"This place makes West City seem like a carnival... the population is so much thinner."
Namorel spoke to himself as he walked down the street. This was the second location of the day he would be scouting, the smaller population of the city compared to that of Western Capital made scanning powers exceptionally easier from Namorel's perspective. Keeping to the sidewalk, his eyes ad antennae would be watching each and every person both physically and their ki capacity, there had to be a person in this city that showed promise, he still had four more locations to check out before the day was over and he was on his toes about getting to each new location. He still wore the soft black fedora he had bought in Western City the previous day.

The Northern Capital was exceptionally busy that day. To avoid the hustle and bustle of a regular evening out on the town he decided to stop in at his favorite coffee house, getting his regular sweet tea. When he opened the door to the place a soft bell rang over head in order to alert the old man behind the counter that someone entered. He smiled and waved, instantaneously knowing what Kira wanted. Looking down at the bar like counter alamity to his favorite point of relaxation. that he sat at, Kira spied the duct tape that had been placed over the thick cracks that lined the Mahogany counter. He'd still never forgive the group of thugs that brought this calamity upon his favorite location of relaxation. "Still haven't fixed it I see. I can always loan you a few extra zeni. Really... I don't mind." The old man turned and slid his cup filled with his favorite drink on a tiny saucer towards Kira with two fingers. A lemon wedge rested next to it while a small shiny spoon hanged just over the edge of the cup. "Kira you've already done enough for my small establishment. Just keep the brigands out and you'll have done enough in the repairs department." Kira smiled sheepishly and scractched the side of his head. He rested on elbow on the counter and propped his head on his hand. Relaxed finally, he squeezed the lemon into the steaming drink and watched the small drops of citrus disappear into its redness. Suddenly, his head snapped to the window. He sensed a power stronger than most outside. It didn't seem to want to do any immediate harm but.. he couldn't be sure. Cassel had charged him with protecting the North but he was probably just being overly cautious again. The old man looked at him inquisitively. "What's wrong, sonny?" "Sorry Marcel, it was probably nothing." Marcel shrugged and resumed his pleasant labor behind the counter, washing dishes and preparing small items of consumption for the next customers to walk in.

"Interesting..."
Namorel's ears perked up as he felt it, an energy vastly superior to that of any other being in the immediately surrounding area, he estimated a powerlevel the was less than an eleventh of what his true power was. Not wanting to arouse suspicion as he located and moved in on this new specimen, he would double his masked powerlevel to a measly one hundred rather than the fifty he had it originally sitting at. He wanted himself to be known, but not to alert anyone that he might be a threat. Walking into the structure the power resonated from, the cafe scene was one the namekian was not used to, rather his business usually stuck to conveniencestores. Lowering his fedora and taking a seat he would bother to make an order.
"Do you have an Oolong Tea with honey?"
With little familiarty to the resources of the cafe he hoped they carried teas as other Earthling drinks tended to not go well with his namekian physiology. However this tea seemed to be like a god send to the mostly plant man, invigorating him and giving him the energy to complete a task when he really needed. First opportunity he would get to ask the person behind the counter he would speak sternly and quietly to them.
"Do you have any security here that trains in martial arts? And if so can I have a moment of their time?"

The clearly nervous shopkeeper nodded with a bead of sweat rolling down and with shaking hands nodded to the Namekian that had seemingly appeared out of nowhere. Seeing Kiraburu startled for the first time in a while made him even more of a nervous-wreck; nevertheless, he cleaned out a porcelain teacup and set it on a saucer and set it onto a saucer, filling it with hot water and placing a small bowl of Oolong and a small jar of honey with a serving wand inside of it, in front the new guest. There were no other customers at the moment, for the last one had just recently left before the Namekian entered. After clearing his throat and with a composed voice, the old man behind the counter stated with a small smile protruding from under his bushy mustached, "That will be 250 zeni please."*(I know it seems like a lot but the conversion rate from zeni to dollars is 100z per $ so bare with it. I don't know how much they're worth on the site.)
Kira took a sip of his tea and looked down into the red liquid as he spoke. "What brings you here? We don't often see Namekians, especially in the climate. They don't seem to appreciate the cold very often." He meant no offense, it seemed as though it were just a sincere question.
"Is there a budokai nearby? You seem stronger than the average individual around." Again, no tone or tenseness in his voice besides genuine curiosity. Besides, people who posed a threat didn't often hold themselves with such composure.

