"Pale Rider to Vegeta. This is Cipher 24 of the Blue Banner Army of Earth, requesting permission to land. My intentions are non hostile. Repeat, my intentions are non hostile."
Cipher closed the communications channel and sat back in his seat. Through the main window, he could see the planet below as they hovered in its orbit. Now it was up to them to decide whether he had come all this way for nothing. He wasn't going to force his way onto the planet if they refused him. That would defeat the whole purpose of coming here. A part of him quietly hoped that he'd be known enough on Vegeta that they would allow him to land, though he fully suspected that after losing a war with Earth, they'd be less than happy to see him.
Sitting next to him, Porsalynjne looked at her fiance with concern. "Are you sure you're ready to go down there?" she asked, "I mean, you just got out of being upgraded, and you'd still need to get used to the, erm, changes." Changes was a bit of an understatement. Cipher looked down at his hands. Not only had Dr. Latchkin restored the arm he had lost during the Saiyan invasion, he had added a second set on top of that, granting Cipher a total of four arms. The android flexed his new limbs for the umpteenth time since he had woken up. The good doctor had explained that he had done some rewiring to his brain and nervous system, allowing it to accommodate the new limbs. Cipher would have to say it was a complete success. They felt so natural to him. He had been told they had gotten the idea from Kaula, when she used a technique during the Saiyan invasion to grant herself six arms. He wondered how she would react to seeing him now. How would everyone on Earth react to him?
His pondering was interrupted when communicator on the ship beeped. It seemed the Saiyans had given their response. Cipher pressed the button to bring up their response. "Vegeta to the Pale Rider." Cipher could tell the one on the other end was NOT liking to have to say this, "You are clear for landing." Needless to say, Cipher was a bit surprised, but decided not to question it. "Brace yourselves," he murmured to the others as he slowly began his descent. The ship lowered itself through the atmosphere, through the clouds as the Saiyan capitol came into view. Gently guiding his way towards a landing platform, the ship touched down without any further problems, the engines coming to a stop. Once the ship had settled, Cipher rose to his feet. "I'll go out first. Wait until I give the clear." The others nodded as Cipher headed for the doorway.
As the ramp for the ship lowered, Cipher stepped out, only to be greeted by a squad of Saiyan soldiers waiting for him, watching him with wary eyes. It seemed they didn't trust him and had brought out a show of force in case he decided to try anything. "Well," Cipher spoke up, tilting his head to the side, "I guess you're the welcome wagon, huh?"

Acclimating to actually becoming a somewhat legitimate member of the Empire's millitary had proven just a touch easier than Habana had expected, perhaps training with Zucceta to control the rage of her transformation had helped, she often found that the same methods she used to properly wield the rage and power of the super saiyan state worked quite well for keeping her normal form's temper in check and it seemed that her power was now at a level that few were willing to try and order her around even if they technically possesed higher offical ranking than her. Most of her days were spent just as they had been before joining, training, but now she made use of Zucceta's gravity chamber and additionally when the Queen was up for it sparred with her.
When the 'Pale Rider' entered Empire space and approached Vegeta directly Habana had been doing just such training and were it not for a message delivered to her scouter Habana would have neither paid interest to the incoming ship nor likely known of it at all, but the message had been from Zucceta, a request to investigate the nature of the new arrival while she attended to other things, scans of the ship indicated it possesed at least one substantial power signature, one substantial enough to warrant Habana being present.
And so Habana wrapped up her training and met up with the squad sent to 'greet' the new arrival arriving herself only a few moments before the ramp of the ship began to lower, the other Saiyans were quite tense, not entirely trusting of the pilot's indication that he was here for non-hostile reasons, this belif of coruse born from where the ship had come from. Earth. The loss on Earth was still an incredibly sore spot for the Empire due to the common view of the capabilities of Earth's inhabitants or the lack thereof. As the first passenger disembarked the ship Habana reached out, first with her natural energy sensing abilities and then upon finding herself incapable of reading the figure she activated her scouter reading that the android before them was likely the source of substantial power on the ship.
“You could say that” Habana said pausing briefly as she tapped her scouter again searching for the data on what the ship had transmitted vaguely remembering from when she had first heard it that a name had been used “Are you Cipher 24?” Haban asked looking the android over, something about him felt almost familiar, a moment of attempting to recall where she had seen him before and Habana realized it, this man had been one of the warriors fighting Zucceta, though if memory served his power had been nowhere near substantial enough to have a direct impact on the Queen, it had however been enough of a match for Habana's newly transformed power and likely if he had progressed at all as she had would remain such.
“You were at the battle in North City weren't you?” Habana asked her expression showing no hostility over the recollection quite the opposite in fact as Habana almost seemed somewhat excited by the notion of seeing someone from that battle. It made the possibility that this man had lied about being here for non-hostile reasons BUT also meant that if he was she was all but guaranteed a good fight.

