Cipher looked down over the city lights as he slowly glided through the night sky. He wasn't exactly sure what he was looking for, just for any signs of higher than normal power. The events leading up to this still played in his mind.
"Hello? Is this the Big Blu?"
Cipher looked up at the monitor. Before him was an older canine, dressed in what appeared to be a dark blue uniform.
"Yes, this is the Big Blu. I am Cipher 24. How may I be of service?"
The canine seemed relieved. "Thank goodness. I am Commissioner Baws of the Western Capitol police department. We are in serious need of your aid."
At the upper right corner of the screen, a red symbol appeared.
"This is the mark of a criminal organization known as "The Red Eclipse". For months they've been plaguing this city. Extortion, Racketeering, the works."
Cipher let out a sigh. "Commissioner, may I remind you that the Blue Banner Army is a military force, and NOT a police force. We are not here to take out simple crime syndicates. Now if there's anything else-"
"Wait! I-I'm aware of what you are, but I thought this should be brought to your attention. Many of the high ranking members of the Red Eclipse are individuals, erm, like yourself."
Cipher rose an eyebrow. "Like myself how?"
"They can fly, have incredible strength, and can perform feats much like yourself."
Ah, so ki users. Guess it would make sense that they'd call them. Up until recently, the Blue Banner Army had occupied the Western Capitol, keeping crime at bay.
"Please Mr. 24, you helped save our city from the demon some time ago. Please help us in battling this threat to the people's safety."
Cipher thought about it for a moment, before letting out a soft sigh.
"I shall personally see to the matter Commissioner."
Cipher sighed as he flew over the city, continuing to scan it for any possible leads. He really wished the commissioner had really given him some more information. He had no idea just what kind of people he was going up against.

“I-I did what you wanted! Now please let me go! I have a family!” would be the words out of the canine commissioner’s mouth as he looked at Hitora who stood just behind the monitor, hand raised and a red ball of energy held in it. “Good, you did a fine job now for your reward!” The ball then grew noticeably larger, before being fired finally at the canine. He barely had time to yelp in terror before the large explosion rocked the building, a hole appearing in the tower of justice where his office was located. Hitora had decided that he wanted a challenge and had heard of this “Blue Banner Army”. He figured a bit of a challenge and some fun was to be had from meeting them in combat, if not he would simply destroy them all and the city they were currently residing inside of. Hitora then began to laugh maniacally as he was engulfed in the black fires of his charging Ki, this was the first time he hadn’t worn his heavy weights so he was finally at his full power as the sun set. Things were looking perfect for a fight against whoever came from this army.
It felt good to not be so restrained anymore, now if only the fool that was on his way were strong today would be perfect. Hitora smiled evilly, wondering how long it would take for his opponent to arrive, growing bored he decided to torture some of the civilians of this city, he aimed his hand at what looked like a busy street and fired three quick blasts of Ki at the passing pedestrians as he floated in midair. The civilians didn’t know what hit them as soon what was left of their bodies were sent flying about, about thirty people died in the attack all in all. Hitora didn’t care much for the worms that crawled in the dirt that was this planet; he only wanted to fight those who were strong. Lately he hadn’t found many of those, perhaps he had chosen incorrectly based on the wild speculation he’d heard of this planet Earth. He sometimes wondered if he should have stayed on his planet Kirito instead of venturing forth from there to come to this crappy planet. He sighed again, by now the stupid citizens of that planet would have decided he wasn’t coming back and reclaimed It for themselves, which meant he’d need to de-root that weed of hope…

[Heavy Weights Equipped]
The lab was dark and the only light that glowed within was that of Kouda's monitor screens as it illuminated his claws as they raced across the control panel. His face was obscured in shadow yet his eyes gleamed. The screens displayed live surveillance footage of streets in West Capitol. Among the various viewpoints, a particular screen was zooming in a figure standing above a street of destroyed civilians. The dust settled and the silhouette in view revealed itself to be the saiyan Hitora. Boxes and data readings on the interface of the monitor displayed Hitora's current vital signs and his power level. It appeared as if Hitora's breathing rate was slightly increasing. An illuminated claw tapped on a button which made the screen show heat signatures. It appeared that blood was beginning to flow less through Hitora's abdomen. Hitora was bracing himself for a fight. Kouda switched screens to show a strange being soaring throughout the rooftops of the city. Kouda knew that the individual would soon fly into the chaos Hitora had ignited. He set the cameras to follow the person of interest so that he could view their collision.
A smile emerged from the beneath the shadow of the hood, the light of the screens reflecting off the rows of sharp teeth.

