Hey guys, I just want to clear up something that keeps popping up here and there. There is no such thing as "non-tech damage", normal punch or kick damage, etc. PL does not equal HP.
There is such a thing as honoring the damage done by someone's non-tech attacks, but it's strictly non-numerical, meaning, you can't attach a figure to it and use it to deny a tech, and is governed generally by our 65/80 rule.
The only numerical rules governing combat damage are described in the Mechanics section.
A good rule of thumb to keep in mind while honoring the 65/80 rule is, if someone's tech attack is >= 21.45% or about 1/5th of your PL (.33 x .65 -- an N1 within 65% of competitiveness, for example) don't no-tech no-sell it.
Generally speaking, no-selling is a bad idea, unless you are massively stronger.