The numerous soldiers that had been gathered on the landing pad weren't really anything for Cipher to worry about. He suspected that they had sent their best during the invasion, and even in their Oozaru form they had proven no match for him. These were in their base form, and were clearly tense about having to meet the powerful android. Behind him, Porsalynne and Charlene peeked out at the numerous Saiyans, Dr. Latchking remaining back in the ship.
It was then that one Saiyan in particular stepped forward, one much stronger than the others. He recognized that power signature. She had been on Earth during the invasion, one of the survivors who had returned to Vegeta. She was the only one who seemed relaxed in the android's presence, and quickly recognized him from the battle on Earth. "Indeed, as were you I believe," Cipher replied. He hadn't met her personally, but he had sensed her fighting against some of the others. She didn't even seem sore about losing the battle, like the others seemed to. Hopefully this would mean she was more open to negotiating than the others. "But as I said before, my intentions are purely non hostile. I came here to simply talk, either to Zucceta or whoever is now in charge." He didn't doubt that Zucceta would keep her title, but from what he had heard about the battle's aftermath, would she had chosen to remain queen, or abdicated her throne?
He stepped down off of the ramp, the soldiers backing off to give him space. However, he paid no mind to them, focusing on the Saiyan woman in front of him. "I'm hoping that after all this hostility and violence, you all might be willing to give a more peaceful arrangement a try." He glanced back making sure his fiance and child were still on the ship. If the Saiyans resorted to violence, he would have to make sure that they got off the planet safely. He could worry about his own safety later.

Pin quietly clung to the roof of a nearby cargo ship, the owner of which had been conveniently detained by Saiyan authorities for suspicion of smuggling. He’d eventually be let go for a lack of evidence, but it would keep the ship in position more than long enough for Pin to act, should the situation with the offworld vessel go a little bit sideways. Pin had been contacted by Habana - a recent and unlikely ally - when word had come through of an Earth-native ship requesting clearance to land. A Saiyan greeting committee would be dispatched, of course - made up entirely of warriors, likely the best that could be mustered in time - but it seemed Habana wanted an ace up her sleeve. So she called in a small favor from a local mercenary by the name of Pin.
Pin used his helmet’s Multi-Visor and his built-in Scouter to scan the offworlder’s ship. First he scanned for power signatures. One of the signatures on the ship was immense, and Pin shook his head. If a fight really broke out, Habana was going to have to take charge of it. Pin would be all but useless. There were three other power signatures, but they were insignificant, especially by comparison to the one that was now conversing with Habana. Pin cycled through several other spectra - ultraviolet, infrared, x-ray, even night vision. He took note of which parts of the Earth ship were still hot, which gave off more radiation than the rest. It gave him a general idea of where the important bits were. It also gave him a general sense of the ship’s layout, including potential ports of forced entry. If shit hit the fan and diplomacy went out the window, Pin was confident he’d be able to get inside, take a hostage, and force the frankly ridiculously strong android to stand the hell down.
Assuming Habana kept him well and properly distracted, of course.

