in his alarm clock. He likes to figure our how things worked, and taught himself how to fix and make many robotic creations, and even began to create his own robots, despite them being rather basic and not made for battle. Capper still grew close to both of his parents, especially his dad. He didn't judge his son too hard because he wasn't a fighter either, and took the time to get to understand his son. Capper's dad is the one person he'd ever really opened up to and just talked about life with. His mom would still sometimes pressure him into becoming a fighter so he'd be "normal"- which was something Capper wanted to be- he didn't like standing out as one of the only saiyans that was not a warrior.
When he turned sixteen, Capper picked up a job as mechanic for a few years. He was quite happy with his peaceful life on vegeta, but everything would change when the saiyans had the brilliant idea to invade a certain blue and green planet far, far away. It seemed like everyone he ever knew was heading off to purge the distant planet for some reason. Capper's mother talked to her son about coming along with to make quick work of the Earth- there would be so many Saiyans and Capper's Oozaru form would do the work for him, so there would be nothing to worry about. Capper reluctantly agreed to come along with. They would be in and out, and maybe he'd be a little more normal after all this.
But we all know how things turned out for the Saiyans. Capper's pod crashed onto the Earth a little later to the party than planned- the mechanic arrived shortly after the Oozarus appeared. Needless to say, he instantly regret coming. going unconscious and possibly killing hundreds of people, or even letting his Oozaru self get himself killed was not a great idea on second thought. What was he supposed to do here then!? In a panic, Capper decided to wait out the invasion, and try to keep his eyes off the Power Ball in the sky. He'd hide in a few ruined buildings and try to hide from the feral Oozaru and the opposing Earthling fighters. Capper was eventually found by some of the earthlings, and was chased off into some nearby woods. He managed to escape death, but passed out from his wounds.
By the time Capper regained consciousness, all of the saiyans had retreated, leaving him stranded on Earth. Panic set in quickly. None of the humans were willing to negotiate- most just ran away at the sight of his furry tail during the days right after the invasion. He had no way to get home, no way to let anyone know he was still alive, and was just stuck on this annoying blue planet! Well, at least things could not get any worse, right? Having been stuck on Earth for nearly a year now, Capper still longs to get back to Vegeta and see his family, whom think he's long dead. But what exactly does the future hold in store for the weak saiyan?
