Steve's appearance varies wildly depending on the state of his host corpse. You see, Steve's true nature is that, as an ethereal manifestation of his soul(s?) ripped from its own dimension through sheer force of will, he has no biological body of his own. Long story short, he embedded his soul into a biological weapon made by a long-dead alien race and became a weird techno-virus, able to take control of a corpse and use it as a host body. This will be explained more in-depth in his history, but all you need to know is that what he actually looks like can change pretty easily. Generally, he looks like a corpse rigged up with robotic parts. Because that's essentially what he is.
History: The entity known as Steve has had a very long and confusing journey before reaching this point, spanning several dimensions and at least one case of demonic possession. In the beginning, there was a young man by the name of Steven Archibald Paxtonson II, the youngest son of a very wealthy family suffering from crippling mental instability, dissociative personality disorder (In essence he had an 'evil side' he called Evets) and an exceptional amount of potential with regards to ki power and martial arts. Unfortunately, this potential allowed Evets to take over and kill his family. And the entire city. From that point forward, Steve vowed to gain control of Evets and live peacefully without killing more than a few people every once in a while. He failed, miserably. And even worse, during a catastrophic re-entry after a jaunt in space, his ship mysteriously had a hole blown in the side from the inside and Steve was forced to take shelter from the vacuum of space inside an advanced medical pod that (as it was not made for humans) fucked with his biology in a number of ways. For one, it sped up his aging significantly (Biologically, he came in as 17 and came out 27.) and also 'fixed' his mental disorders by merging the two personalities. You might think this was a good thing overall, but you would be wrong. Emerging from the wreckage of his ship, he was perhaps even more deranged than before, the Evets personality no longer kept locked away by the still rather evil but way better personality of Steve, and in fact the two were working in tandem. He was no longer bound by raw insanity, he could think clearly now. It's just that all of his now-clear thoughts were crazy. So, he rampaged for a while until he was killed by an even crazier rampaging psychopath, at which time he found himself in Hell. He was in Hell for a while, until he was sucked up into a void of pure malevolence that absorbed his very essence into itself and created Johnny Grimm, a demon of great power (Mostly that way because he ate a bunch of other demons of great power) that set out to screw with the universe for kicks. Unbeknownst to him, Steve still survived within Johnny's soul, lying dormant and sneakily leeching a tiny bit of Johnny's own power to sustain himself. But Steve didn't reveal himself until Johnny, cut in half and bleeding to death from an intergalactic lawman known only as The Saint of Earth, was desperate to survive. Steve suggested they go possess his biological son (Steve Jr.) back on Earth. Which they did. Steve Jr. however was free from any of his father's mental instability, in fact he was just sort of an asshole. But possess him they did, and became voices in his head. This wasn't really the plan, but they merged with the younger Steve's soul and became a part of it, so there wasn't really anything they could do about it. So they waltzed around Earth getting into all sorts of wacky hijinks until one day, they noticed that the universe was dying. Which was a bummer, it was a pretty decent universe. Unwilling to die with their dimension, Steve and his pals sought out Captain Jack Harkness, an alien space pirate and scientific genius endowed with high-tech cybernetics, who agreed to help them escape the dimension in return for being allowed to merge his soul with theirs, essentially hitching a ride with them into the new dimension. With the terms agreed upon, the Captain set to work on a Dimension Drill, powered by all the life in the universe. Hey, they were all going to die anyways, might as well use them up before then, right? Unfortunately, the universe began to decay earlier than expected (To be honest they just guessed, it's not easy to predict the death of reality as we know it.) and they were left with a complete drill but without a generator to power it. Thinking quickly, all four combined their essence and powered the drill on their own, tearing a hole in reality through sheer force of will.