He glanced out the window of the palace, watching the incoming ship from Earth touchdown on the landing pad. After some time, the ramp of the ship lowered, revealing the representative from Earth and his retinue. He couldn’t get a great view of the foreigner's from ten stories up shamefully. He sighed, and turned away from the window, only to see an approaching aide. If at all possible he let out a greater sigh.
The aide, a Zoon-Seijin by the looks of it, cleared his throat and began to speak, “Uh sir, could you g-”
Mayze glared at the alien and harshly interrupted, “I know already moron. Go bother someone else, I don’t have time for bothersome low-class like you,”
The alien seemed flustered, and was about to speak until a sharp glare from Mayze sent him scurrying away. He sighed, and waited a few seconds before descending down the flight of stairs the aide had went down. Swiftly. he made his way towards the entrance of the landing pad. It only took him a few moments to arrive.
Making his way out, he noticed that the group of soldiers numbered more than it had appeared from above. He silently groaned, realizing he’d have to make his way around them to reach the front of the group. He flanked right, reaching Habana in a few seconds.
Coincidentally, he arrived just as the, what seemed to be, andorid in front of him started speaking about his proposal of peace between Earth and the Saiyan Empire. Mayze scoffed at the thought. Make peace? With a race that the saiyans lost too? That would be admitting defeat, and that would never happen. He was sure of it. The foreigner's attempts at facilitating peace would be in vain.
He sneered at the android’s words and crossed his arms. With a glare , he spoke with an arrogant tone in his voice, “Saiyans? Surrender? Just who do you think we are? We are a warrior race, peace is not an option. We may have lost to your planet this time, but next time will be different. There will no peace between us, at least, not until your cities lie in ruins, and your people enslaved or wiped out,” he paused for a moment, letting his words sink in, “Of course, that is not my decision to make.”

Habana listened as the android spoke, reiterating his non-hostile intentions and stating that he too remembered her from the battle on Earth, he wanted to speak with either Zucceta herself, or whomever was in charge of the Empire at the moment which meant that at least for the moment it appeared that news of Zuccceta's announcement had not reached the entirety of the universe outside the Empire. Not long ago Zucceta had announced her intentions to track down the traitors personally and in doing so she had transferred temporary command of the Empire to Habana along with appointing Mayze to aid her, the announcement had been a shock to all, but most shocking to Habana who had not expected to have such a role placed on her shoulders. Zucceta had not left to begin her mission quite yet and with Zucceta on world that meant she remained the head of the Empire. Would it be best to try calling Zucceta in to handle the android or to simply deal with it herself?
The Queen had told her to be the one to handle this but there was a fair likelihood that Zucceta had not anticipated that that this would be some sort of attempt at a peace arrangement by Cipher, so far he had offered no indication that he spoke for the Earth as a whole which raised a few questions for Habana as to what sort of peace he was aiming for. As he spoke and Habana thought on the situation she felt the arrival of Mayze, the seemingly perpetually angry elite quickly made his way through the other Saiyans arriving at her side as Cipher suggested a peace.
Mayze seemed to very much embody the opinions of majority of the Saiyans, furious over the defeat and perhaps just a bit too eager to jump immediately back into the fray with Earth. “Lucky for Cipher it is not your decision to make” Habana said with a grin “While peace and backing down from a fight are not generally tactics that the Empire consider I think it best that we at least give our guest his chance to make his offer. But out here in the open surrounded by soldiers is likely not the best place for any sort of negotiations, the palace is perhaps the better venue, there you can speak with the Commander of the empire, the others on your ship can remain there or come along if they wish” Habana suggested intentionally leaving out that the Commander she spoke of was in fact herself, she had felt the presence of at least one non-android signature and a look to the ship had offered Habana a glimpse at a woman and child duo watching the proceedings.

Cipher's eyes narrowed to slits as a second Saiyan approached them, angry and ranting about surrendering (Cipher had never told the Saiyans to surrender), and that they will not stop until they conquer the Earth and enslave the inhabitants. If the previous invasion was anything to go by, Cipher reckoned the Saiyan Empire would destroy itself first before being able to conquer the Earth. However, he kept his peace. Antagonizing the Saiyans, or any sort of intimidation, was not his intention at all. Peace through force was not really peace at all, at least in his opinion (quite the irony considering the BBA became the powerhouse it was through military mighty, not that Cipher was proud of that). Thankfully, the female Saiyan whom he was speaking to was a lot more reasonable, suggesting they at least hear him out, and offering to give him a chance to speak to their commander at the palace. Cipher took note that she used the word 'commander' rather than queen. Had something happened to Zucceta? When she mentioned the others, he glanced back, seeing Porsalynne and Charlene by the door. He gave a small nod to them and the pair slowly stepped out. Both would no doubt feel more safer with Cipher than being left alone on the ship. Cipher gave the pair a reassuring look before looking back at Habana. "Sounds good to me," he said, giving a small smile, "Lead the way." As Porsalynne approached his side, the female android took one of Cipher's hands, looking over worryingly at Mayze. Cipher gave her hand a squeeze, sending a glance over at the Saiyan before allowing Habana to lead them. Your turn Pin

