The Second Idea is supposed to be common sense honestly.
People often seem to forget the fact that the PL of a technique > speed. Anything that moves at roughly your level is gonna be difficult to dodge, even with an after-image/rapid movement (at least I think?)
If a technique can be used passively it should ALWAYS have a cool-down. At least that's how Rei her techniques work.
And if for some reason people are spamming such techniques you should report them to the moderators.

I have an idea. All characters have a 'pool' of energy stored up. Say, six charges (each worth a single post's worth of technique-charging). You CAN exhaust these all in rapid succession, but to replenish the energy pool, you must spend a post without using any techniques, to allow your energy to recharge. Each turn spent using just standard attacks is a single charge of energy restored. If your character manages to escape from battle and properly rest, they can restore two per post, but obviously their opponent is unlikely to simply let them escape. Prevents tech spam, pretty straightforward IMO, doesn't over-complicate things too much. I used a similar system to this on a site I used to run about three to four years ago. It worked extremely well and it was something I kind of just came up with and everyone seemed to like it. It definitely enforces a little more strategy in fights and less spamming than usual. The only negative was that I'd lose the occasional potential member due to the fact that fights weren't solely down to PL but that's bound to happen anyway if alternatives or mechanics are being looked into in order to counter-act any technique spamming. tldr; Hyoza has the right idea.
