Vi-Poi was wearing his old suit and tie, and sitting at his desk in the presidential office of King’s Castle. A marble bust of Bao loomed over one shoulder, and a globe of the Earth was within arm’s reach. He sat in front of a hovering camera, and waited for the indicator light to beam on.
When it did, and the broadcast crackled out to the infinite multitude of stars, Vi-Poi began to speak. He spoke without preamble or introductions. If the galaxy didn’t know who he was by now, they would soon.
He fixed his blue eyes on the lens, fingers bridging together on his desk to still their nervous jangling. Not every part of his fusion with the ghost was positive. He was getting butterflies.

“As many of you now know, the galaxy is in turmoil. Namek has fallen to a new empire, one that has the same dark aspirations as all new empires. Planet Vegeta has a new queen, who is intent on expanding the boundaries of Saiyan space. When either side fails, as one side must, new avenues for these ambitions will open roads of conquest to Earth. But those roads will be closed. This morning, I ordered all of our forces on alert. As I speak, squadrons from around the world are lifting into high orbit. Our Volunteer Corps has been reactivated for the first time since the Saiyan War. Veterans of that invasion are climbing back into their Battle Jackets, and shrugging back on the weapons of war.”
He let this hang in the airwaves for a bit, before continuing.
“This preemptive movement is a warning to the wider galaxy, to the powers that struggle for dominance. Earth will not tolerate complete galactic hegemony of any stripe. A galaxy where Earth is an island surrounded by a sea of sameness is a galaxy that Earth will not survive. Therefore, we demand that peace be found quickly, and offer our full assistance to all parties involved in achieving that peace. If peace cannot be found through diplomatic means, and if the galaxy finds itself being swallowed up by a single bloodthirsty power, the galaxy will be saved, and that power will be broken. We will not recognize the legitimacy of any galactic occupation, and we will not be silent in the face of aggression and avarice.”
“We’re prepared to launch the first interstellar liberation campaign in Earth’s history. But the Blue Banner Army cannot do this alone. When the time comes -- as it surely will, if this new war continues -- I ask for the help of my fellow Earthlings. Every person who can charge a ball of chi, or fire an energy wave, this is your fight just as much as mine. This small blue world which has harbored you against the greater darkness once again finds itself facing a perilous threat. In response, the great strength of our small blue world is about to be felt by the rest of the Universe. We will make a peace in all the cosmos. A peace forged not through tyranny or empire. But through liberty.”
