It was finally time. Retsu had set up a meeting with Earth's leader, the Mighty Vi-Poi. Apparently he was quite the celebrity on Earth, at least that's what he had gathered. No one just calls themselves the "Premier" without good reason after all. He had set this meeting up under the guise of him being an Envoy sent to earth from Arcose, which wasn't entirely a lie. He was an envoy and he was from Arcose, but he came of his own intent. The Arcosian people needed aid, and he wasn't going to just sit about idly and let them suffer. So there he sat, in a waiting room. Waiting for his chance to speak with Vi-Poi. He frowned, arms crossed as his foot tapped against the ground. To say he was nervous was an understatement. He was a General, but meeting with a planet's leader was always a shaky en devour. Many things could go horribly, horribly wrong. You could say the wrong thing and insult someone, or might accidentally trigger a war. There were so many possibilities it had Retsu's mind spinning at the possibilities. He swallowed hard as he ran through Scenarios in his mind. He knew they wouldn't help, but it would keep him from causing a panic in his mind. He'd wait as long as he needed to. Minutes, hours, days. It didn't matter to Retsu. This meeting may very well seal the fate of the Arcosian people, possibly the SSE as well, but that was to a much lesser extent. He shut his eyes and continued to tap his foot. He was Anxious.

Meeting with Arcosians always put Vi-Poi in a somewhat sheepish mood. They were his oldest allies… sort of. They had never really bothered to help him at any point, but still, it’d been sealed with a handshake, and he hadn’t ever directly helped them, either. He supposed that meant that they were kinda fair-weather friends, which was fine with him. For all their terrible history stretching all the way back to Lord Freeza, the Arcosian Empire had never tried for Earth, had never attacked like the Saiyans had.
He had an idea of what this meeting would be about. Lord Retsu was one of the long line of rulers during this period of dysfunction and strife in the Arcosian Capital Sector. The Capital Sector was the beating heart of the Empire, and with its disarray so went the rest of their civilization. The Solar Saiyan Empire was no longer the lesser peer in their long-managed icy standoff. With the power of the Super Saiyans, Imperial Vegeta was ascendant, overpowering anything the Arcosians might do by themselves. Most Arcosian nobility had already thrown their chips in with Xylo and the Mazoku Dominion. Vi-Poi was the only other game in town for any Arcosian not in love with the Mazoku but still hoping to hedge against SSE designs on the Sector.
Vi-Poi had something that even Xylo didn’t have, not yet. He’d fought the Super Saiyans and won, convincingly. That was probably how the outside observers saw it, anyway. He already knew his reputation was galactic in scope, likely for that very reason. It was true that the Saiyans were wary of him, and the Blue Banner Army was a force to be reckoned with. He could do a lot of damage against any foe. But Vi-Poi’s victory in the Saiyan War hadn’t been his alone. The greatest fighters of Planet Earth had banded together, overcoming differences, and had delivered the defeat.
He would always be stronger on defense than on offense.
Vi-Poi told his secretary to let Retsu in, and reclined in his King’s Chair. He was wearing a faded Karate shirt over golden underarmor, in subconscious anticipation of war-talk, maybe.
“Hey,” He’d greet Retsu upon entry, rising to shake the Arcosian’s hand and offer him a seat. “We Earthlings know about you and your history, Lord Retsu ,” He explained with a small smile, before taking a seat, "What brings you so far from home?”

