"That's enough of that trash. Now back to the discussion. My point still stands that there are too many leaders than necessary for each individual planet. I would recommend streamlining the system for now since we really don't need that many. We need to focus on defenses and with the lose of Taiga we are down a powerful ally. Not only that, but our forces are not up to par. The civil war has done away with the old systems and now our only form of offense without thrusting our leaders out to fight are guards with no formal training on how to invade planets." Botany had first thought that maybe Taiga would rearrange the army considering how beaten it was. Uniforms we're no longer uniform, soldiers were being used for other tasks that they aren't trained for, hell even the doctors weren't even well versed with military protocol. But with his absence that wouldn't happen without the triumvirate taking action themselves, and Koldar has shown to put more attention to setting up a new government instead of taking care of the army. "We need to prepare for an invasion by the Saiyans as if it were immanent. To make matters worse, I have been watching the Namek reports and it hasn't died down to normal despite the battle being over. Something else is going on there now.It was true that Namek wasn't back to normal. There had only been one steep dip in power, the sign of a death, yet the battle had ended from what he had collected. It seemed that power was still radiating from the planet despite the end of the battle and Botany didn't know what it was. He definitely thought the meeting was not as important as the securing of their defenses. They weren't secured, so their government wasn't secured either. Orenji

Orenji just sat in idle as he took all the information in that everyone was providing. His hands folded together as his elbows rested on the table and his mouth being concealed by his hands. The moment Taiga had left, Orenji sighed to himself in disappointment. Before Orenji could assemble a thought process on what to say to the current situation, his scouter had received a message back at the medical center and anyone who was within earshot or fairly close by would hear it as well.
”Orenji do you copy? We need you down here in the medical center! We have a lot of injured soldiers that just arrived on scene! Many are in critical condition and they are by the hundreds!”
Orenji stood up abruptly and looked to his superiors as he bowed in a forgiving manner with his head being lowered to the chest area.
”Excuse me everyone.. I just received word that we just received a lot of injured soldiers by the hundreds just arrived in the medical center. I must be going.... duty calls..”
Orenji ran out of the meeting room and headed straight to the medical center to perform his job.

Wyntre knew of magic. She knew of how dangerous it could be, but also of the miracles it could make real. She had fought opponents with magic before and, arguably enough, was capable of some of it herself (the Tulpa Touch wasn’t entirely ki-based, after all). There’s no danger of it becoming sentient and trying to kill you,” because of cause that’s an issue, ”and we have the technology.”As for the warring itself... Taiga and Orenji left. ”You can put artillery, but it won’t much help. The power of the soldiers is important, but who won down there doesn’t matter when one leader defeats another.” A Super Saiyan and herself, for example: even if their side didn’t win on the battle ensuing down below, the soldiers of the enemy can be easily enough vanquished. The victory of the leaders is the victory in all.

"The reason Captain that we are focusing on the planetary leadership roles rather than the military situation is simple." the bronze Arcosian stated, deciding to try and clear this matter up before moving on to the next one. "With the decision to reform the Empire into this Federation, there is bound to be a certain level of upheaval. Particularly after Koldar's declaration that anyone who was in a position of authority on their world would receive a special technique." he said with a scolding look towards the Commander, before he returned his focus towards the humanoid. "As you've pointed out the military cannot function without proper leadership. Without proper direction. Hence why we're trying to clear up this particular situation, so that we can properly allocate the military's own requirements." Abzerute stated, explaining in the simplest way he could for a complicated political issue. "Otherwise we'd be here for eternity as we deal with each world bickering with one another over who does what. And speaking from experience, we don't have the luxury of time for that conversation." the bronze Arcosian pointed out. "And since we're trying to reintegrate worlds that were part of the Empire in the olden times into this new Federation, in order to get fresh blood as it were for trade routes, economics as well as soldiers, we need to deal with that issue as well. A chain of command will be established that I assure you." he said before taking in a slow breath. "But we cannot rush this. We cannot make haste through this in order to benefit the short term, or else it will come back to bite us in our collective backsides in the future. For example, we could instigate a forced conscription of every single able bodied man and woman into the army to bolster our forces against an imminent attack... but then where would our supplies come from during and after that attack?" he asked, posing a hypothetical scenario. "By first addressing each worlds leadership, we ensure that each world is able to fend for itself and be able to lend assistance to the rest of the worlds without weakening themselves in the process. Understand?" inquired Abzerute of Botany before he leaned back in his chair somewhat. "As for the events on Namek, I think I've got a notion of what could be occuring there if there is a continual build up of power yet no conflict. If I'm right, we should be receiving reports of a massive clash of power soon enough as they all rush to a single location." the former Emperor theorised, glancing towards Koldar and Wyntre as he left his theory unspoken, certain that the other two would be able to grasp his meaning. He wasn't stupid enough to allow the knowledge of those particular relics to be uttered aloud and thus spread like wildfire... especially not with the possibility of those two bastards from Hell who'd made merry havoc earlier might hear about them. "As for the idea of using bacterial strains for terra-forming, what would be the time scale on such a project? I don't think we'd like to sit around for the next few centuries as we wait for a world to become viable for habitation. Nobody has that sort of life span, not even artificial beings realistically speaking." he inquired, steering the topic back to the planetary project. Koldar Frost

