The sounds of metallic banging, the twisting of screws, and the sounds of welding were the only sounds that could be heard in one of the hangers of Site A. All other personnel had decided to 'wisely' go on break, while the room's lone occupant worked.
Charlene, the adopted daughter of Cipher 24.
It wasn't as if the eleven year old girl was by any means strong or viscious. She was a sweet kid who was generally pleasant to be around. It was just the girl was also a colossal tech nut and always looked for a chance to get her hands on, and modify some equipment. Always with the intent to make as big a boom as possible. Some of her creations were quite impressive, if she didn't have a couple of screws loose to begin with. It was because of this that they made sure she didn't go anywhere near the armory and made sure she only worked with equipment that they allowed her to have.
Right now, she was working on a decommissioned Metal Jacket. The thing had been wrecked during the fighting against the Saiyan Invasion, and the staff had wisely removed some of its weaponry when turning it over to Charlene to tinker with. However, they had failed to properly appreciate the girl's resourcefulness, with her getting her hands on various pieces of machinery to add to her major project. It was because of this the mechanics normally working on the aircraft stored here wisely decided to give the girl a wide birth while she worked on her little toy.
Not before making her promise not to cannibalize parts from the vehicles, and making sure security was watching her through the cameras just to be safe. Though some consolation was the knowledge that Cipher was on the premises and if anyone could keep her in check, it was her parents.
The girl had done a great job rebuilding the mechanical suit, strengthening its structure, and making it basically functional. Though appearance wise, it looked like a mechanical Frankenstein. It was clear pieces from multiple sources had been stuck together, with the machine being made more for function, rather than form. At least, not right now.
The girl was looking over her creation with a critical eye. It wasn't bad, at its current stage, but she couldn't help but feel it was missing something. Not weaponry, that would come later, when they actually ALLOWED her to install weaponry. She cast a glance over at one of the jets, wishing she could take that vulcan cannon of its and install it onto her baby. But alas, she did promise she wouldn't.
The girl let out an irritated growl. Just what was she missing?

WHEN TECHIES COLLIDE Capper trudged through the hallways of the vast complex of the Blue Banner Army's Site A. The saiyan was holding a rather large, bulky, and heavy gray case with a shining silver lining. Holding it with his cheeks puffed out a little due to the massive effort the weakling had to exert to just carry the container. An occasional muffled clank would be heard when the case moved from side to side in the saiyan mechanic's grasp. Inside were the robotic limbs Capper had been working so hard on for Etoru. He just needed one more part, and then the arm would be completely finished...! Collard was out looking for some more parts as well. To be productive like his father, the boy came to Site A on his newly repaired Aurora to go talk to some of the Blue Banner Representatives to see if he could borrow some parts so he could fix his horrible mistakes and give Etoru his new limbs. He was a mechanic. He could fix things. He could and would fix this.
Sighing, Capper set down the large case and sat down on the ground, kicking his feet a little while folding his arms. He just needed a few more parts to keep the mechanisms from overheating and failing, and his gift to his friend would be completed. If had been weeks, and Capper could only imagine how his friend was doing without his limbs. Looking to his own peg leg, the saiyan would wiggle it around a little, letting out a sigh. He got himself into this mess, and he could get himself out of it. That is what his mother would want him to do.
Standing back up with newfound determination, the little saiyan heaved, picking up the briefcase once more before dashing down the halls, arms raised and at his sides. Trotting past an open door, Capper would stop in his tracks and take a few steps back, turning and eyeing what was in the room he just passed by. He spotted a girl near some kind of large, mechanical exoskeleton. Putting a finger to his chin for a moment, Capper eyed the large mecha skeleton. It kind of reminded Capper of the robotic limbs he just made- it appeared to be some kind of amalgamation from parts of all different sources. Tilting his head, the boy tightly grip the box holding Etoru's limbs, yet still intrigued by the strange machine Charlene was working on.
"Uh, H-hello!" The weakling saiyan called, raising his forearm to get the girl's attention with a quick wave. Still holding the case with the prosthetics inside, Capper would hobble over, setting down the container near the entrance before picking his pace up to a trot. "If you, uh, don't mind me asking, did you make this?" Capper asked, folding his arms. "I'm a mechanic myself and, uh... I dunno." He spoke with a meek smile, tail swaying around behind him. Was he intruding on something? Was he making a horrible mistake? It was hard to determine right now.

