Can you fly whilst within Oozaru Form?
Just curious since the only Oozaru's we saw in canon were either completely out of control, or were chasing after Goku on foot.

Most probably don't need to given their size, but I'd assume once you control oozaru flying would be possible.

Are attack's PLs rounded to the nearest hundred?

Nah, they are rounded to the nearest full number. Meaning no decimals.

Question, can someone be guru of namek even though namek is destroyed?

The only time it's seen that a Namek becomes guru is when it was handed to Moori when they were on Earth. I think there'd be some rituals involved making a new person the guru. But it could probably be done with Namek Refugees
Done properly, it could be cool
Done poorly.. Ehhhh

If somebody who was in the afterlife had an open technique slot, could he learn a new move while dead? I was specifically thinking of something like Flight or Ki Supression.

I believe so, yes.
edit: Would probably wait till you get your body, though.

There is a discussion currently in the Cbox about this, and I fear some misinformation might be thrown around.
What are the possible Tech Tree upgrades?
Are they the following? Or is the last one not allowed?
N1-UP2-MP3 | N1-V2-UV3 | N1-UP2-UV3 | N1-V2-MP3

If that's true then there is 0 point in getting UV3. The thing is meant to be you can have an ability or powerful attack. Not both.

Hmm. It may be on my end or i may be miss hearing you. Are you saying you have the normal techniq N1, then you get another ability like homing V2, then you get MP3? MP means maxium power I believe. Meaning it would go from 33% - N1, 33% - V2 thwn 100% - MP3. That is what I am getting from you. If not then please correct me.

Yes. And the MP3 wouldn't have homing. It's a weird tech progression.

Following the above quote from Zucceta, Tier 3 techniques under the Mechanics section, are capable of only putting out 100% of a character's power in a single shot if a Maximum Power attack (MP3) unless specifically charged. If they are a (UV3) or Unique Variant of an existing earlier technique or one of the same level they may only put out 66% of a person's power and have one additional effect. I assume such effects can be: Stunning, Poison, Burns, Paralysis, Mind Control, Freezing, etc. based on what the staff members approve as a secondary effect for a UV3. In that case, the technique really doesn't have much in terms of effects on combat mechanics but role play wise the player you interact with will have to engage in acknowledging they get hit by these status effects or not before doing other things.