"Two hundred and fifty zeni? That price isn't bad at all, better than some locations I have been to."
Namorel said, placing the payment on the counter before mixing some of the honey into the Oolong tea and stirring it lightly before lifting it to take a sip. The sweet flavor flooded his mouth and brought his senses to peace. A quiet sigh of relief would escape his lips as he set the empty cup down where it originally was and motionlessly examined the building with his ears and his other senses properly. There appeared little out of the ordinary aside from the extraordinarily high powerlevel seated not too far from himself in the same structure. He began to spoke, asking Namorel's purpose there with little to no ill intent behind it, perhaps this was the person Namorel was looking for. Only time would tell.
"No, I come here seeking someone with potential. From the looks of it, you are one with potential yourself."
Namorel spoke smoothly and calmly as he looked the stranger over. They looked the combat ready type to him, but then again he still knew little of the physiology of any race other than his own and happened upon these conclusions at odd sometimes. However sight alone didn't confirm Namorel's suspicion, but the energy he felt off of him was calm and heavy in numbers. Keeping his own power suppressed, he hoped he would get the chance to see his capabilities in full.
"If you want a name, call me Namorel."

Kiraburu tensed slightly as a spark of excitement ignited in his soul. His whole life he longed for adventure and often dreamed that something like this would happen. He knew, deep down inside of himself that he yearned to belong to something greater than just him and his meager existence protecting the inhabitants of the North as a whole. He let the tension in his heart alleviate in the form of a sigh and turned to face the one who called himself Namorel. "I'm called Kiraburu or Kira if you prefer." Its a pleasure to meet you." He would've shaken Namorel's hand but he had other questions in mind.
"You say that you're scouting for potential but potential for what? You do realize that sounds a little odd out of context, surely." Had this Namekian sensed Kira's strength from just a brisk walk in front of the coffee shop? Only a select number of individuals, usually trained warriors, were adept at such skills. Still, If this person he had just met was going to lead him into some adventure that he had been waiting his whole life for he would be prepared to leave everything behind. "I'm probably the one you're looking for. Not to sound prideful, but you probably won't find much stronger around here unless we have a visitor even stronger than ourselves. In which case I'd certainly be worried." He took another sip of tea, trying to hid the screwed up face he made once he reached the bottom where a concentration of bitterness settled. "So, if I truly am someone who can help you, what do you need me to do?" he said in an uncordial but not disrespectful manner.

Namorel smirked slightly at the instance he realized he had the human hooked on his purpose being there. Looking Kiraburu over, his eyes still under the brim of the fedora that so gently sat on his head, using the antennae as a pivot point. Namorel quickly realized that this particular human was of the nicer variety, however Namorel didn't need to hear his speech mannerisms to know this, he felt little evil intent in the human's ki. Although at the same time the human let off a sigh that showed relief for some odd reason, perhaps he anticipated the worst of the namekian, Namorel would have taken this rudely had it been any other person; but he had a feeling that this particular instance was justified somehow.
"I'm looking for people who want to help others, hell the galaxy as a whole..."
Namorel began to speak, hoping to draw in the human more. He would release the chains on his power slightly to greater boost the visible capacity of it to those that could sense ki energy. As he spoke he could take the fedora off and reveal his full face to Kiraburu, not that there were any aspects of the unusual that Namorel had aside from other namekians, but it helped to disperse some air of mystery to the situation at hand.
"I need scientists, fighters, anyone with an applicable skill to help me."
The namekian continued to speak, completing the phrase in its entirety. He was being vague with his replies, but he didn't want to scare the human off. Letting the information come naturally and in steps was Namorel's plan for this attempt to recruit a new operative, Kira showed the determination, but would either of the professions Namorel listed peak the human's interests? This would remain a mystery to Namorel at the time, but he had one last question for the human.
"If you would kindly follow me to a more secluded place... perhaps a rooftop, he could discuss this inabsolute private?"

Kira thought for a moment, thinking intently on a place that would cause little to know harm to any innocent by-standers. He felt Namorel's ki change drastically as the conversation progressed. Scientists or Soldiers huh? Both jobs certainly sounded interesting. He had an innate drive to do anything to the best of his ability and was inherently drawn to learning. Not to mention that he held an above average intelligence than the regular student. He prided himself at this sometimes but didn't know if he quite possessed the adeptness that Namorel was seeking. He nodded towards the door and said "Follow me, I know a place no one will get hurt." He left a tip on the counter under his saucer and cup and led Namorel to the north of their current positions.
The wind started picking up as Kira and Namorel reached the small clearing. This was the only place where bamboo grew naturally in the North. An odd species with a bluish hue that brought on a sense of calm to whoever looked at it. A small area, tiled in polished stone covered the ground a little further in. A small stream of water surrounded what appeared to be the battling floor. Kira thought Namorel would like this place. Seemed like his kind of spot. "This is where my master and I usually train. It's a spot reserved for sparring and nothing else, we'd like to keep it at least some what clean. You've been suppressing your ki to an extraordinary extent. Were you trying to stay discreet?" He walked to the center of the tiled flooring and took off his fur vest and pewter ring, folding the vest neatly before placing the ring on top. He stretched a little before stating "I assume this is the kind of place you had in mind? I have other spots in mind if you don't like this one. Either position would be a nice change of pace for me. I'd like to fill in whichever spot you needed the most urgently."