Charlene had been absorbed in her work, so she didn't notice the small saiyan entering the hanger. However, she wasn't so distracted as to not hear him call out to her. The girl pulled his head out of the panel she was working on, some grease on her face, and turned to see who was talking to her. He was a little surprised to see the pint-sized saiyan addressing her. The only saiyan child she knew of was Etoru, she didn't know there was another wandering the base. Why wasn't she informed!? Do you know how hard it was to find people her own age around here!? "Sup," the girl said casually, hopping down from the Battle Jacket and walking over to him. She noticed the box he was carrying, eyeing it curiously. What was in there? Something for her? He doubted it, but it was worth a thought. He did seem interested in the battle jacket she was working on. "Well, yes and no," Charlene replied, "It's one of the BBA's old Battle Jackets. This thing got wrecked during the Saiyan Invasion and they've allowed me to fix it up and customize it and such. Though I've been having to work with whatever I can find...and they'll let me."When the saiyan stated that he was a mechanic himself, the girl's eyes widened, and an excited smile spread on her face. "Really!? Awesome! Maybe you can help me out with this then!" She only now seemed to notice the prosthetic leg he had. Did he make it himself? Maybe he was just what she needed. She took the small saiyan's hand, pulling him over to her battle jacket. "I need your opinion on something. I've been working on this, and I can't help but shake the feeling there's something missing. Something technical." She turned to the small saiyan, "And before you say anything, yes I know it's lacking weaponry. They wont give me access to them...yet. And yes, I am planning on putting on decals once this is finished, so that's not it either."Capper was about to learn just how strange humans could be. Capper Hofferson

WHEN TECHIES COLLIDE Capper put a hand to his chin when the human explained what he was looking at. A battle jacket? Closing his eyes for a moment, the saiyan could just barely recall seeing one before in the past... But when? His eyes fluttered open with a quick gasp when she mentioned the Saiyan Invasion from over a year ago. That was right! Capper shuddered as he recalled his own encounter with a Battle Jacket...
Oozarus roared, sending violent shivers down a certain tiny technician's spine. Capper's breathing quickened as he huddled beneath some fallen building debris, trembling like a leaf in a storm. Tears streamed down the fearful weakling's cheeks as he peered out from his hiding spot. Why did he think this was a good idea?! Capper yelped and flinched as a giant, furred foot scraped against the ground outside of his hidey hole- an Oozaru! The armored beast from Vegeta roared, it's mouth crackling with energy. Peering out cautiously, the saiyan eyed several strange humans piloting some strange suits that looked like they would belong better in one of those sci-fi anime movies.
Crawling back, Capper couldn't slip back into the shadows in time before a spotlight from one of the Battle Jacket's headlights flashed on his form. Blocking the light with an arm, the boy would switch into panic overdrive when he heard a voice ring out. "There's one that hasn't transformed yet! Get him!" The electrically modified tone rang, and one of the suits leapt forward, attempting to swing an arm to grab Capper in it's grip! Quickly, the saiyan backed away, dashing off into the dark, ruined city, lit only by the distant Power Ball from their queen...
After that, Capper had been attacked. he was almost fatally wounded before he managed to hide in the woods nearby and falling unconscious. After that, the saiyan awoke to find himself stranded on the blue marble known as Earth... The discomfort on Capper's face was clear as he looked up to the suit. Shaking his head, the boy would bring himself back to the present. He had things to do now. Being stranded was far from a mistake, in the long run. If he wasn't on Earth, he wouldn't have made so many of the friends he had now.
After stating that he himself was a mechanic, the girl lit up like a light. Being yoinked towards the machine by the girl, Capper would stare up at the Battle Jacket, tapping his chin as she spoke. "Well... It does seem kind of outdated." The tiny technician mused, pondering what the machine could be missing, besides some fancy shmancy decals and weaponry. Recalling what he himself missed when the Aurora crashed into the Blue Banner's Site A, Capper would snap his fingers and speak to Charlene. "Best to make sure it doesn't overheat and go kaput. Some up to date cooling systems, fans, and other failsafes will be optimal if you haven't put any in there already." Capper concluded. He didn't put enough fuel conservation systems and cooling compartments into the Aurora, resulting in it's crash, which thankfully had no casualties. "Ya don't want it to explode from overuse too quickly, right?"
Capper spoke, gesticulating as he finished his thought. But who was this girl, anyways? She seemed to like technology, much like the little techie known as Capper. Well, it was best to get acquainted now before things got awkward. "I'm Capper. Capper Hofferson, technician, mechanic, and engineer of the Saiyan Solar Empire. And you are...?" The saiyan trailed off, awaiting a response from the fellow engineer.

Charlene nodded thoughtfully as the small saiyan put in his own input. Cooling systems, fans, things to keep the thing from burning up. Sounded simple enough. "I had already put some in, but I can always add a couple more for safety sake. Especially once I start adding weapons onto this thing. Those things heat up in no time. What use are they if they overheat in a couple of seconds?" The girl tilted her head in thought as she pondered what to do regarding it all. Maybe she could scavenge some parts to create a backup cooling system. "I could tweak the fuel efficiency as well. Keep it fighting for longer." Yes, it was all coming together now. She was pulled out of her thoughts when the small saiyan introduced himself. Capper huh? The number one techie in the Saiyan Solar Empire? For some reason, science wasn't something Charlene had thought Saiyans delved in often. Not to say they didn't have any. After all, the queen had a robotic hand, and this one had a robotic leg. But she had a feeling they more focused on improving themselves, rather than making scientific breakthroughs. "The name's Charlene 24," she introduced herself, "Daughter of Cipher 24, and one of the biggest technical geniuses on the base." she grinned proudly. Capper Hofferson