Taiga only scoffed and dismissed the Arcosian, thinking he was to be setting up an ambush, even in the Glacial Belt of all places! He left soon after, the old Arcosian almost intent to leap and chase down the man-child. However, he hadn't the time to do that yet. Botany brought up some information, concerning Namek. While he was talking about this, Orenji tried to excuse himself, stating that there were a bunch of injured soldiers. Koldar looked over at the Ringonite and bellowed, "You're to be the leader of your people! Thus, you need to hear this information Captain... The Future General, Botany, has to hear!"Koldar needed someone who would be intelligent and able to handle the responsibilities, and since Taiga was refusing to handle this, Botany was more than perfect for replacing him. He looked over at the Beri-Seijinn, stating, "We will be undergoing training soon. Very soon. On top of this, you shall be having the Special Forces available to you. Understood?"Voca, the Heran from before who walked out, returned to the room, finally having cooled off. The Heran looked around in the room, stopping at Koldar and giving him a nod before returning to his seat! He was seated near Botany, who looked like he had something to say. Koldar returned the nod, as Abzerute and Wyntre gave their own retorts. Wyntre provided some small input about the technology they could use for Planet restoration before being critical of Botany's plan. Koldar shook his head, pointing to the both of them and clarifying, "Both of you are correct about our current state of military. Artillery is important, for if we can nail our enemies before they can get planetside, or before we get planetside should we get the ability to unleash an offensive. We cannot have our leaders be caught in the middle of the fight unless their presence is called for, either for raising morale or engaging a high level threat that is proving too strong for the strategies I have in mind to put this into training.""You can technically equip our weapons with nanites that can register enemy and foe based upon where they've been by," Voca quipped, in regards to the tech that Wyntre brought up, "Looking at the material residue that had been on them, like say they had been wearing the armor of the SSE or Mazoku, if the Mazoku turned on us for any given reason. They could be either restraint or kill, provided the energy provided by the user."Abzerute then spoke up himself, explaining to the Captain about why they were looking at establishing leaders for their worlds. He looked at Koldar after mentioning his still developing technique that he promised causing some sort of upheaval! His experience in this was why Koldar chose him to be one of the leaders of Arcose, and thus have sway with any of the leaders they had. He was fiercely logical, and knew how to break down. He also brought up something about a massive power surge, with no particular conflict despite all being there, suggesting he may have an idea. The idea was chilling... And if showed true, Koldar would need to train Botany and Orenji up as much as they could, as well as any others within their forces! "The Mazoku had been warring with the SSE, to keep them out of their space and ours, Lord Abzerute," Voca questioned, "They wouldn't make a sudden turn out of the blue. Not unless the damn saiyans have something on Xylo!"The question was left in the air, as Abzerute questioned Koldar about the timeframe they had on the terraforming project. To that, Koldar clarified, "Agreed on that matter. However, that is something that needs to be carefully done. Findings must be brought up in the time of months, to open the doorway for this to occur... Botany, I name you to be General, as you have passion to your fellow man and not only know what you need, but are showing so far that you can adapt to your situation, unlike Taiga. I will need you to send out a recruitment signal every other week, while you're undergoing training. Orenji, while you are a Doctor, your responsibility is to be a leader and educate yourself on multiple matters. You are a soldier and I expect you to understand basic strategy, but you are to be given more training on the matter of handling matters of the state, developing your technologies, and forces on your planet that can handle threats that we face now these days."The way Koldar was speaking seemed to be that they were nearly done deliberating with this Summit. He seemed to have been getting exhausted after Taiga's outburst and leave. He was quite angry and wanted to take care of the issue with Taiga... The way the Arcosian was speaking, they were bound to clash at some point. With Retsu in the wings, Koldar imagined! ( Captain Botany , you're up! I'm thinking two more rounds of posting before we wrap this up, guys? Thoughts?)