Personality: All of the personalities that now make up Steve have had a long history of mental instability, immoral opportunism, and on occasion, genocide. (In his own dimension, he even blew up Namek one time when he was bored!) The new Steve tends to follow the same pattern. Generally speaking, he seems like a goofy asshole who won't shut up or stop strangling you, even if you ask politely. Part of him was once the physical manifestation of chaos, and this part of him definitely shows. One minute he could be helping an orphan find their lost puppy, and the next setting the puppy on fire while the orphan watches. It's not that he's evil per se, though some would definitely call him that, he just has a set of morals completely removed from what is considered the norm. Rather than killing people for any malicious purpose, he does it because it's fun. Everything he does is based around what he feels like doing and what he thinks will be the most interesting way of doing it. In a universe where death is cheap, Steve prefers to buy in bulk. People may resent him for it, but he doesn't care. Hell, he encourages people to nurture a burning desire for revenge towards him. After all, people with motivation always end up giving the best fights.
Steve's fighting style is characterized by its highly efficient, calculated brutality. He has no qualms with cheating, and will blind you, cripple you, strike you in sensitive areas, and even straight-up run away if he thinks it'll help him win. He is generally more comfortable getting himself bloody up close and personal, but can still be formidable from a distance if he fancies trying. Frustratingly, Steve doesn't really have a 'stun' setting, meaning that he always goes for the kill regardless of circumstances. It's not that he always wants to kill you, it's just a subconscious thing that he can't really control. Maybe it's just force of habit. Anyhow, it is fairly obvious that this style is largely self-taught, and not really all that good in the way of defense. However, his offense is crushingly powerful to compensate, and combined with his regenerative abilities, surprising speed, and exceptional strength he has proven himself to be a deadly adversary.

And they escaped, but unfortunately 99.8% of their physical body was destroyed (The only bit remaining was a small bit of radioactive blue crystal, roughly the size of a grain of sand, a remnant of the power source for Captain Harkness' cybernetic body.) and they were left to drift through space alone, as the four souls had merged into one. The new being, deciding to call himself Steve (It was only fair, since he was half made up of Steves) floated aimlessly through space (For about 400 years, he mostly played I spy with himself) until he was caught by a planet's atmosphere and flew to the surface. This particular planet was once inhabited by a race of warlike aliens, but they managed to kill themselves off so the only survivors were plants and the creatures of the planet's oceans. After drifting through the atmosphere for several years, he came upon an abandoned military facility within which lie a sample of a biological weapon, designed to take over a host's body and convert it into pure energy, killing it. The speck of radioactive material awakened this dormant virus, which latched onto it and merged with it, creating a sort of techno-virus, able to latch onto biological material and convert it into the building blocks for cybernetic and robotic parts. Steve found himself with a new body, (though still just a speck, but now merged with the techno-virus) and the ability to acquire an actual body. Essentially eating up the remaining life on the planet in order to shape the plant and ocean life into a spaceship capable of reaching Earth, (If there was anything Steve knew, it was that there was always an Earth. For some reason.) and set out on his journey. After long months of faster-than light travel, he finally reached Earth and set about crashing himself into the surface. He was completely out of fuel by this point, and so he just had to hope he wouldn't completely burn up in the atmosphere. And he didn't, with a piece about the size of a finger surviving the fires of re-entry and crashing into the middle of a city.

[N1] Ripper Cannon: An energy attack of middling potency that simply packs a bunch more energy into a regular Ki blast, upping its potential for damage but also having the unfortunate side effect of leaving far bigger messes to clean up afterwards. Just jamming more power into the blast has rendered it unstable, and though it looks impressive (It looks not unlike a ball of crackling flame with arcs of electricity occasionally snapping outwards in random directions, setting fire to dry plants nearby and scaring animals.) it explodes violently at the lightest of touches, potentially taking Steve's hand with it if he's unlucky. (Good thing those are disposable.)

[SU] Reconfiguration - Flight: Using organic materials to generate energy and replace the bits that fall off is all well and good, but Steve also has the ability to change and manipulate preexisting parts of his robotic body to suit the situation. Though it uses up energy like anything else, the versatility this affords him is well worth it. With this variant of the technique, Steve can cause jet engines, rocket boosters, or other silly flight-related accessories to sprout from his body, using his energy as fuel and allowing him to fly through the air at high speeds. This is also good for a quick burst of speed on the ground, if needed.
[SU] Reconfiguration - Cannon: Using organic materials to generate energy and replace the bits that fall off is all well and good, but Steve also has the ability to change and manipulate preexisting parts of his robotic body to suit the situation. Though it uses up energy like anything else, the versatility this affords him is well worth it. This particular incarnation of the ability allows Steve to bring forth a cannon capable of directly channeling his ki outwards from his body, either to use an energy attack or just to vent excess energy if he wanted to. He has to do this pretty much any time he wants to shoot something, since ki honestly doesn't flow very well through his mostly-mechanical body. (If Steve neglects to do this before firing any energy attack, the attack will do only do a third of the damage, and I may make it backfire on him in spectacular, explosive ways.)
