To answer your question - one of the reasons the moon isn't just there whenever people want(other than the stuff I've already covered elsewhere) is cause then it removes the strategic element that externally triggered forms are and makes saiyans unfairly powerful.
We know this because long ago you use to be able to contrive a moon whenever you wanted, which then meant literally every time a saiyan wanted a boost it was just conveniently there.
That's... boring, and invalidates the uniqueness of that full moon requirement. Like the saiyans in canon, be cunning if oozaru is your weapon of choice and attack when you have it's advantage on side (side note - If you recall the site patch comments, Oozaru's strength was left at x10 as a trade of for it's availability. Otherwise It would be about a x3 since it's a starter trans and would have no applicable tradeoff).

To conclude what I was meaning earlier by the flaws of how this poll has been structured (I'm mentioning them here just so that anyone who is curious can learn from my experiences) :
While some polls can have elements combined/optimised, most of the time you have to refine by steps.
eg. Should moon ball stay a master technique?
- Yes, normal moon is for everyone but moon ball is a special
- No, but Oozaru's multiplier should be reduced to compensate
- No, and no adjustments should be made to compensate
- No, but additional conditions should be introduced to compensate
From there you could then step towards a specific implementation, because your path has been properly defined.
For example a reduction in multiplier would only really be valid if an increase in accessibility occurs. The current setup means people have to 'guess' upcoming results instead of having all the facts before voting, skewing results in unusual ways.
Scoping is also something to consider -
Unchanged and x8 are the only options... what about x5? x3? x2?... x15?
(This is generally something that gets clarified in the discussion part)
Finally, Muti-vote polls are an issue cause then people don't use them properly, (case in point being 22 voters but only 59 votes, that's seven unaccounted for votes). Unfortunately people are just mousy like that
