First I would like to offer apologies if I am out of line or out of place with this thread. I am definitely no stranger to text based role playing, but as I am new here I am fully aware that things can and necessarily will be a lot different than the style of role play that I am used to.
With that out of the way, I would like to take a bit of time to introduce myself. My name is Shadowfang, though most simply call me Fang. I have been text based role playing for almost fourteen years now, and I write novels as well. I am completely unpublished, so don't expect to see my name crop up in any English courses. As well as helping to run a large, open role playing site that I will not mention here, I also own a site of my own and am currently developing another.
I am a sucker for a good narrative and creative writing. I am also a big fan of anime. Being an actual martial artist I love martial arts anime, and Dragon Ball Z is one of my favorites. I have often considered role playing with original characters of my own creation, but never really known exactly how to get it started. I have trouble writing for established worlds where creativity is needed by the limitations of the original writers.
That being said, I am quite excited to get started here on these forums. I have read the rules, and a little more in the Rules and Information section, but I find myself unsure of how to begin.
So comes the purpose of this thread. I was hoping that an experienced member might be willing to take me under their wing, so to speak, and help me get started with character creation and interaction here. I must confess that I am a busy man, and might not be able to post but once a day, and I hope that will not end up an issue. However, if you will have, I fully intend to try and bring some of my unique views to your forums and hopefully get the chance to see your creations first hand.

Hello and welcome (back) to the site! I am an aspiring writer myself, although I tend to focus more upon creating storyboards for other mediums than novels. I also seem to excel in courses where I analyze texts and write reviews, so one of these days I might try to make a living as a movie critic or something along those lines.
I like Dragon Ball & DBZ (well I like the Saiyan-Frieza saga anyways), but one of the reasons I was drawn back here after leaving for awhile was that you won't really find a more diverse setting to play in. Dragon Ball draws from so many sources that it is hard to think of something from popular culture that couldn't fit into the setting. What we try to avoid is reinventing the wheel, so to speak. A race of rabbit people? Just be a Zoanthrope rabbit. Their are lot of things already covered in Dragon Ball, so you may find one of your ideas could get a bit of a flourish if you tie it in. Basically the dragon ball wiki is a good place to start looking for ways to tie yourself in.
That being said we are set 2k+ years ahead of the events of the animanga. References to anything during those times are frowned upon, though we do enjoy some subtle referencing so long as it isn't going overboard. It would be odd for most characters to be constantly bringing up the distant past in regular conversation. Another thing to look out for is a ban on canon characters altogether. Beerus-Popo. It is all a nono. The site is about the accepted characters you can find in the bin over yonder.
Mechanics are a pretty huge topic. I like to think of them as a skeletal guideline to help us determine outcomes. Whatever the mechanic says it does is what it does. An N1 move can charge at 33% of your characters power level per turn- but every character generally has a different N1 with a different description. Pipa's n1 eye laser vs Scargot's n1 antenna beam, they both charge at the same rate but we would write differently the way that we were attacking and whatnot.
It stays the same with UP2-MP3, regardless of text it is going to be charging at the rate that is stated mechanically in plain English. However, sometimes you want to have your move do something other than this and so instead you would buy variant moves. Variant moves would give some sort of additional effect (at the cost of damage) to your move, such as making it homing so that it is harder to dodge.
To get started I would go ahead and get your profile started, picking a race that suits you. If you want a custom race, PM a few staff members and ask for help (it is a somewhat longer process). Look at what each race gets to start with. For instance a human starts with extra zeni and they get techs and zeni faster than others. Just try your best and President Bao will be able to clarify anything that might be needed in your application.

I appreciate your help. I do have a few questions.
Where would I go if I intended to create a new race? What requirements would I need to meet?
Could you explain how the moves work? The way that I usually role play involves more creative writing than set structure, and I am unsure how exactly you rate moves, calculate damage, and so on and so forth. I apologize for my ignorance, but I am using Tapatall to access the forum, and I honestly can't make heads or tails of the layout and design. It seems a bit...messy. I do not mean that as a criticism, just an observation.
Lets say that I finish an alien race and it is accepted. What would be my next step after creating my character? I promise that once I get going I should be able to keep up with the way things work, but right now I am a baby in a strange and exciting new world.

For creating a race you will need to use the alien templates. I recommend asking people like Nai-ran & Kiri to help you with the process (they have gotten races approved before). It can honestly take a bit of time and study to really understand the core of creating custom racial mechanics, you'd basically want to look at all of the species page and try to get an idea of what is balanced.
You power level will be determined by how much you write (quality is factored in as well). I am going to use very low numbers to make it simple.
Remember that within 80% of someone, power levels are considered equal.
Offense- Power
Pipa has 100 power level. Pipa uses an N1 called eye laser. If I use eye laser on the first turn it does 33 damage. If I charge it for one turn and use it the next 66%, and so on. You can replace the word eye laser with antenna beam, energy beam, whatever so long as it does the same basic 33% per turn charge.

You can replace the word eye laser with antenna beam, energy beam, whatever so long as it does the same basic 100% per turn charge.
So say I throw a 100pl attack at someone with 125pl. It would hit as if it dealt 100% of their pl in damage (if it hit). The gist is that you can take 100% up to three times before you are down for the count.
So basically what you do is divide your attack into their power level. 100/125. If within 80% it does 100, if not it pretty much just does whatever the number says.
Offense- Variants
Pipa has a 100 power level. Instead of purchasing an UP2 he goes with an UV2 (variant move). Pipa's eye lasers do 33% but can also home in on the target. Instead of homing he could have purchased it to do an area of effect attack or have it suck foes in, and other effects.
UV3- Just makes the 33% into a 66%.
Support
Bukujustu/Flight Zanzoken/Afterimage Solar Flare
This stuff creates an advantage but doesn't have a stat per say. Except ki shields, which block damage and charge just like n1, up2, mp3 depending on how many techniques you use.
Restricted- Special moves
Dende has 100 power level. Dende can heal an ally once per thread. This is a special technique and only races that specifically have a special technique can acquire it without learning it from a master (or becoming a master themselves). In general any move that doesn't fall into the support category or offense is a special technique.
The Kami can see everything happening on earth. The Guru can unlock someones potential. Etc.
After you are accepted (and ideally while you are waiting to be accepted), you will write a beginners presentation or solo post. This will allow us to see your quality of writing and it is used to figure out what power level you will start off at. Then you have your transformations. When you transform your pl is multiplied by the number state. 100 pl x5 would make you fight as if you were at 500pl