(Sure?) What? Oh Koldar please don't make one of those decisions on me. Botany didn't need another snap promotion. He had already jumped from a low level soldier to a captain. He didn't need to jump again. He was going to ignore the remark for now, turning to pay attention to Abzerute. "With all due respect, but leadership to this degree isn't necessary. We just need a few able bodied officers to reorganize the troops. We don't need to categorize them by planet. Some races are already without a world to live on. It doesn't matter if the leaders have lots of political experience. Nor is it a individual world defense. We were all a part of an empire. It is a universal army, not individual planets allied together. Splitting defense to planetary leaders is a serious mistake. We need defense in the higher priority areas and where we actually need it instead of throwing troops of the same species on the same planet and then asking them to offer some of those troops back to protect another planet who have a similar army of the same race that can't do it themselves. Sure, we would need garrisons, but we don't need entire armies per planet.Botany still didn't see the point in the politics. Despite Abzerute's claim of proper leadership being required in the government to run the military, he still viewed the military as autonomous and could work if the entirety of the government were to shift. "Before this government, all governments created by Acrose used the same army and was very militarized. This is the only change in leadership with an unstable military. We cannot go on without a stable military. That is the first thing we must fix before we turn to the government. If we don't work on the military and the defense of the planet then we forfeit preparing the planet for change for instead pushing a government change as if that will keep the Saiyans and Namekians at bay. Supreme Commander Koldar, you must realize the importance of military in a war over the notion of change."He turned to Koldar for the last sentence. However he looked back at Abzerute for one final point before sitting down. "Not to capitalize or make enjoyment of the backstabbing of Lord Retsu, but with all due respect having highly trained guards and loyal generals would have prevented Lord Retsu of usurping command and just running the palace into the ground. His betrayal happened because of the falling out of the military and the attempt of making government change without a solid command of the defense. Granted it was a civil war between fractions of the army, the government change not being a reform but a regroup, but my point still stands that Retsu was allowed to go through without any fight from any form of honor guard or high general working with you. To be honest, we just threw him out when he had already been on Earth alone. Really? A once military might and galaxy spanning government and we don't even confront the ex-emperor? The military needs to be strong to shut down opposition. Leadership is important but when leaders do not have backup then what?" Botany felt too strong on the subject. The military was a foundation of power and without it any structure built upon it could easily crumble. He then listened to what Koldar had to say. He then became shocked at the promotion given to him. He remembered his promotion back at the station, being given by some uncaring Acrosian who needed an officer. Sure, he was good in the mind but he was far from powerful. He was even farther from being of hardened strategy. He thought the announcement was wrong and a mistake. "With all due respect, I cannot accept this promotion. I am not even a soldier of power. There are plenty others on the other side of the bell curve that can be of better use." Orenji

Abzerute theorised about an upcoming— possibly ongoing— conflict on Namek, presumably between Saiyan and Mazoku forces. Yes, it made sense: if a combat was started, both sides would want all of their powerful fighters in there. Considering the sheer power of the presumed combatants, just about any of them could destroy the planet after their side’s victory. Of course, there was only reason for the Saiyan side to attempt this… the Mazoku are stupid, but not blitheringly so.”It wouldn’t take nearly as long as you believe. Assuming we engineer in them a mechanism for fast spread— which, frankly, is a given— it’d take only months to create a comfortable atmosphere. Or days, if everyone going to the planet is as resilient as an Arcosian.” If one cared not about the comfortability of breathing but merely if they can breath then, well, it’d take not much longer than a single month. Arcosians could ‘breath’ regardless of terraforming but in that case the worry was not for the citizens’ breathing but for the growth of their food. ”There are no races without worlds to live on: if a world is destroyed, the survivors may live on a similar planet either forever, until a planet was terraformed into the original planet’s likeness or until a ‘wish’ brings the original planet back.” Botany was as outspoken as a general; perhaps this was why Koldar decided to promote him. It was a shame, though, the sorts of things he was applying his outspokenness to. ”The ex-Emperor has been confronted. Multiple times, I’d imagine.” She looked to Abzerute and Koldar, then back again. ”My verdict was that he did not have what it took to be the Emperor, and that verdict was acted on appropriately.” Not with death, no, that was too good for him. Wyntre’s verdict was also that Retsu had horrid taste in food. ”Retsu had a very powerful toy ensnared around his very words. There was resistance— Abzerute saw to that— but those who resisted, died.” There was no word on what this ‘NOXA’ was, or where it went. ”The military is dependent on the administration, always has been. The two change together, as they will now. For the better. And, as for backup, well…” She motioned to the inhabitants of the room they were in. ”There aren’t much better hands for the Empire to rest in.”