Komoto walked through the destroyed streets, all littered with corpses. Komoto didn't do this, all he did was walk, and make notes of which building was what, and who was where with his ki sense, making sure only to destroy what he wanted. Hitora and random Red Eclipse Messengers had been causing carnage indiscriminately, but Komoto wasn't near any of them.
Komoto used his ki to fly on top of the tallest building. Komoto knew he was too far from the others in his family, and knew that Hitora was going to bring the pesky Cipher here again, so Komoto decided he would make up for his heresy of last time. So Komoto sat on top of the building, making sure he had all the locations he found memorized, and all the ki signatures he found, and waited for Cipher to come.
If cipher went to Hitora, Cipher's mind and body would be damaged, but if he went to Komoto, Cipher's pride would be destroyed.

It didn't take long for Cipher to find what he was looking for. The explosions and chaos were basically a giant sign saying "Red Eclipse over here!" Cipher scowled. When he had gotten them message from the commissioner, he wasn't expecting this. The android shot in the direction of the mayhem, picking up two particular power levels, one stronger than the other, but both rather close together, and both significantly weaker than his own. However, one of the power signatures was familiar.
Could it be...?
But right now, his focus was on the other, stronger power level. It seemed to be the one causing all the carnage, with it flaring up as it did. It wasn't long before he saw him, a smallish figure randomly attacking. He closed the distance like a bullet, launching a kick to his back in order to stop his attack.
"Hold it right there!"

The foolish being, he thought Hitora was weak to sneak attacks. However hearing the sudden wind shift as the wind moved around the man, Hitora used his tail to try to grasp the man by his ankle and stop the attack. If successful, Hitora would then lift a hand, holding it with his fingers closed together yet fully extended and fired a large Ki Blast, not charged or anything but still quite strong all in all. He had a smirk on his face, an evil one and said “Why should I stop? These weaklings…They insult me with their presence, their mere existence should be wiped off the face of the earth. Soon though, that job will be made all the easier…" He didn’t like the full moon, it always made him lose utter control of himself, but he also knew that he got much stronger when he did in fact see the full moon. The Pod that brought him to Kirito said that when he sees a full moon and transforms due to its blutz waves, the form is known as an Oozaru, Hitora wondered if there would ever be a day when he was able to fully control that form as he was able to rid himself of his main weakness as a Saiyan already.
Well, that was for the future, right now Hitora knew that he needed to focus on the here and now. He knew that somewhere around here Komoto, the bastard of Flan, was watching and Kouda, the strange Doctor who fixed Hitora’s wounds, watched from his ship. Hitora then looked at the man in front of him, he was strong looking, maybe stronger than anyone he’d ever fought before, this excited him. “You look strong, I guess I can spend a little time…playing with you….I think I’ll kill you!” Hitora then licked his lips slowly, looking all the more menacing for it. He then struck out, punching at the man, had his earlier counter with the tail succeeded, Hitora punched at him multiple times. Sometimes he aimed at the man’s face, sometimes to chest or stomach sometimes he even threw in blows meant only to be glancing blows to throw off his opponent. Hitora was a ruthless fighter, though he had no style he was an unpredictable beast. He heard rumors through the messengers of the Red Eclipse that he was known as the Black Behemoth, because few in the Red Eclipse were as strong as him, and he only knew of a handful and all of them were his peers and none were messengers.

Komoto heard the sounds of combat from afar, and started taking and shaking his head in a no fashion both slowly and repeatedly. Apparently Cipher chose to go to the one power level that seemed stronger. While it was true that Hitora would be stronger during a full moon, the rest of the month would be when Komoto could prove he was stronger.
Cipher had insulted Komoto, and for that, he would pay dearly. Komoto raised his right hand high into the air, and started charging for the strongest Super Extinction Attack he could muster while wearing Heavy Weights. Komoto would only need another secomd.

Guess the young man was paying attention, able to move out of the way just in time and grab his ankle with his tail.
"Another Saiyan...great."
As the Saiyan thrust out his hand to fire a ki blast, Cipher caught him by the wrist, moving his hand just in time for the blast to veer off harmlessly into the air. This person didn't even reach to half his power, but he wasn't going to allow him the satisfaction of getting something like that off, especially when he was that much weaker. His words though caused Cipher to scowl. This arrogent boy was reminding him all too much like the other Saiyan who seemed to devote his time to the soul purpose of annoying him. Though this one was much more cruel and violant, blasting helpless civilians and now acting like a big shot. Cipher was going to enjoy wiping that smirk off his face. Plus, his words seemed to suggest that he had no means of determining just how strong Cipher was. He was going to be in for one heck of a surprise.
When the Saiyan started throwing blows at him, Cipher seemed to make no effort to dodge or block them, taking them head on. The Saiyan wasn't that strong compared to him, and though his blows did jerk him around, they weren't really doing that much to him. Granted, he didn't know that, but that would make the shock that much better.
Once the Saiyan stopped his assault, Cipher slowly brought his eyes up to him, his face blank as his eyes were taking on a rather intimidating glow.
"Are you done?" As all he asked, before delivering his own thunderous blows, a sharp blow to the stomach, followed by a lightning fast barrage of blows to the Saiyan's smug face. He wasn't going to mess around with this one. He knew the moon was out, and he did NOT want an Oozaru rampaging through the city. Cipher wanted to take out this irritating Saiyan right now.
At the back of his mind, he could feel energy being charged a distance away, though he kept his focus on the target before him, he wasn't going to completely ignore it.