Pin watched the proceedings carefully. He'd hoped this would be an easy job - welcome to Vegeta no we're not currently hiring please enjoy your stay. That sort of thing. He trusted Habana's judgement as well - she had seemed level headed when they had first met, and Zuccetta clearly trusted her with command, so Pin was putting his faith in her ability to avoid an unnecessary battle in a civilian area.
But then another Saiyan showed up. This one he hadn't met personally, but he knew by name - Mayze. Zuccetta had mentioned him in her announcement as well. Pin was momentarily bolstered by Mayze's arrival. At least, until Mayze opened his mouth. Sure, his tirade struck a certain Saiyan chord in his mechanical heartstrings, but this wasn't quite the time or place - not only was this android enormously powerful, but the area was full of innocent bystanders. A battle here could be catastrophic.
But then Habana spoke up again, trying to keep things calm and collected. The android seemed receptive to Habana's suggestions to talk elsewhere, and two of his passengers moved to join him. Pin nodded to himself, but decided it was time to get his orders updated. He opened a private call to Habana's Scouter and spoke to her quietly.
"There's a third passenger on that ship. Not much of a warrior, but might be some kind of spy or something. Anyway, it looks like you're moving this party. Orders, boss?"

“Hmph,” Mayze grunted, clearly discontent with what Habana said. Peace shouldn’t even be a topic on anyone’s mind, instead, the empire should be training its troops rigorously and preparing for the next battle. Unfortunately, he wasn’t in command of the forces, and so it wasn’t his decision to make.
He watched with interest when what appeared to be the android’s family, a wife and child, stepped out of the ship, and made their way towards the android. The duo would likely prove useful if negotiations went south. The potential hostages would likely dissuade the android from any sort of attack, which would in turn save lives.
He almost laughed when the android’s wife gave him a worried look, “What, scared?” he sneered.
He gave Cipher a cold glance before turning towards Habana, “Lead the way commander.” OOC: Sorry for the wait.

Mayze was not overtly pleased with her choice but that was not entirely unexpected, he was by far one of the more traditional Saiyans that she had ever met, he had a distinct vision of what was and was not correct and most of that vision involved solving the problems of the Empire with force and only force, something that Habana could already tell would put them at odds with one another. But Zucceta had placed her as the actual Commander while Mayze was there to aid her, and while she did not always agree with his view perhaps it was best to have it, to have a voice that proposed the most direct path to victory.
“Leave it for now, I do not believe it will be an issue. We are headed to the palace feel free to join us” Habana said briefly holding a hand up to her scouter after receiving Pin's message, there were some risks to not keeping Pin in the area but the ship would remain under heavy watch likely until Cipher chose to depart or somehow managed to negotiate real peace, if the signature that Pin was reading did mean harm then it would likely be picked up on by the guards, Having the bounty hunter nearby for the negotiations was far more ideal, what Pin lacked in power he made up for in tactical knowledge, being recommended to her by Sam put the android in a far better light to Habana than he had been before.
Habana raised an eyebrow as the woman and child exited the ship to join Cipher, neither possessed particularly much power, certainly nowhere near enough to pose a threat to herself or Mayze, or even Pin for that matter meaning that there presence only hindered Cipher if things broke down, rather dangerous especially with Mayze around but it certainly did speak to the credibility of Ciphers claims that he wanted peace. Habana nearly groaned as she prepared to lead the group to the palace as Mayze spoke up once more giving away what she had intended to hide at least until there arrival at the palace.
The trip to the palace would not be a particularly long one for the group as none would be particularly willing to hinder there advance unless otherwise detained by the actions of any of the others Habana would lead directly into the palace and into a spacious meeting room featuring a table long enough to seat far more people than those present “Take your seats wherever you and your family feel comfortable Cipher.” Habana offered curious how far the android would place his family from herself and Mayze
“We already know your name but I believe that we have not introduced ourselves, the ray of sunshine with strong opinions on what we should do about you is Mayze a.. I suppose Adviser would be the best term for me, we will likely be joined shortly by another saiyan shortly by the name Pin, and I am Commander Habana. While Zucceta is occupied I handle the running of the Empire so for now, you are stuck with me.” Habana said offering a grin as she took her seat at the head of the table.

