Almost anyone who's been on the site for more than a few days knows that the starting PL listed on a race page has little impact on the PL a new character starts with. The only times it effects anyone is when they are making an alt, in which case they can skip the BP and start with starting PL. For main characters, they must do a BP, and that is the only measure of their starting PL. I propose a different system. The starting PL is determined by a mixture of BP, and History. The History would be graded by a mod upon review of the character application, and with that, the mod would give them a PL within their races starting PL. Then a BP would be used to gain any PL beyond what is capable with the starting PL. For example, one could gain only 500 PL on their history, due to a low starting PL range for their race. They then gain 2500 PL from their BP. This would start them out with 3000 PL. This incentivises making a history that is better than just passable, as under the current system the history is not accounted for at all when determining starting stats.

I like the idea of a history buff, but I have reason to believe that one's species does, in fact, bear influence on the starting power level determined by the bp.

While species may have some impact on the character's starting PL, the starting PL ranges listed on the pages do not affect starting PL. It doesn't make sense to have those ranges, and not do anything with them.

History is already taken into account when giving a starting PL.
But starting PLs are not determined on a WC basis, really. They're determined on a qualitative basis, along with other factors.

Because most the grading upon the site using WC and a few other factors has been how it has been for as long as I can remember. But on topic. While it is a good idea it might just be easier to start most everyone at 20k due to power scaling on the site already. I personally have worked all my characters from initial power levels without much effort after getting weights and having a few threads. For my own use the little numbers by our names yes is a basis on how strong we are but should be secondary to your roleplay unless you only want to swing the biggest stick in the yard.
