There's been a thread that's been on my radar for a while, and it's a DE. State of the Empire, and we got a lot of confusion on how DE's work. As there are things that I only learn about now, such as being able to post out of order in order to leave the DE thread rather than adhering to the post order. And then there are situations in which someone deletes their post in that potential DE thread, posts after someone else just to leave, to which he thought it was cool since it wasn't outlawed directly in the rules that he could find. And there are other situations in which, if you get confirmation from the other people in a DE, you can post out of order in order to intercept attacks and the like in said DE's (Something that I learned and used a lot in the Porunga Summoning/Walker DE thread)..
NOW, HERE'S THE ISSUE. A lot of people do not know these things, are confused about these things, and have nowhere to really get clarified about all their DE needs. If anyone else has questions about DE's, list them here, as here's my suggestion
Make a new rules sub-forum OR post/thread/whatever that explains the nitty gritties of the DE rules, and things one can/can't do in DE threads.

This would be good to have in the newbie guide after this is made in an easy access area ( talking this).

Unspoken rules like this involve tacit ideas and premises common to most all forum RP or rely on the use of basic common sense, including inferences that can be easily drawn from other parts of the rules (like the establishment of a correct posting order in the rule pertaining to Sagas, Thread Rule #4).
I'm not sure where you heard about being able to post out of order in a DE. Typically, you cannot -- you have to wait 48 hours to skip a person, in fact. These are plainly written rules.
We can for sure elaborate on the rules regarding DEs to include such things like deletions, but because Purika looked for the rule he must have reasoned that deleting it would be something that would have a high likelihood of being ruled against. Plus, there are going to be instances where there are unspoken rules, where things go against the inferences of other rules, or where things go against the plain or obvious spirit of the rule. No one wants to legislate a mile long list of Dos and Donts -- if you're playing in such a manner that requires you to look up a rule to see if you can do something that you know is unusual, it's probably safe to say that it's unusual for a good reason.
When in doubt, people should always ask an admin first.