Once he was told to enter, it was time. Retsu stood slowly, taking a moment to calm himself and steel his nerves. He let out a slow breath before heading into Vi-Poi's office. What he hadn't expected was such a calm greeting. Maybe it was his background as a conqueror, but he hadn't expected such a cordial introduction. He'd take Vi-poi's hand, giving him a firm shake with a nod. "I assume Agent Vroze has told you of me then? Or perhaps Koldar."
He'd take the seat that was offered before letting out a sigh. He locked eyes with Vi-Poi as his question came. He shifted a bit then spoke. "...I wish to ask for you aid. As you no doubt know, Arcose is nothing more than a shade of its former self. The Saiyans attacked us and destroyed not only our capitol but our government as well. The recovery has been shaky and... Less than successful." He shut his eyes. "I've traveled the galaxy. Conquered many a planet, with minimal casualties on both sides. But never have I seen a planet like Earth before. Everyone here is happy, content. They genuinely enjoy their lives. Quite frankly I am in love with Earth and its people. I am envious of them. I want my people to understand and feel the same way. However with all the strife and conflict both in and out of the Empire.... Its impossible. Alone at least."
"That is but one reason I have come to speak with you about... How you obtained this... Utopia." He opened his eyes once more. "Another reason I have come, is to open trade with Earth. You have many a thing that our people could use to make their lives that much better. I honestly don't know what you would want in return, but just ask. I am happy to oblige you how I can. Perhaps you'd like the recipe for Arcosian Ice cream. I know that sounds odd, us having ice cream. But it is a treat nobles enjoy. A treat so cold that it rarely melts."
"And finally..." He frowned, his expression turning sour. "The current Emperor of Arcose is Commander Koldar... From what I gathered from my short conversation from him. He believes you untrustworthy. He believes you are nothing to be concerned with. Not only that but he seems to be preparing for war. Something we cannot win. Should he start a war with anyone... Arcose will die. Its why I set up the alliance with the Namekian Leader, Xylo. I hoped he would be able to defend our planets from the Saiyans. Wyntre told me its more of an Annexation, but as far as I'm concerned, that is better than having no alliance." He shifted ever so slightly. "...I also wanted to... perhaps convince you to put Tariffs and Taxes upon SSE goods, and perhaps limit their activities in your space. I know I have no right to do so. No place to stand and ask you of this. But the Saiyans must learn they can't just go about willy nilly doing whatever they want without consequence. Taxes and such would do so, and no lives would be lost with such a punishment. Its more than a slap on the wrist, but less than a punch to the face."
Retsu finished speaking then looked down the the floor, awaiting Vi-pois response. He couldn't help but be nervous still. He couldn't sense energy, his scouter hadn't scanned Vi-Poi. But he had a prescience about him. It was almost oppressive. Overwhelming.

Vi-Poi knew Koldar. The Arcosian had went absolutely bonkers during their last meeting, and nearly had a heart attack. He was surprised and more than a little troubled to hear that Koldar was now in control of the entire Arcosian Empire, given the old soldier had been so chock-ful-o-nuts. Lord Retsu at least seemed measured and sane, and Vi-Poi remembered Koldar foaming at the mouth over the Saiyans, so he had no reason to disbelieve that Koldar was wanting war.
“Koldar is right about one thing – he can’t rely on me,” Vi-Poi agreed, “because he’s one bio-gem short of a set.” He took some Super Saiyan Mustard Flavor mini pretzels from a drawer and tossed down a handful, the bits crunching loudly as he chewed. “I get what you’re asking is important for your people, but I’m not gonna put my thumb on the scales in any way so long as Saiyans stay out of Arcosian space.” He slid the bag halfway across the table, folding one leg atop the other. “What I will do,” he continued, “is give you the same promise I gave the Saiyan Queen. If they attack Arcosian space a second time, I’ll be there to fight them. Just like I’d fight the Arcosians, if you were to invade Saiyan space. We’ve had peace for hundreds of years based upon the old balance. The revival of the Super Saiyans killed millions of people, cuz that balance was ruined. We can bring the balance back.” He tilted his head back and shook the bag out, chewing on a mouthful. Mumbling around the tangy morsels, he said, “It’ll take work on all sides, though. The Saiyans are gonna have to find out that might doesn’t make right. And Arcosians – most of your nobles are a joke. No offense meant, it's just gotta be said. I’ve never seen a worse system, and I think you’d agree after what happened to your people. Not that we’re much better on Earth, a podunk mayor-slash-schoolteacher or something almost stole the reins out from under me when I tried to restore the elections that my predecessor had eliminated. But we are a little better. The stuff you love about Earth has to do with our freedom. Dreams don’t always come true, but no one here stops you from trying.”

