After the events of the world tournament, anti-alien sentiment was on the rise, due to the rampaging of Oozaru and the mass casualties they caused. The strange destruction of Jingle Village at the hands of the extraterrestrial bio-android Koramund exacerbated this general attitude.
Unknown to many, Scargot of the Namekian Dragon Clan, the Guardian of Earth, created the Dragon Balls and dispersed them across the planet.

At this time, an android named Vi-Poi formed the Blue Banner Army, seeking to replace Earth’s military with a fighting force capable of defeating ki-users. The android launched an attack on the military in the bloody Battle of the West, where Earth’s military was defeated by Blue Banner at West Capitol, and Athren – the first Super Saiyan in a thousand years – was killed by the Blue Banner mercenary Reikiko during an immense battle in the skies that involved several ki-sensitive fighters. The Z-Fighters fled during the battle, and political control of Earth by Blue Banner was assured. Their influence was solidified with an alliance to Empress Wyntre's Arcosian Empire, a recently reformed successor to the World Trade Organisation.
The Earth has remained relatively peaceful, though West Capitol has seen infighting related to a new and deadly cult known as Red Eclipse.
Imperial Bout
Meanwhile, on Planet Vegeta, a high-stakes contest for the throne was brewing. The low-class warrior Vennel shocked the Saiyan Solar Empire by seizing the imperial throne from the ministers who guarded it. The infamous Lady Death, Zucceta, returned to Vegeta and commenced in ritual combat for the throne against the new queen. Both Vennel and Zucceta ascended to the legendary Super Saiyan states during their great struggle, and though Zucceta edged out a hard-fought victory in the end, both were seen as legends among many of the spectators.
