I believe you just have to post in the big ol' saga thread, simple as that~

I feel real dumb now, as I hadn't seen it no where. ^^;

Haha, no need to feel dumb! This is exactly the sort of stuff we like to see, as you can guarantee that if one person has a question, several others will have had it but never said anything, so by asking stuff like this you help everyone.
Yes, basically there are a couple of 'types' of thread.
Closed threads - the 'default' for people doing training or specifically calling out another member to interact with(eg. your "A start!" thread, or hypothetically "A dangerously large package [Hanzo]" would be me wanting to do a thread with you, lets presume involving the whacky antics of a beach contest where both Hanzo and Bao are wearing budgie smugglers), best to pm/contact the creator and ask permission if you wish to join one of these but haven't been specifically invited.
Open threads - regular threads except where the person is inviting anyone to join, usually they will have a tag like [open]. As long as they are still in progress feel free to join threads like these, they're a good way to interact with people, have some fun, and are not death-enabled(unless specified and agree upon by the participants) meaning no one could kill you without your express permission.
Saga threads - Special threads that are invoked when an event is of particular significance to the site as a whole. They include handsomely enhanced pl gains, and unlike other threads do not require participants permission to get involved in. They are death-enabled, meaning that, should you lose, it is up to your enemy what fate you will face. ((do not be intimidated though! Everyone here is quite reasonable, and we have no expectations of people dying in the current saga)). Ofcourse, it would still be courteous to not go ruining peoples fun (often people set up 'saga duels' for example, generally nice to let them fight for a bit if that's what they wanted).
