At the moment, not very many characters have had access to 'boost' situations such as Holy Water/Elder Guru's Unlock/Fruit of Might. Many people have already hit the PL limit for those items (I recall Holy Water/Unlock having an 80k limit but that may be old information. If it does not have a limit, then Fruit of Might should not have a limit of 100k).
Suggestions: a) PL max caps for 'boosts' are removed.
b) PL max caps are raised so some of the older members can also have access.
c) Given the competitive and difficult nature of Tree of Might, if for nothing else, then increase max cap for Tree of Might. With the 100k cap on boosts from its Fruit, nobody would be able to defend it from the strongest members, as it stands.

Tree of Might boost caps should be removed, I agree 1000%. It doesn't make any RP sense, and it is poor gameplay imo to have a cap because it could discourage involvement in any ToM Saga.
I don't think Holy Water should have a limit either, but it should be a once per character event available only to those who have bought a Kami badge and gotten his approval.

Not making a value judgement one way or the other as I have no time to address properly, but to provide some counterbalance:
Keep in mind those sorts of boosts are meant to help little people catch up to higher people, not fling higher people far into the lead. The bonus we give lower level characters grades makes this window smaller, but there are always new starter/low level people joining up - sometimes, certain features simply aren't meant for some people.

I think the ToM is the only one which shouldn't have a limit placed on it tbh. This is for both lore reasons and the sake of balance/continued plot development.
First off, a Guru's Potential Unlock and Kami's Holy Water were used purely as power boosts in canon to help weaker characters catch up to counter a greater threat. If we start letting the top-tier characters use it, all we're doing is helping them maintain a lead. Besides that, presumably after a certain point characters become too powerful for the Holy Water to have any effect on them. You have to be strong just to survive its effects, which to me implies there's a sort of 'window' in which it would be of use before characters become so strong that it no longer 'pushes' their body to grow stronger.
As for the Potential Unlock, once again we only ever saw it used on weaker characters in the series, despite there being at least one opportunity (Vegeta) for it to enhance a stronger fighter. Now we could argue all day about whether that was because it wouldn't work or because they didn't really want to help a guy who'd slaughtered dozens of their people. Truthfully, we can't say either way. But from a balancing perspective, allowing characters already at the peak of the 'league table' here to get freebie boosts to help them maintain their edge seems unfair. ESPECIALLY since more established players are likely to have better space craft and so on, making travel to and from the sources of these boosts much easier for them.
With regards to the Fruit of Might, I'd waive any PL limitations. Aside from exactly how much fruit is yielded by the tree, it feels like something we should allow every character to benefit from, if they can somehow get ahold of the fruit. Mostly because it incentivises both good AND evil characters to get involved in a ToM saga. Think for a moment: Evil characters are not likely to get involved just to stop the tree from sucking the life out of a planet - but the potential to gain a power boost from its fruit would be enticing indeed. However, if we cap the PL at which you can still gain a boost from eating the fruit, stronger villains are unlikely to bother with it. meanwhile, strong heroes will fight because it's in their nature. This would result in a saga very quickly ending with heroic victory, because most of the villains didn't bother stepping up because there was nothing to gain.
Just my thoughts.

I agree with Hyoza on this one. We're always going to need things in place for weaker characters to use to catch up with just like how the manga would always find a way for the weaker, fodder, characters to get a little extra power.
However it doesn't make sense to cap the Tree of Might. It's power source is the planet so just having that thing in place triggers a saga with the 'fruit' being the prize for many.
