Should a catch-up gain be placed in effect so that those below 70% of the top player's PL (currently Athren) have an easier time to catch up to the big bosses of our site (getting a .5x PL boost on top of other grade modifiers)? I myself think this is a great idea for people that need started late and want to catch up to Athren/Nai etc.

I am voting for yes even if I am already within that percentage and will not benefit from this on Ninjin at all. As I feel that it will be a great thing so that we can get some villans up to snuff and have some rather goo fun.

Currently, it's about an actual 70k Power level, right? Being that he's got Super Saiyan capabilities, but not the actual form yet, correct?

Aye, once you go over the 'around 70k' your gains would go back down, assuming Athren doesn't increase before then.

This appears to have won by a landslide. If you admin folk want to send us graders a message on when to start adding the bonus amount in, and what is does/doesn't stack with that'd be helpful.

There is one thing to consider... these people worked hard to get where they are, they earned every last bit of that pl fair and square. A number of the people who 'started late' didn't start late at all, they've been here for pretty much the same time they just didn't put as much effort in. There is a question of fairness and brow-sweat-entitlements to be mindful of.
More impersonally, there is also the mechanical considerations - If rubber banding is desired I do think we need to consider the best way to do that, as if this balance isn't just right we'll end up with a circular entropy which throws everything out of whack, or an even more exacerbated gap between players(the opposite of our goal). Be it pushing little guys up, adding additional resistance to the top, a combination of both, or something else entirely, I think this is a rather important thing to give attention to since it's dealing with grades - the very foundation of our game's economy which (literally)everything else is built off.

An idea could always be to add a set period of time after a new player joins where they gain a boost to grading, using the character approval date/bp approval as a means to calculate the deadline (of course that's a bit additional work for the mods >_<)
Personally I can understand both sides. If there is a gap in strength between the 'strongest' members of the site and the newer ones you will often see a scenario where the strongest ones take the spotlights in events/sagas. In the end, one of the problems of the gap is that you'll either end up teaming up with the strongest, or you'll try to avoid making yourself a target when you're a newbie while you're working your way upwards.
However, at the same time those who are considered 'at the top' often put in a lot of time and effort to get there, so having others get an easier way to catch up might be a bit unfair to them.

Just a point to add.
