This is very powerful. I'm open to discourse as to if the multipliers/minimum PL for Ultimate can be changed mechanically for this situation.
History:
Everything was the same. Everything was normal. In fact, things might have gone just as they had here, if not for want of a nail.
Princess Wyntre Cold was not raised and taught remotely. Rather, she was raised as the favorite child of her father and the previous Emperor, Vetur. She received his lessons on what was required to keep the Arcosian Empire alive and, while still only a child, become renowned for her ruthlessness. Recognizing that her brothers, Frigid and Gelid, were planning on removing her, she had them both removed from politics with a very persuasive murder or two.
Emperor Vetur was worried about his newest project, though. She excelled at everything she tried, had the power to get her way and, as Vetur realized, him continuing to live was the only thing that was getting in the way of her goal of becoming the Empress of Arcose. Fearing for his safety yet unable to order the death of his daughter, he unofficially exiled her to Earth with the facade of having her be the primary Arcose-Earth ambassador. It was here that she encountered many beings and trained vehemently so that she might kill her father and all who opposed her. She met and killed a stupid Saiyan warrior here, whom Wyntre skinned and turned into a coat more mostly to insult his memory. She met Zexama eventually, a perky little Majin girl who decided to follow Wyntre around. Although annoyed at first, she decided to have her stick around.
Eventually, however, older and far more powerful, Wyntre returned with some of her newly-found entourage. She had the powerful warrior Kiwano murder Vetur and dressed it up as an accident. She proclaimed herself the Empress of the Arcosian Empire and set her sights on Vegeta...
They were entirely unwilling to cooperate. I mean, sure, handing over any and all sovereignty by making Vegeta a mere vassal was a lot to ask, but Wyntre knew that it was the right thing to do. She knew that she was right and that a galaxy under anyone's rule except for own was doomed for anarchy.
If the Saiyans were too stupid to submit, she decided, she'd just have to make them.
And so she did. It was swift and, as she would call it, just. The Sacking of Vegeta. All she needed to do was kill their golden queen and show its people her severed head for them to follow (and then subsequently feed her body/head to Zexama). She made Vennel her vassal Queen and had her sign away the entirety of the Solar Saiyan Imperial territory (sans Vegeta itself) and had her vast military crush any resistance.
The Saiyans followed her willingly as they did not care who they followed, as long as they had something to fight. Wyntre supplied that in the form of Saiyan resurgents and a rising power based on Namek. Soon, however, her attention turned to Earth...
Due to Wyntre's aforementioned work as the Arcose-Earth Ambassador, relations were very positive. They loved her. They were controlled by the Blue Banner Army and were led by Administrator Azure. But, even though Wyntre thought that the Administrator was a very agreeable fellow, she saw an opportunity. One day, when they were playing chess together during a diplomatic mission, Wyntre successfully planted a program on him. The program altered the Administrator's priorities to be more in line with what the Empress wanted out of him and altered his shade to purple.
However, after Wyntre ordered her new robotic vassal to stop suppressing his Power Level, she was surprised by his sheer Power Level. She was shocked but then offended. How dare he make her look so weak, she thought. However, he was too useful to just destroy. So, instead of lowering him below her by killing him, she was filled with the desire to be far stronger than any of her subjects so that, if Vi ever became free of his new programming, she could defeat him as well as potentially any of the other strong Earthlings he could rally against her. She placed Koldar Frost on the planet to keep an eye on things.
It seemed that, finally, the universe was subdued and that chaos would die out.

There was something more, though. There always was. Not only did she feel as if there was a new transformation just out of reach, but she felt that the universe did not fully give in to her order.
The resistance soon reared its ugly read. It was led by the combined forces of Reikiko and Xylo who had been forced together to even stand a chance against the Arcosian Empire's might. The rebellion, based on Namek, was a composite of the 'artificial goddess'es 'Chimeric Empire' and Xylo's 'Mazoku Dominion', both of which were previously crushed. However, regardless of how many Saiyan cannon-fodder she threw at the problem, it didn't go away. No... this required a more personal touch.
Long story short, she attained her new power and used it to blow up Namek, killing everyone on it except herself. And the Galaxy rejoiced.
Years passed after that. Without anyone else to surpass, her training stagnated. However, with the advent of the Multiversal Tournament, she'd make sure to touch up on her skills...
... Especially if it meant that her Empire could be spread even further.

