So, I've been thinking about the average power level of the human race. Now, back in the time of the show, Raditz' scouter read the farmer with the shotgun as having a PL of 5 (If I remember correctly) so we can infer that the average power level of an adult male was roughly that. However, that was a long time ago. Considering that the base PL for a Human character is 500 (At least twice that of Master Roshi, probably the strongest human alive until the events of DB. ) So, what's the deal? Have humans gradually gotten a little stronger over time, as an adaptation to better fit in amongst their much tougher neighbors?
TL;DR, What would the average PL of a baseline human with no training be?

It's a good question, actually. It's important to note though that starting pl does not relate to lack of training, sicne characters are created for the game without a restriction of how much training they have had up until the moment the application is posted. Meaning your character could have been born with a PL of 2 and as his background develops to the point you start to play him, he grows in power until he reaches the starting pl awarded to him.
I would say a normal human has as much pl as we see in the show.

Think of it like this: How long have the saiyan genetics been getting passed around, from Goku and Vegeta's families? 2000 years, roughly? It's very possible that because the DNA's been bouncing around the, at this point, billions or even trillions of people to the generation our characters live in that the human standards gone up exponentially. Thus, it is best thought as Humans having a bit of saiyan in them (think Dragon Ball: Online's set up).

All I keep thinking of when I read the title is 'how long is a piece of string' I personally consider things more like Dragonball Online, where martial arts/ki use become much more popular (except for backwards people like Bao ) so while the 'normal' human would still be about the same as they always were, we have stronger ki users flying about, which most of our characters classify as.