With a pained gasp, Hitora held his stomach and almost bowled over midair, however play time was over. Hitora smirked, the full moon was out now! The sun had set just after the blow had made contact with his stomach and the Saiyan began his transformation. “HAHAHAHAHA! TIMES UP! YOU’VE LOST THIS ONE!” shouted Hitora as his muscles suddenly began to jerk and twitch and expand. His clothing was made to stretch along with him, and fit whatever form his body took on. It didn’t take him long, the hair quickly grew all over his body and he suddenly expanded horizontally and vertically. His normally black eyes now red, along with the cornea themselves, his eyes were fully red. He entered his Oozaru state, with a loud howl and a swift beating on his own chest Hitora’s personality was fully pushed aside. He stomped several buildings, killing any who were still within it. He was a wild beast that much was obvious. However if one assumed he didn’t know what was happening, they would be wrong, for him it was like an out of body experience and he enjoyed every second of watching his monstrous form crashing through the landscape.
“WARUUUUUUUUUGAH!” would be the equivalent of the monster’s ability to speak, before he kept his mouth open, a large amount of energy charging up in his mouth. He then fired it, not aiming it at Cipher or anything in particular, but instead on just whatever was around him, killing innocents and destroying large swaths of the city in one fell swoop. The giant ape would then beat on its own chest in a sort of congratulatory manner, one that showed his…pride, in this indiscriminate destruction. Yes, the Black Behemoth’s personality may have been replaced, but now a real monster was on the loose, one that would be much harder to stop. Then the creature noticed Cipher and much like any annoying insect buzzing near one’s head the giant Hitora swatted at him, trying to crush him with his monstrously large hand.

"Cipher, you think that because of the Blue Banner Army, Because you try to save everyone, Because your robotic heart is kind, that you can save everyone, that your the hero this city deserves. I do not do this because I was ordered to, what I'm about to do is from what I wanted to do, as your punishment, as well as my enjoyment. I'm going to show you why, but I won't kill you. Not yet anyways. When everything you love, when your city, is in ashes, then you have my permission to die", Komoto said in an emotionless tone.
Komoto then fired his Super Extinction Attack, sending thousands upon thousands of Ki bolts into the sky and scattering in all directions, past the buildings. For a split second, they seemed to remain in the sky, but then they all fell down, going nowhere near Hitora or Cipher, but actually targeting every remaining civilian left alive in the entire city. Explosions and screams echoed throughout the city.
" Hitora, keep him distracted if you can still hear me. I'm going after Cipher's lover now", Komoto said as he took off, knowing her location, and as the ki bolts rained down.

(I just want to make something clear. I think there's plenty of people alive to make it so that each ball of ki will do like 0.07 pl damage. Since the average regular human has like 5 pl, I'm fully aware I'm barely going to harm even a baby. This was just to make humans scream to scare the Cipher)

You were told that this attack was a splitting attack, meaning the attack's PL splits for each target. Considering this is a capitol and there are thousands of people in capitols, I can safely assume that your attack deals 1, or even less then 1, damage to each person. Wether or not the others want to agree on you actually pulling this off is up to them. I just figured I should nip this in the bud before you tried it in a DE thread. Carry on, that is all.

