You're kind of describing how the burst system works. For instance, you can activate it for a few rounds at x2 and come out after dishing out multiple rounds of additional damage, with a bit of damage yourself, or you can expend all of your energies in one or two much sharper bursts. The cost is all up front as an after-use PL malus, so like Kaioken in the lore overusing it can kill you. Well how I really see it is that earlier stages like x2 would last a large amount of time as if it was a transformation, like 10 posts, whereas later stages like x20 would just be one. That way Kaioken caters to different situations and to different people and has high-risk high reward with the way the technique is calculated (x3 trans + x1 on kaioken = a x4 trans for 10 moves, x3 trans + x20 kaioken = a 23x trans/burst for one move) I'm not sure if that's how the Burst system would come out but it's really more of a hybrid between a transformation and burst. EDIT: the quick suggestion was that no matter what form of Kaioken is used a harsh penalty would come to the user, earlier stages delay this penalty whereas later stages get the penalty immediately but the large increase in battle could easily mean a win and change the tides of a saga or even a DE. A high-risk high reward sort of deal.

But kaioken has NEVER been used like a standard transformation in the canon. Goku almost died using it in his fight with Vegeta. It's always been a burst of extra power, pushing back your limits for JUST long enough to get in that critical attack.

A lot of people express the opinion that they prefer Kaioken to be a transformation and enjoy playing it that way. Most RP's I've seen have done it that way. Why not cater to the canon but also the player's that like Kaioken as a transformation? I'm certainly not speaking for this community as a whole and in the end I really don't care about the way Kaioken ends up at all. All I'm trying to do is open up other alternatives and forms of discussion in regards to implementing something like Kaioken as it's equally as game ruining as implementing Dragon Balls if done incorrectly. The canon is cool and all but this is an RP that is 90% likely nothing close to the future of the world/canon Toriyama laid out and that's a harsh truth that needs to be accepted when even joining an RP. I don't mind sacrificing a little piece of the canon if it means making a technique more interesting or adding a unique layer of balance to it. I'd honestly prefer a Burst system but player enjoyment needs to be considered at all times. The mindset of everything has to be as close to the canon as possible can be crippling if you don't let things sit a little loose. Even then the factor of Kaioken being extremely dangerous to use, the one big part of Kaioken that has to remain canon, is still there.
All of this being said and getting back to the main point no matter how Kaioken turns out or gets voted in there still needs to be a heavy downside to even x2 Kaioken use. Kaioken shouldn't be a technique that everyone immediately uses in battle or throws around like SSJ in the Buu Saga it should be a last resort or a strategic heavy hitter.

I think that the burst system works best as (beware this is pretty much a repeat of the rest of the pro-burst systems peeps) all the examples we see of it in the series are pretty much bursts. For example Kamehameha vs Galick Gun when it is used to win the beam battle and not lasting till after that.
Also, for game-y reasons, it won't be auto-win and won't be easy to abuse. A one-use (pretty much at the higher tiers) attack is a lot better with the mechanics (as I understand them). It will almost always allow you to win the beam struggle or brawl or whatever you use it for, which I think is useful enough. It also isn't a transformation in the show so shouldn't be here either.
