Appearance:
Barry Quick is a young light blue-skinned and blonde haired/eyebrowed brenchian male with an athletic build that he has kept up by exercising daily. Along with his unique appearance compared to the Humans that he was born around, his eyes were also genetically defected, leaving them nearly pure black save for a white dot in the bottom lefts of his sockets that look like a glare is bouncing off of them. As for apparel, he usually is seen wearing his hero costume which consists of a large mask which covers the space around his eyes and ears (the mask itself being light blue and see-through like glasses, while the ear pieces connecting them are dark blue), a dark blue shirt with the number 1,000,000 across his chest, with black pants and boots. He also sports a black cape that goes to half a foot below his knees, attached from the chest which features a hood.

Aside from minor criminals that needed jailing around the universe, there was never a giant threat that particularly required the numbers of the Galactic Patrol to get involved in, so they were generally known as one of the biggest nuisances in existence. They essentially did what every planet's government did, but not any better. Over time people started to laugh whenever the group made an appearance rather than cheered, and there wasn't much any of them could do about it. Barry thought that he would be ok with a predicament like this, since it meant that no civilizations were greatly threatened, thus making the universe a mostly safe place. However, over the years he was sick of being treated as a waste of space essentially. The blue man wondered if this would change with the announcement of the multiverse tournament, where the winner could wish for anything they wanted.

[Starter] Blue Comet [N1] - Barry begins to take off in the direction of the opponent, flying in a straight posture with his hands to his side, building up enough ki energy around him to start looking like a comet being shot straight at the opponent. Upon impact, a large explosion goes off that sends the enemy flying several feet away from their location, while Barry is seen in the same position he hit them at.
[Starter] Blue Comet's Revenge [V2] - Operates like the Blue Comet except Barry sustains it longer in case his opponent dodges the attack so that he can turn around and charge at them again.
[Starter] Blue Comet's Drill [V2] - Operates like the Blue Comet except Barry spins while using the technique, taking the shape of a drill that has a greater impact on ki barriers than the regular comet.
[UC] Blue Comet's Daze [V2] - Operates like the Blue Comet except Barry adds more impact via ki, causing his opponent to possibly drop their charge on whatever technique they are attempting to do.

[30k] Ki Barrier [N1] - Through some proper Ki Manipulation, Barry's gained the ability to summon a barrier made of Ki! It charges at 33% per turn. If Barry is within 65% of the attack's PL, the damage is halved. (IE: If a Ki Barrier had 2,000 PL, and was broken by a 3,000 PL attack, the bleed-through damage would be 500 PL instead of 1,000). If the Barry is lower than 65% of the incoming attack, the damage reduction is only 25%.
[36k] Super Ki Barrier [UP2] - Through some proper Ki Manipulation, Barry's gained the ability to summon a barrier made of Ki! It charges at 66% per turn. If Barry is within 65% of the attack's PL, the damage is halved. (IE: If a Ki Barrier had 2,000 PL, and was broken by a 3,000 PL attack, the bleed-through damage would be 500 PL instead of 1,000). If Barry is lower than 65% of the incoming attack, the damage reduction is only 25%.

This image can preform a basic set of chosen movements when created to make the distraction more believable, this technique allows Barry to completely dodge techniques beneath 200% of his PL . This technique uses 2 KP in KP Battles and cannot be charged.
[72k] Afterimage [SU3] - Through a sudden burst of speed Barry leaves behind a controlled image of himself to distract his opponent, he has complete control over it and the image is capable of preforming any feats he himself is capable of. It cannot however actually harm an opponent. This technique allows Barry to completely dodge techniques beneath 300% of your PL. This technique uses 3 KP in KP Battles and cannot be charged.
[78k] Solar Flare [SU1] - A blast of light projected from the hands of Barry to temporarily blind the opposition, plus any upset onlookers. Stuns for 1 round at 100% PL. Can disrupt a charging attack if the stun power level is within 80% of the opponent's attack's power level.
Utility
[84k] Energy Sensing [UT] - Via some method Barry is capable of feeling the natural energy of living beings. He has an understanding of the power level of other non-android warriors and can feel the power of the attacks they are using compared to his own. This technique is Passive not requiring activation and uses 0 KP in a KP Battle, Energy Sensing does not work on Androids.
[90k] Energy Suppression [UT1] - Barry is capable of suppressing his power in order to better hide himself from the gaze of those with Energy Sensing or those utilizing a Scouter, so long as he is not making use of powerful techniques (anything that would consume KP in a KP Battle). He can lower his ki signature to surprise his foes with his real power, or attempt to hide his energy at ambient planetary levels. This technique uses 0 KP in a KP Battle.
[96k] Flight [UT] - Barry has a method of taking to the sky allowing him to take his fights to even greater heights!
