Ok, first off, every planet does not have a moon. So how can the moon be out everywhere on every planet?
Second, how can the Makyo Star be everywhere at once? Instead of having the Makyo Star I suggest there be an effect coming from the Demon Realm replacing that cycle. That could be everywhere though. Celestial Event is alright also.
Now back to the Moon, can I suggest planets with moons get their own cycles and the planets that don't just don't get one?

for my opinion,the moon on every planet thing, is really is up to the writer to choose what they get their Blutz Waves from. Technically, all planets give off Blutz Waves, not just their satellites, and the satellites induce a stronger effect when completely covered in a sun's rays. Technically, moons aren't requires.
As for the Makyo Star rework, I love this idea. Makyo Star was difficult to understand. I would like rip between Celestial realms or something, leaking Demon Power.
Lastly, the singular cycles would be to difficult to keep up with, or comprehend. Each planet with a different calendar and different celestial times, it would ruin the current canon.

There's not really any reason or point in changing it. It's fine how it is. This is DBZ, not everything has to make sense.