"And thus you point out the reason for that change." said Abzerute when Botany mentioned the military and governments before this one. "Highly militarised, and yet... here we are." he said with a gesture of his arms to encompass the situation they were now in. "Wyntre fell, the various worlds of the Empire fell into civil war, the military vanishing along with them to pursue their own agendas. And as for your quip regarding how Retsu took over, if it was him alone I could have stopped him with one hand." he said, his eyes glowering at the Captain. "However, that pet creature of his... well, I will admit it would have taken someone of Wyntre's power at the time of the Saiyan invasion to even stand a chance of facing it let alone defeating it. Even if I had as you suggested loyal generals and guards with me, our powers combined would have been as nought to that thing." he said, tapping his Scouter a few times to get the recorded data from that fight so long ago, sending it towards Botany's own device for him to review. "And it's a little hard to have the backing of an imperial army, when the Empire itself had only just been put back together and everyone had vanished to do their own thing on other worlds across the galaxy."He smirked a little though when Koldar's promotion of the Captain to General came along and the man tried to refuse it. "You were speaking not moments ago of how the military requires leadership. How it needs a firm hand and organising." the bronze Arcosian pointed out to the man. "You recognise your own flaws and weaknesses, you recognise the areas you are strong in and which you are not. You're level-headed, in most cases, even if you do view the Empire through a rose tinted visor." he said to Botany, listing off the humanoid's traits. "True, you're not that strong in your own right... but then again, neither is most of our army right now. Most of them will be around your own level, so you'll be more able to relate to the men and women under your command, and extrapolate their abilities." explained the former Emperor. "And the fact that you don't desire the position is perfect. Your own ego won't get in the way of you making decisions as it would those who care only for promotion after promotion after promotion." he said with a rather evil little smirk. Koldar Frost

"To explain it simply," Koldar spoke up, after Abzerute and Botany questioned one another, "No one is prepared for when the responsibility is thrusted upon them to act. It's how they handle it, which counts. You will be ready... Voca, let's go to the base."Koldar stood up, the Heran confused but obedient to the order. Koldar looked over to Wyntre, requesting, "Wyntre, we will need you to come with us to the base, too! Any information you have about Retsu and who or whatever is following him. The data will be transferred to our leaders ASAP, to allow us the chance to reinforce ourselves and bolster up on Arcose... Botany, Abzerute."Koldar gave them both a salute, before telling them, "We'll develop our strategies to fight someone of Wyntre current caliber and above together. Right now, however, I've had more than my fill. Conclusion of this Summit will be left with you two... Even though it was disastrous."After that, the Supreme Commander and Chancellor Voca made their way out the door, to wait outside for Wyntre to come with them! ( Captain Botany looking at you and Abzerute to close this thread out! Wyntre Cold, I'll let you bring out the Vargas+Time Patroller and send us off to the the tourney area!)

Botany was confused for a second. Wyntre mentioned "wishing" planets back. He was not sure at all what that meant. "What do you mean wishing?" The captain looked at the Acrosian who had said it. He hadn't heard of that method before. He then turned to Koldar as he spoke. He nodded at the command given by the supreme commander. "Hold on, I want an answer."

"Right."Wyntre telekinetically pushed her chair back half a meter and stood up. She had some information about Retsu— like his favourite sushi, or his plans for the Empire. "The Earthlings have the Dragon Balls. They can use them to 'wish' for certain things to an extent that is not known. There's another set on Namek, I believe. Why Arcose doesn't have a set is beyond me." The Namek set made sense: the Namekians were peaceful and wise. The Earthlings, though, were only Earthling, and more likely to wish for panties or a boyfriend than anything useful. "Regardless, for the most part, it's been a pleasure." She turned to leave alongside her fellow Arcosians. But then, suddenly, her scouter picked something up. At the same time, alerts would be coming in of an unidentified, seemingly-teleporting vessel. It was less of a teleport, though, and more of a step through time... and universes. "Are you getting that?" They almost certainly were, if their scouters were any good. "Koldar, with me." And, regardless of if Koldar was following, Wyntre would fly out towards the disturbance.
I suppose that's a good ending point. Unless you want to RP that further? Anyway, Abzerute . [3/3KP]

The bronze Arcosian resisted the urge to facepalm when Wyntre mentioned wishing for bringing worlds back... but then relented when she actually explained herself and spilled the beans instead of trying to cover it up! Abzerute grumbled under his breath before looking at Botany. "That is why there's no signs of conflict coming from Namek right now despite the increased power levels appearing there. The Namekian orbs have no doubt become active and they're all trying to acquire these items to achieve whatever aims they have." he explained to the newly made General. "As you can imagine, knowledge of such devices has to be kept at priority, maximum level secrecy..." he said with a glare towards Wyntre's every growing distant form. He sighed once more before looking at the man. "If you'll excuse me General, I've got work to do. And do try to not spill the beans about those orbs, or I will personally escort you to Hell." he said in a polite tone of voice that belied the nature of his threat. He ignored the unusual vessel's arrival, deeming that Koldar and Wyntre would be enough to take care of whatever the situation was, deciding that his time was better spent researching the terra-forming process for the future.
