Energy Sensing [UT]
Via some method you are capable of feeling the natural energy of living beings, you have an understanding of the power level of other non-android warriors and can feel the power of the attacks they are using compared to your own. This technique is Passive not requiring activation and uses 0 KP in a KP Battle, Energy Sensing does not work on Androids

Unlocks at 16k PL
[N1] Fire Manipulation:
Using his magic he summons a flame to roast his enemies, or his dinner! It however is a weak flame, and cannot do too much. It charges for 33% per turn for a maximum of 5 turns.
Unlocks at 20k PL
[UP2] Blaze Manipulation:
Since he learned to control the roaring fire magic more he is now able to summon a blaze, incinerating foes to dust! This charges at 66% per turn for a maximum of 5 turns.
Unlocks at 24k PL
[MP3] Inferno Manipulation:
Using his magical ability to the fullest, he summons a roaring, near uncontrollable inferno to complete vaporize anyone in his way, burning anything and everything in it's path, whether friend or foe! This hot attack charges at 100% per turn for a maximum of 5 turns.

Tail Training [UT]
Prerequisite: Saiyan with a Tail, 10,000 Power Level
Through harsh training or sheer willpower you have overcome a Saiyans greatest weakness, your tail is no longer a danger to you in battle. This technique is passive and uses 0 KP in a KP Battle.

I'd like to change "Intense Struggle" to "elemental attunement". It does the same thing to PL, but instead of ramping up his physical prowess gives him a focus beyond all else he uses to magnify his elemental techniques. On occasion, he reaches an understanding that can imbue parts of his body with the element he's currently controlling.
(12,000 slot)[MP3] Gale Force Bombardment/Flaming Tornado
Charges at 100%. Kira, having attuned himself to the elements of wind and fire, is able to summon massive amounts of wind to severely damage his opponent. His UT pyrokinesis can be applied to create the flaming tornado technique which is… self explanatory. As usual, pyrokinesis doesn’t add to the damage of this attack, just flavors it. The ultimate flaming funnel of doom.

Hoo goodness, since i've got 6 tech slots (3 from creation that me doofy self never used, 3 from power level) I should probably use em huh?

Splitting his Ki evenly between him and the clone Technique Name: Tropical Wave [N1] KamehamehaDescription: Mattenes pulls his hands into the air, gathering the ki into the palm of his hands, the ki looking like condensed glistens akin to the glistens of an ocean horizon. Then he pulls his palms down in front of him like how a Final flash is fired, then he gets into a wide stance with his legs and fires. Charges at a rate of 33%.

Through this technique you can create a copy of yourself dividing your power evenly between yourself and the copy
Multi-Form [UT2]
Like the base Multi-Form technique you can create a copy of yourself, however now you can produce two copies of yourself dividing your power evenly(33% each)
Multi-Form [UT3]
Like the base Multi-Form technique you can create a copy of yourself, however now you can produce three copies of yourself dividing your power evenly(25% each)
Atmos [UT]
Prerequisite: 'Super Saiyan' Tier transformation
Utilizing your incredible power you provide yourself with enough oxygen to survive two days in the depths of space or any other oxygen deprived location, external stress such as combat can decrease this time significantly. This technique is passive and uses 0 KP in a KP Battle. (This transformation requires the SSJ-tier transformation to obtain)
[UP2] Watcher Crush / Aether Crush
Charge: 66% of PL per post
Description: The upgraded version of Gira's Watcher Cannon / Aether Cannon. The energy takes on a violet hue and the energy ball becomes condensed to the size of a golf ball, expanding to envelope the target on impact.
[MP3] Watcher Flash / Aether Flash
Charge: 100% of PL per post
Description: The fully upgraded version of Gira's Watcher Cannon / Aether Cannon. The violet energy is closer to the basketball size of the original, but fires in a beam shape instead of a ball.
