I've heard in Cbox that the mods think having Instant Transmission would be a nightmare to manage, but I think that the way I wrote it up here would be pretty simple from a role playing stand point. It's not too much different from Telepathy, in which levels 1, 2 and 3, gradually extend your effective range from planet, to universe, to interdimensional.
When I say "familiar person or place" I'm referring to people / places the user has actually visited before. You can't just get UT2 and start popping all over the galaxy. You'd actually have to have been to the planet you wish to travel to, first, so that you know what you're looking for. The exception to this would be if you were familiar with somebody who was already on the planet, and then you could lock into their signature, instead. With this skill, players would be able to interact with each other more frequently, without waiting 24 / 16 hours in real life time in order to do so. Seriously, if there's an actual reason for that, somebody please explain it to me. Because that seems downright excessive.
