So about New Namek's future Dragon balls

(Was told by anonymous that I should make this thread. I'm like um okay I guess. I really just want a staff member to help me out with this.)
As many of you know. Salti (Myself) wants to become the Guru of New Namek and of course that means New Namek will have Dragon Balls available soon enough. Now I know that many are rather skeptical with the existence of these things so I wanted to make them fair and relevant. It's understandable. Everyone is entitled to an opinion as always, but I want to lay some 'beta' restrictions before anyone begins.
1.) The Dragon was created by a New Namek born, that means the Dragon will not grant wishes that would directly or indirectly kill someone or destroy any environments and homes. I'm pretty sure everyone can agree that without this restriction all hell will break lose in the community.
2.) The Dragon will not grant wishes that would permanently take away someone's PL as that is indirectly killing them. However temporary de-buffs can occur, just not during a thread.
3.) The Dragon will not steal someone's belongings they have on their person or that person's bank. However non-worn or non-carried belongings are fair game as long as you can see it. So spaceships can be 'teleported' as magic to do so is teleportation. With the bank issue, if one is not near the bank or able to physically see it, the wish cannot be granted.
4.) You cannot wish for more wishes or wish that after every time you finish wishing, the Dragon Balls will keep coming back to you afterwards. Everyone pretty much knows this.
5.) The Dragon cannot grant wishes to make a being immortal. However, it can grant wishes on extending that being's lifespan by reducing their aging process by a maximum of half.
6.) The Dragon cannot bring someone back to life and transport them to a location in a single wish.
7.) No meta-game wishes.
8.) No wishing for infinite power or money.
9.) Others around cannot interrupt wishes themselves if the wisher is already chosen by the Dragon.
10.) The Dragon cannot grant wishes that would make a being invincible.
(Will add more restrictions or modifications if a problem comes across.)
So that's the restrictions I want to make, anyone wanting to argue against them is entitled to do so, but must have a valid reason doing so. If anything modifications can also be in order to fix the restriction as this is a beta test ruling discussion.

Now for the suggestions:
1.) If possible we need an NPC for the Dragon, so that I may hear the wishes and determine if the wish is able to be granted due to restrictions or if the wish is specific enough.
2.) I wanted to add that the wishes be specific enough to be granted, misunderstandings can lead to many problems.
3.) I also want to import ideas from Pipa's suggestion that Komoto sent me, I'd like to consider anything not crossed out and in red below.

"My idea would be treating wishing power as a transformation, and keeping it rather low in order to have a marked progression for the kami.
One wish= x3 wishing power*
Two wish= x2 wishing power
Three wish= x1
Four Wish= x.5
and so on if you really want to.
These would only be factored for monetary and power level gains.
All of the hard bonuses would be based off the calculated number.
Resurrect up to (Kami Pl x Wishing power) in power level, or one single individual regardless of power level.
Power level gains equal to (Kami Pl x Wishing power). * For the single wish, you also gain immortality (can not die a natural death).
Zeni gains equal to (Kami Pl x Wishing power). You can use this number to buy things from the shop instead, and fluff in the remaining zeni (like the house inside having the remaining value of zeni in a treasure box, or a minion who carries zeni with no need for it).
Transformation modifier boost- Add the wishing powers transform modifier onto a single transformation. It can't be transferred to another transformation, so for example if you made Oozaru x13 with a single wish dragon ball, you could not apply it later to SSJ.
Restore a Planet:-
Single wish: Complete restoration of the environment, structures, and fauna, including those with a power level less than the Kami's base pl (unmodified).
Two Wish: Environment and structures
Three Wish: Environment.
Four Wish+: Part of the planet's environment is restored." - Pipa

4.) Now of course immortality is one of the restrictions I wanted to recommend and instead would be extended lifespan. Same principle on wishing power for this wish applies, but for a maximum of three wishes until death where it would reset.
First Wish: x2 Lifespan extension.
Second Wish: x1.5 Lifespan extension.
Third Wish: x1.25 Lifespan extension.
5.) PL & Zeni can also be given as a set amount, this would be calculated as such: Guru's (PL x .10) The bonus amount caps at 100k. So the Guru would have to be at most base 1 mill of PL to have the maximum strength for the PL wish. Also for players making this wish: If the wisher has a PL less than 1 million, the max amount gained is halved. If the wisher has a PL of under 100k, the max amount is reduced to x.25. However, gaining PL this way should have a negative effect on the wisher. I recommend that anyone who wishes for base PL would gain a temporary PL gaining de-buff. This de-buff would work as such: "Upon gaining massive power from the Dragon's wishing power, *Insert name here*'s body has not adjusted to the sudden increase in power." In other words, for the next three threads that person will gain half the amount of PL due to "Power Sickness". The threads must be at least 2k of words to reduce the counter of the de-buff by 1. For money gains it would be the same way, just being known as "Interest Rates".
6.) I'd also like to consider a wish that would make them stronger or wealthier with a Wish Power Booster. Let me explain, the W.P.B. grants a set boost of x2, instead of the bonus of items such as heavy weights/medium weights on the next three threads they make or go in after the wish. Just to make this wish more proactive for those wishers to post more.
7.) Pipa also mentioned a transformation boost, but I think an increase to the modifier is too strong. So instead of a permanent set boost for that form. It's a boost of itself added to the wisher temporarily based on their PL, until a base gain of 50k. So in order to gain the boost again you must make another wish to do so. The multipliers go as such each time this wish is made by that same wisher: x3, x2, x1.75, x1.5, x1.25. Stops decreasing at x1.25. This is just a temporary boost.
(To be honest I wanted these bonuses and amounts to be greatly lowered. But an anonymous person said I should be them relatively powerful since supposibly they are found within around a month.)
For now these are the ideas I'm laying out here. Please leave your suggestions below and see if we can all come into an agreement.