Power Beam: Mainly just an over-glorified ki beam. The main difference being that it is highly compact and packs the punch of a ki blast into a beam barely large enough to see.
>Death Beam [UP2]: The favored attack of Wyntre. While normally a pinkish red, Wyntre's is actually completely red, and is in the form on a finger-beam. Can be shot from any finger/toe/tongue/tail tail/mouth available.
>>Full-Power Death Beam [MP3]: The Full Power Death Beam is a more powerful version of the Death Beam that uses more efficient and power ways to form and send this beam to make it over all better. To use this technique, very much like Death Beam, you point with one finger as a larger and more powerful Death Beam comes out. This is red in color. Can be shot from any finger/toe/tongue/tail tail/mouth available.
Themis Wave [N1]: By channeling purple ki into her hands at her sides and after an optional verbal description ("Themis Wave!"), Wyntre would move her hands together as the two balls of ki react with each other and are propelled at a foe with a thick radius.
>Super Themis Wave [UP2]: More powerful than the Themis Wave, it also has a thicker beam radius and the balls of ki are now indigo (left) and violet (right).
>>Themis Cannon [MP3]: Not only does the result have a gargantuan radius, but another change involves the two ki balls being white (left) and black (right).
[N1–MP3] Ki Saucer: A Ki attack in which the wielder creates a saucer of red ki above them of concentrated ki. This can then be thrown, dealing 33%/66%/100% of the wielder's Power Level to whoever it hits upon hitting them (and not a moment before or after).
[UV3] Utsushi Tsuiseki Kienzan: It is an offshoot of the Ki Saucer technique and deals 66% of Wyntre's Power Level in damage when hit. She has managed to make it Piercing, allowing it to ignore half of a barrier's Power Level.
[UV3] Death Saucer: A return to the death-related technique names. This technique does 66% of its users Power Level and is Homing, meaning that it'll follow its target even if it dodges. A warning, though: Wyntre can steer this thing pretty well.
[MP3] Double Ki Saucer: The same as the 100% Ki Saucer, except its power level is split between two saucers instead of one.
Support
[SU]Bukujutsu/Flight: While Wyntre much prefers to use her hoverchair, she is fully capable of flight.
Ki Suppression [SU1]: This technique allows the user to suppress their ki.
>Advanced Suppression [SU2]: Do you have some students you want to train, but your power massively dwarfs them? Well now you can fight on an even playing field! This technique will change your PL output, so you may as well be at a lower PL altogether, even if you're more powerful. Can be changed at a moments notice. Can't go higher than your normal power. Scouters show their true strength. Any damaging blows will immediately bring you back to full power, 'damaging' being defined as more than your true full power.
Psychic Barrier
[SU1]: Wyntre forms a purple energy shield around her that can defend against a third of her PL. Because this technique is based on psychic ability, it will defend against mental attacks, such as mind reading or psychic assault. Can not be used when not calm.

[SU2]: A more powerful version of the Psychic barrier, defends against two thirds. Now a darker shade of purple.

[SU3]: The final evolution of the Psychic Barrier Line. Defends with 100% of Wyntre's PL. It's color is whatever Wyntre chooses it to be, as it is psychic, which is normally purple.
[UV3] Reflecting Psychic Barrier: This variant of the psychic barrier technique defends against attacks with 66% of its creator's PL. However, it is also Damaging, meaning that the power of the shield minus the power of attacks sent to it is sent back to the sender of the attack. Standard shield rules apply.
[UV3] Sustained Psychic Barrier: This variant of the psychic barrier technique defends against attacks with 66% of its creator's PL. However, it is also Sustained, meaning that it will stay around for three posts or until it is overpowered.
[SU1] Intangibility Technique: Scientific knowledge concerning ignoring the laws of physics and a massive power allows Wyntre to vibrate so much that she will become intangible and attacks will simply pass through her like nothing happened. Of course, powerful attacks will still hit to the full extent, just like they do with the below two techs. Able to 'dodge' attacks up to 100% of PL.
>[SU2] Advanced Intangibility Technique: Scientific knowledge concerning ignoring the laws of physics and a massive power allows Wyntre to vibrate so much that she will become intangible and attacks will simply pass through her like nothing happened. Able to 'dodge' attacks up to 200% of PL.
>>[SU3] Ultimate Intangibility: Scientific knowledge concerning ignoring the laws of physics and a massive power allows Wyntre to vibrate so much that she will become intangible and attacks will simply pass through her like nothing happened. Able to 'dodge' attacks up to 300% of PL.

Instead of fighting physically like most martial art practitioners Wyntre has deemed herself superior enough to no longer stain her hands with such brutish actions. Besides, she IS an Empress. Instead Wyntre is able to land physical blows through her will magic alone, albeit the range is still limited to her physical reach. A mental technique, this is. It does not use up any ki, but instead uses psychic magic. It can simulate hands, feet, and her tail.
[UT1] Telepathy: Wyntre can mentally talk to either everyone in the vicinity, or a more selective chat with only those she pleases to. She can communicate with you if you've met before, but only if they are on the same planet. It is more difficult to listen if you either don't want to or are suppressing your ki. When communicating, you can talk to or listen to Wyntre.
>[UT2] Telepathy: The limits on the range of your telepathy are significantly lessened allowing you to communicate with anyone you are familiar with on the same plane of existence as yourself (Living World, Otherworld, Demon Realm(?)) This technique uses 0 KP in a KP Battle
[SU1] Afterimage: Through a sudden burst of speed you leave behind a static image of yourself to distract your opponent, this technique allows you to completely dodge techniques beneath 100% of your PL. This technique uses 1 KP in KP Battles and cannot be charged.
>[SU2] Afterimage: Through a sudden burst of speed you leave behind a image of yourself to distract your opponent this image can preform a basic set of chosen movements when created to make the distraction more believable, this technique allows you to completely dodge techniques beneath 200% of your PL . >>[SU3] Afterimage: Through a sudden burst of speed you leave behind a controlled image of yourself to distract your opponent, you have complete control over it and the image is capable of preforming any feats you yourself are capable of, it cannot however actually harm an opponent, this technique allows you to completely dodge techniques beneath 300% of your PL. This technique uses 3 KP in KP Battles and cannot be charged.
[UT1] Multi-Form: Through this technique, you can create a copy of yourself dividing your power evenly between yourself and the copy