Cipher was shocked at what had happened. Not the Saiyan turning into an Oozaru, he had seen that already and he wasn't particularly impressed. It just proved how much of a coward he was, only willing to attack defenseless civilians only when the moon was full. No, what shocked him was Komoto's actions, launching an attack that devastated the city.
So he is a member of the Red Eclipse. All those people. That monster!
Komoto's next words almost caused him to ignore the Oozaru entirely and go after him. The rational part of his brain caused him to stop though. That was probably what Komoto wanted. Porsalynne was safely in Avalon, and there was no possible way that Komoto would know where she was, nor would he dare attack her. He must have some idea what Cipher was capable of.
"I'll deal with you later.
Right now, the Oozaru was the bigger threat. Even with large chunks of the city destroyed, he could not let this mindless monster run amok. It was strange though. That last Oozaru he fought had at least retained his mind. This one was just acting like a wild animal. Not to mention since they were fighting in a city, where the size difference could be in Cipher's advantage, it seemed like the only advantage the Oozaru had was his sheer size and strength.
As the giant ape swatted at him, Cipher managed to nimbly avoid the giant fist. The funny thing about flies, they were notoriously hard to hit. Much unlike a fly though, Cipher was going to prove to be much more painful. He shot towards the ape's face at high speed, veering to the right and flying past him rather than straight on. Once behind him, he twisted himself around in the air so he was facing the ape, energy forming in an outstretched hand.
"Pale Lance."
He fired the beam of piercing green energy straight at the ape's broad back. It would be like hitting the broad side of a barn. His muscles tensed, getting ready to move when the monster no doubt turned around and tried to strike again.

“WAAAAAAAAAAAAAARUGHA!” exclaimed the giant ape as the blast hit him right in his back, however it did little more than burn some fur and cause discomfort. The Oozaru, of course, didn’t hear Komoto and didn’t really care even if he did. The little fly was proving to be a nuisance now, the Oozaru didn’t care much to play with his foe anymore, not that he recognized it as such either. Hitora then swiped at the flying asshole again, his transformation now complete and his body back to its normal speed. The moves would be extremely fast compared to what one would expect from a beast this size. Hitora then opened his mouth, a ball of pale light inside of it now, as he charged up another attack, he then fired it, a large white beam of light being blasted from his mouth however this time the ape would follow his opponent with the attack, tracking his opponent as best he could despite his size and loss of real consciousness.
((OOC: Cipher, the Oozaru form doesn't have a speed penalty, I'll let it go this time next time I will be bringing it up to a mod))

As Komoto flew in the sky, he pressed a small button in his pocket. Right about now the Red Eclipse Messenger disguised as a worker at Avalon should be notifying Cipher's Lover that Cipher himself was in trouble and about to die. If that didn't bring her to the city, nothing will. Komoto then waited for the female android to come to the warzone. As Komoto did, He charged another Super Extinction Attack.

((OOC: I never said he had a speed penalty)) A direct hit! That should have put the hurt on that gargantuan monkey. It seemed though that it was finally getting use to its massive form as it spun around with shocking speed, delivering a crushing punch to the android. Even though Cipher was able to bring his arms up to block, the blow still managed to send him flying back, slamming him against on of the ruined buildings. The pale android shook his head, regaining his senses just in time to see the ape fire a massive blast of energy from its maw, coming straight towards him. "Rodin's Gate!" Cipher yelled out, holding his hands out in front of him. The circular shield of ki formed just in time for the beam to crash into it. Both the shield and the android were pressed back against the crumbling wall, Cipher straining to force the energy back. Call the Saiyan as weak as you want, that moon always made their attacks pack a punch. The shield seemed to be holding, but it could only do so much. A straight up fight was not going to win this for him. But one advantage people had over wild animals, they were smarter. As the attack finally let up, Cipher moved. Dispelling the shield, he ducked into a nearby window of the building. He wasn't going to stop though. Staying in a building was not a smart idea when your enemy can simply knock it down. He simply had to get out of the ape's sight. He couldn't sense him, so as long as he could avoid being seen, he can take control of this fight. Cipher quickly shot out the other side of the building, making sure to stay behind cover. His eyes quickly fell on a manhole cover. What was the best place to hide from a giant ape? Underground. Moving as quickly as he could, he shot down to the manhole, lifting aside the cover with ease before slipping into the sewers underneath. Meanwhile... Porsalynne had been cleaning the suite that she and Cipher called home in Avalon. She had decided to stay while Cipher went to do his duties with the BBA, and was hoping to get the place looking nice for his return. A rapid knock at the door caught her attention. "Who could that be?" She walked over and opened the door to see a rather distressed young man. "Are you Miss Porsalynne?""Yes?""You've got to come with me! Cipher's in danger in the Western Capitol! He's going to die!"Porsalynne's heart froze for a second, the thought of losing Cipher was unbearable. She moved to follow him but stopped when a thought occurred to her. "Wait, how do you know this?" The man didn't look like any member of the BBA. The man turned, almost surprised she asked the question. "Um, the BBA told me. You have to come with me! Quickly!" Now there was something wrong with this. If the BBA wanted to tell her something, that would have told her directly. And why would they want her to go into battle anyway? This didn't add up. Porsalynne stood her ground, sending a hard glare at the man. "Who are you?"[Rodin's Gate 66% Defensive power: 81,348]