At Mayze's sneer, Porsalynne took a step closer to Cipher, but tried not to show her discomfort. Cipher gently placed a reassuring hand on her shoulder, while giving the male Saiyan a look that promised what would happen if he laid a hand on his family. Though what he said did cause him to turn to Habana, a small smile on his face. "Your friend isn't very good at surprises is he?" he said with a light chuckle, showing that he wasn't offended by her keeping her statues hidden. After all, it would have had to come to light sooner or later if they were to negotiate. Meanwhile, Charlene was walking alongside one of the nearby soldiers. "So," she spoke up, "What sort of tech you got here? Bombs, cannons, super Saiyan death beams? Giant ape robots?" "Charlene!" Porsalynne scolded. Charlene simply gave her. Confused look. "But mom, I wanna know how the Saiyans blow stuff up!" "With ki beams and giants apes," Cipher replied flatly. Charlene just gave her father a level look. "Well that's just boring." Cipher gave a small chuckle and shook his head, giving Habana a look that said "kids". He hoped this would effect the negotiations. It wasn't long before they arrived at the palace. This would be the third time that Cipher had come here, though a first for his family, who were taking in the sights. They entered the meeting room, Cipher taking his seat near Habana, rather than on the opposite end of the table, just so they didn't have to keep shouting to eachother from across the room. Porsalynne and Charlene took up seat ear him, but kept their distance from the negotiations. This was between Cipher and the Saiyans after all. As Habana introduced herself and Mayze, as well as mentioned a third Saiyan by the name of Pin joining them, Cipher nodded. So she had been placed in charge in the queen's stead. "You already know my name," Cipher responded, gesturing to his family, "This is my fiancé Porsalynne, and our daughter Charlene." "Sup," the girl responded. Cipher leaned forward on the table. "Talking to you might be preferable for the time being Habana," he spoke, "The last time I spoke with your queen was less than pleasant, and I would believe she wouldn't be in a mood to talk of peace after losing a war." Just remembering that meeting, her haughty arrogance, caused his face to tighten. But he tried to relax. Habana seemed more reasonable. Pin

Pin was announced by the heavy footfalls of his boots on the hard floors of the hallway. He strode into the meeting room with the confidence of an officer, someone of rank. Sure, he didn't actually HAVE a rank just yet, he was still more of a consultant or mercenary than anything else, but the offworlders didn't know that. Besides, "dress for the job you want" and all that. If he acted the part, maybe he'd find himself with a nice position.
He entered the room just as introductions were taking place, and took a spot standing to Habana's right. He stood straight and tall, his tail wrapped tightly around his waist. As Cipher spoke, Pin cycled through the various spectra of light, checking for any anomalies that might indicate a bomb or hidden weapon. He didn't find anything.
"Forgive me, Commander, but it seems that speaking ill of a planet's royalty is a poor way to make peace with its people."
Immediately after he'd said it, Pin was kicking himself internally. He wasn't a diplomat, and spitting venom at Cipher from the start wasn't going to help Habana at all. But an Earther, waltzing into their palace talking about peace, then immediately turning around and talking shit about Queen Zuccetta just rubbed Pin the wrong way. He was glad his helmet was still on, hiding his face.

