I've given it some more thought, and I think I agree with Hyoza here.
We give people a lot of leeway to flavour things as they want and grow as they want. We should ask the question - what's the upside here?
If we force people to grow their sense/suppress abilities with PL, then characters like King Kai or Kami - who had low PL but high 'sensitivity' are unable to do the same. We basically say that power = skill, which it clearly does not with characters like Frieza or Buu, who had high power but little formal training in their style.
If we force people to spend tech slots then it serves as a tax on concept for little significant combat advantage - there may be some in escaping, but escaping isn't going to help you win fights.
Therefore, I think you should be able to grow your sense/suppress ability as you wish. Sensing should be allowed for galactic events but only if they are on a scale which can logically be picked up (say, planetary destruction or battles of people with 10mil+ PL). Suppressing should be allowed to let you operate at a lower effective PL but not use techniques without having any visible PL.
How effective you are with these techniques should be up to you, and it should only cost 1 tech slot for each.
Boom, done!

From the way you're explaining this Zuni, it's specifying that you'd like to see it as, 'Ki Sense and Ki Suppression are solo, 1 tier abilities.' Am I correct to assume that or no? In which case, we can adjust how Ki Sense works by making it special, but rather than having the guide I put up here (a guide in which Zerori helped supply me with), it'll just be explained, in full length, what you can do with it and what levels can be sensed. Danger factors, for Sensing someone's friend(s) is probably something that can be incorporated as well. Sensing someone's spirit (english for chi/ki) would relay to them their emotion, so we can incorporate that into a design. As for Ki Suppression, the tier system is capable of working it, I suppose.

Particularly potent power levels often - but not always - give a sense of the personality traits of the individual.

Description: Ki Suppression allows you to hide your ki signature whilst not using any ki-based techniques - including passive techniques such as flight. This may be defeated through the power of good old eyesight. With practice, ki suppression allows you to choose particular levels of power you would like to operate at and lower your power level accordingly - effectively allowing you to control your power output to a very fine degree. This can be useful when you want to stay under the radar without being entirely helpless (say, needing to be able to fly)
I do not think it is necessary that we specify power levels to count as 'practised', I think we can trust players with that - or we should be able to. I don't think it is necessary for either set of abilities to take up more than 1 slot, even though they'd break the normal rules on the amount of things a single technique can let you do.
Keep things as vague and freeform as possible, I say. That's a strength of the system, not a weakness, when dealing with mostly fluff RP abilities like sensing and suppression.

I really liked Zuni's suggestion, although Bao's is simplier and it was pretty much how I imagined the Ki Sense mechanics would work. Either way, I think these definetely should have their powers based of the tier system.
Regarding Ki Supression, the lowest pl ever registered was actually 0,001, which was Turtle's. And you can easily see he's actually a skilled fighter, being able to defeat those guys in order to protect Maron. Definetely his true power level is superior to the basic 5 pl of human beings. If I would suggets something regarding manipulating ki it would be this:
Ki Supression Tier 1: Can supress your power to any level as long as you do not use any techniques or passives. Tier 2: Can supress your power to any level at any time. Tier 3: Your level of ki control actually allow you to transfer a portion of your power level to someone else in order to aid them in battle. Your own power level is lowered temporaly by the same ammount of PL you lent for the remainder of the battle.
