So we all know, or at least most of you know, we have a situation that pretty much begins and ends with everyone being on Earth. No one wants to leave or start somewhere else because everyone is on Earth, and because everyone is on Earth no one feels the need to leave. So, I've come up with an in-game reason for why all non-Earth species would leave the planet.
You know how countries boot non-natives for one reason or another when the population gets too big? What if we have the president of Earth send a message "If your origins [family] aren't native to Earth, you don't have to go home, but you can't stay here!" And then insert whatever reason. Food, resources, space. The only species allowed being the - Humans - Majins - (Bio)Andriods that were originally human
Everyone else gets shoved into their own space pods and sent off. If they don't have one the government shoves them into a one-use space pod. For hybrids, if they can't prove one of their parents are human (Mutations won't help unless it's a trait that could only be passed down by a human) the same goes for them.
Now that doesn't mean you have to leave, you would just be treated on Earth like Mexicans are treated in America, but with more segregation.
How would you be a legal alien? -DNA mandated test proving the human you say is your parent is, in fact, your parent -That's it
Why wouldn't "good" aliens be allowed to stay with legal documents? Because there are so many people have just come to see them as another police force, but slightly more dangerous because you don't answer to anyone but yourself. Doesn't matter if you've never hurt someone, humans are irrational when they're convinced of a threat.
So yeah, pretty much the whole idea is if you're an alien on Earth, leave, take a friend with you if you want, go anywhere, land anywhere, make friends somewhere else, maybe even plot against Earth for uprooting you from your homes for no reason.
If your an earthling, maybe buy into the dogma, you don't have to but it opens new doors for your character's plot. Turn against your alien friends, leave with them, help them live on Earth, start a faction against all non-earthling, non-humans, non-majins, whatever.
Maybe to really seal the deal you can't own buildings [Houses, dojos, shops, academies] unless you're human [get the zeni you spent back if you've already purchased them]. Not sure about that last one, though.

Feels a lot more antagonistic than earth is known for. Plus it would feel a bit forced IMO. I'm sure others might like it but i personally don't.
It limits RP possibilities for future characters. We might miss out on some really cool characters because Earth just isn't a nice place to aliens. Besides that, people who want to play as an alien on earth will find some loophole anyways.
Now you might say this could limit creativity if we don't do it, because people wouldn't be pushed towards other planets. I say no way! If people wanna RP on vegeta, they'll do it, don't force people there with a strange IC law.

I understand where you're coming from, but this won't be a permanent thing, just long enough for people to settle elsewhere and then we'll hold a vote on getting rid of the law or not.
As for Earth's hostility, we could boil this right down to politics like places in real life that usually aren't hostile until someone made a fuss that managed to convince the majority for [x] amount of time until they've calmed down and thought for a second.
The loopholes aren't much of a problem, we're just trying to move people around not throw every single alien into space. They managed to find a way to stay on Earth, that must mean their character outsmarted the system. I mean, people are trickling into other planets but it's slow work, this just gives the movement a kick and once Earth is voted back to normal people will decide if they want to go back to Earth or stay where they are and new people will feel more inclined to start on these other planets because they have more than 4 or 5 people on them.

I dunno, it still sounds a bit like an OOC problem turned into an IC problem for, no real reason. If somebody else comes in with an argument that show me otherwise I won't be convinced. It feels too much like an unnecessary fix to a problem that'll fix itself (and already is fixing itself, albeit somewhat slowly)

I can understand that reasoning. But hey, if people want to get behind it, that's cool, if not that's also cool. I'm just offering up a site wide plot to speed things along

Not a fan of this, tbh. Forcing people to switch planets without any recent event IC that would make those policies appear seems contrived.

This sounds like something to take up with Vi-poi He and his Blue Banner Army have basically staged a coup of Earth's government, essentially turning the old democracy headed by Bao into a puppet-state with him as the true Fuhrer and presumably a bunch of corporate fronts and such used to play the different angles he needs, pinning everything he needs as being Bao's doing. (and the clueless president, who has always been a dunce, left commending all the helpful new 'security' he has posted outside his doors 24/7 and so on, or how nice it was that his new secretary was able to show up so quickly after the old secretary who'd been with him from day one 'fell ill and had to leave the continent forever out of the blue like that' and is helping him so much with all these new proposals that his minsters are suggesting entirely of their own free will and not under duress). They have both the means and the possible motive to begin instigating something like this (essentially making aliens on Earth outlaws), but it would be up to them whether they want to engage in such a plot . There would no doubt be resistance groups, and enforcing such a regime would entail saga conflicts with people who challenge them. ((wouldn't actually be the first time in wod history this happened, on this sites predecessor an evil namekian became ruler of earth and outlawed aliens ))

And BBA could provide legal papers to people who are in their faction. I think it would cause a lot of interesting story points. :3

^ See, this was something I didn't actually know. If I had known the BBA were gonna be involved (Which I guess I should have) I probably would have originally been all for it.
If Vip wants to enact this law, I guess he can do so if he feels it's needed, but otherwise it wouldn't make any sense.

Don't like forcing people out based on OOC rules. Also worth mentioning is that a lot of alien characters like Hyoza are ICly stranded on Earth and actually don't want to stay there.