Habana gave the young girl a grin as she started questioning what sort of tech Vegeta possessed swiftly followed by increasingly extravagant assumptions on what it was that they might possess “We've got plenty of that fun stuff yes, though I don't believe we've yet developed a 'Super Saiyan Death Beam' quite yet, perhaps though it would be a good idea for me to suggest that we get on it. But as Cipher said, we do tend to prefer the traditional approach to war.” Habana said with a wink before returning her attention to Cipher, who then introduced the android woman as his fiance, and the child as his daughter, not entirely surprising considering how the trio acted among themselves. It did however indicate that Cipher and Porsalynne were either just mostly machine, or had once been more human than they were now as last Habana had checked it was rather difficult for two machines to produce a biological child.
Habana gave an amused sigh as Pin arrived voicing his displeasure with Cipher's choice of words in regards to Zucceta, Habana was not personally fond of the negative way Cipher spoke of her friend but to her knowledge the last time that Zucceta and Cipher had interacted had been back on Earth, during the War. Certainly a time for Cipher to build animosity towards Zucc, and if that wasn't the time that Cipher was indicating then she knew even less of the situation.
“Everyone is in such a foul mood today it seem. No need for hostility everyone, while its certainly not the most logical choice to speak ill of my Queen and friend, Zucceta does on occasion rub others the wrong way if there and her views do not quite line up. So let's focus on the task at hand and less on past issues. What is it that you are looking to accomplish Cipher, peace can be accomplished in many ways, what sort of peace do you look to offer between Earth and the Empire?” Habana inquired hoping to steer things back to the subject at hand, peace was not generally the first solution a saiyan sought out, but Earth had thus far proved a tougher nut to crack then the perception of the planet would have Habana believe. Perhaps peace, if it provided a benefit to the Empire, was actually the best option. Habana held far less direct interest in Earth than Zucceta, it was certainly a pretty world and surprisingly capable of producing strong warriors, but overall provided the Empire little outside of warriors for the army.

Cipher nodded, gently leaning forward as he steepled his fingers, his second set of arms resting on his lap. "Indeed. After all, neither of us are here to dwell on past grievances." They were so touchy. Cipher was eerily stating an observation. If he had wanted to insult Zucceta, he had plenty of things to say in that regard.
"I'll get right to the point. It's clear that the empire has some vested interest in Earth. You wouldn't have thrown so many resources into the invasion if that was not the case. However, as we've both seen first hand, simply trying to conquer the planet isn't a viable option." Cipher wondered briefly just what state their military was in right now. While he had done his part to spare the men he was fighting, he knew others on Earth weren't so forgiving. "I won't lie, sentiments regarding Saiyans on Earth are rather low, and for good reason. However, my experiences Keith Saiyans in the past," the good ones anyway, Cipher silent added, "Have taught me that Saiyans are more than just violent happy space pirates, as I'm sure you'd agree."
"It will be a bit before both sides will warm up to the idea of peace between us, so for the moment I can only suggest a sort of "Don't bother us, we won't bother you" agreement. Hopefully in time we can offer eachother more than just the promise of not invading eachother. Trade, mutual protection, the sort of thing." Cipher then sat back in his seat. "Now then, there's also the matter of Saiyans still coming to Earth. I can only offer my protection for them while on the planet, provided that they do not cause trouble. Otherwise I will be forced to escort them back to Vegeta." And whether they were in good health or not is up to them, though Cipher didn't add that bit. He stopped talking at this point, allowing Habana to respond.

Pin stood at Habana's side as she talked with the offworlder android. She waxed briefly about the Saiyan military and the technology at their disposal. Pin did take a moment to muse that it was rather fitting that he himself was a piece of Saiyan military technology. Even their superweapons just looked and acted like Saiyans. Planet-destroying cannons be damned.
Habana urged restraint, and while it had not been his intent to create hostility he had also felt it necessary to defend the Queen in the only capacity he was currently capable. It was bad enough that there were actual Saiyans willing to defect from Zuccetta's rule, to hear some Earth robot talk shit was more than Pin could stomach. Still, an order was an order, even if it was indirect, so Pin would watch his mouth.
"So," Pin said slowly, interjecting again but trying to pick his words wisely, "You came to our planet...to tell us...to stay away from your planet?"