Retsu stayed quiet as Vi-poi spoke. He shut his eyes, taking in each word. He mulled them over in his mind. He opened his eyes when Vi-Poi finished speaking and nodded. "No offense taken. I may be a Lord myself, but I earned that right through dedication... Others have not." He shifted in his chair just a tad as he thought carefully on his next words.
"As for that balance. That peace. That is what I personally strive for. As it stands the Arcosian Empire is..." He bit his lower lip and looked away for a moment. "We are a joke... We aren't a threat to anyone, yet the universe seems to keep beating upon us. The most dangerous of us is Koldar, with his delusions of war, or Wyntre and her Obsession with strength. Not to mention her rather high opinion of herself. Things like that will cause damage to the empire that is irreparable, and will ultimately destroy us."
"My ultimate goal for the Empire, even when I was Emperor, was ensure some sort of security and safety. I had done that by allying myself with the Namekian Xylo. He promised protection from the saiyans, and while I don't know if he has held up to his word, I have hope. I've never met a namekian who wasn't true to his word, and I could tell when I fought him for the right to be his ally, that he was a man of his word."
He sat back, letting his hands rest on the arm rests of the chair. "I'm tired of fighting. Tired of wishing for revenge upon the saiyans. There is no point to it all, as it would never happen. It is why I suggest putting Taxes and Tarifs upon their empire's exports and the like. Its a punishment they will no doubt understand, and no one has to die." He shut his eyes. "I'm glad that you and I see eye to eye, to some extent. War only ever leads to pain. To suffering... To Consequences we often cannot see until years later. The saiyans destroyed Arcose. And as I've come to understand someone from your planet destroyed Namek. Yet now both are restored some how. I don't care how. I don't want to know how. All that matters is that they are back, and whoever did so has my undying gratitude. That doesn't excuse the actions entirely. One can never be rid of such sins entirely. However, that doesn't mean we can't look past them."
"I'm not Emperor any longer. As much as I wish I was, the fact of the matter remains. The current leadership and those that pine for the throne on arcose are less than applicable in this instance. Wyntre is a better soldier than a leader, same goes for Koldar. I'm against violence against my own people, but its beginning to look like that is the only thing people listen to these days. Words don't seem to hold the same power they used to."
He crossed his arms not, staring at Vi-Poi. "I didn't come here to bore you with politics of another planet. I came to ask for your help. For Open Trade between our species, and a few ideas to help increase relation between all the races in the galaxy in a peaceful way." He sat forward a tad, his tone getting a little more excited than it had been. "One of which is Perhaps having a few of your earth shops open on other planets. I personally was hoping we might be able to get a McBao's over on Arcose. Earth food, for whatever reason, is far tastier than most food from around the known universe." He nodded. "I was also thinking, why not make an Interplanetary Sports tournament. Have each race have their own team and the like and play one of your earth sports. I hear the one called Baseball is quite popular. Using such a thing we could not only increase the camaraderie between species, but increase relations over all between the powers of the universe."
"Its small, and simple. But I believe it would help better the peace between worlds that much more."

“I met Xylo,” Vi-Poi said, leaving out their fight. “If you’re tired of war, I bet he’s going to disappoint you.”
He liked where Retsu was going, though. There was stuff besides fighting that could draw the feuding cultures closer together. Maybe the Saiyan’s competitive spirit could be pulled into something less than lethal.
Vi-Poi blew out his cheeks, thinking. “Something like that might work,” He agreed. "Arcosian ice cream is in high demand over here. And McBao's has the best fries in the Universe." He reached over, taking his Bomber’s cap off of an antique globe of the world before sliding it over his mop of blue hair before leaning his head back into his hands. “We Earthlings take Baseball seriously.” He said with a keen eye, the bill shadowing his pale face. His words carried a slightly ominous tone. “We have the best teams around. The Galactic League is nothing next to our World League. Bebi Ruuth. Smance McQuance. Jorg Splrog Galore. All of the greatest Baseball players have been Earthlings. We could train both the Saiyans and the Arcosians to compete in Baseball, and you both could educate us in other sports. Our next step is going to be reaching out to the Saiyans.”

"Oh?" He asked. "Why is that? I know he's more of a warrior than most Namekians I've met. Does he plan for war? I do apologize. I've not been in the loop for a while."
He offered a smile to Vi-poi as he mention the ice cream and McBaos. "Truth by told I could go for some McBao's right about now." He chuckled, half joking. He watched as Vi took hold of his cap, and listened to his words before smiling and shaking his head. "I have no doubt about that. It is a sport you invented, why wouldn't you be good at it? However, I'm sure if we spread such sports about we might make a difference. Perhaps something other than an earthling will take the title, given enough time." He sat back thinking to himself. "I'm afraid we Arcosian's don't have many sports. At best the closest thing is probably our war games. Something we do during our training in the military. It is about as violent as you'd expect it to be."
He shifted in his chair just a tad, tapping his scouter lightly, going through a few files on his scouter. "I personally would love to speak with the person in charge of the saiyans. I have quite a few words I'd like to speak to them. However for the greater good I'll keep my criticisms and... Distaste to myself." He frowned as he continued his file search. "Such must be done for peace among worlds. Otherwise we are no better than common animals." He lowered his hand after failing to find what he was looking for. "However..." He sat up. "Koldar, Wyntre, and whomever else is pining for the throne wont. They want absolute war. They want revenge upon the saiyans. While I personally wouldn't mind revenge, I'm alright going about it through non-violent means. There was a point where I would have gladly destroyed their planet as vengance. However I understand the utter futility of that. With both Namek and Arcose having been restored previously, there is no doubt in my mind that Vegeta would be restored as well. Not only that but it would be considered quite the "dick Move" as I've heard here before."
He smiled. "This is why I've suggested the Taxes and Terifs to you. You can punish the Saiyans in a way I cannot. Give them a hefty taxation on their goods and the like. They will make less money, and times will no doubt become a bit harder for them. No one dies, but the punishment is there. You could have it stay as you see fit, or should they change their act in a few years you could remove it."
