The royal palace of Vegeta hadn't seemed to have changed since Cipher was last here. And why would it? With the exception of a new queen coming into power, nothing had changed that much. At least, that's what Cipher thought when he first came to Vegeta. Then he received a broadcast sent out by the BBA. One that chilled Cipher to the bone and brought him to the palace today. And here I thought I wasn't going to play diplomat today...He touched down before the large gates to the palace.despite his desire to speak with the queen, there was no sense in bursting in. That would cause problems and hamper his own goals. The guards out front noticed him immediately, knowing he wasn't from around here. One of the guards stepped forward, only to be stopped immediately by the second. Evidently he recognized the android from the last couple of times he was here, and knew better than to forcefully try to remove him. "What's your business here?" the guard said gruffly, already knowing what the android was going to say. After all, there was only one reason the android would come here. Cipher's expression was flat, but his eyes gave away the anxiety he felt. "I need to speak with Queen Habana, immediately."Queen Habana

The guard looked the strange man over briefly clearly not entirely sure why he should care that he wanted to see the Queen, tapping his scouter however the guard realized that perhaps it would be a good idea to not just entirely try to dismiss the wants of the stranger considering he held power roughly comparable to the Commander. If this guy wanted to he could easily force his way into the castle. “Uh, gimmy a sec I need to contact someone” The guard says with a nod tapping his scouter a few times to send a message off to two people, Gin the young saiyan that more or less maintained the Queen’s schedule and Jala the Queen’s primary guard. While Gin would be able to give the Queen the heads up that someone sought a meeting with her, and Jala because the Guard was not particularly interested in being the one to make those ultra powerful warrior wait for too long. ANd if it turned out he was a warrior of the Mazoku then it would be good to have Jala around to break him in half as the running rumors were that she had pushed herself enough to approach the Queen and Commander’s levels of power.
Elsewhere the Queen’s young secretary received a notice on his datapad, a message from one of the palace guards about a high powered stranger looking for a meeting with Habana. Gin instantly tensed in memory of the last time this had happened, when the former Queen Vennel had arrived to see Habana. However the report indicated that this person was thankfully quite a bit less pushy. Pulling up the guard’s scouter info Gin got a look at the stranger and raised an eyebrow. The stranger was far less ‘stranger’ than expected, while Gin could not quickly place who he was he knew he’d seen that face before. Pulling a still image of the stranger Gin put it through his datapad looking for a match on any of the scouter recordings he had available. Interestingly it was from the Queen’s own scouter that a match was pulled, he had been on Namek during the rise of Xylo and unfortunately had taken off to warn Earth of Xylo just before Walker had made his attack. “Huh… Well he’s an Earther so I Habana will probably want to see him, looks like Jala’s on her way there to meet up” Gin said with a hum sending a brief text message to update Jala on the situation and that it was unlikely the fighter was here with ill intent even considering Earths recent… less than peaceful message to the universe. Now he just needed to let Habana know and shift around a bit of her early schedule.
Back with Cipher and the Guard it would only be a few minutes before Jala would make her arrival, armed with the knowledge that the man was not a likely enemy she felt it best to arrive with her power leveled out a bit below her base. “I apologize for the wait, you wish to see the Queen correct? I have been informed that she is already familiar with you though unfortunately I am not so I don’t know your name, I am Captain Jala one of the Queen’s personal guards. It will be a few moments before the Queen can see you so if you would prefer to wait inside the palace follow me” Jala said with a mostly neutral expression and tone. Assuming Cipher was interested in waiting somewhere other than the front doors of the palace Jala would briefly lead him deeper into the large building into a waiting room. “Gin has given me a heads up that Habana will meet with you, she’s just wrapping up a few things.” Jala said having just gotten another message from Gin.

Cipher gave a small nod as the guard spoke about calling someone. Cipher knew he shouldn't just barge in on the queen, even if Cipher felt what he had to say was urgent. He feared that Vipoi's broadcast was going to put some strain on the relations they currently had with Vegeta, and Cipher was NOT going to let the peace between the two worlds crumble over something that had nothing to do with them. He crossed his four arms, waiting patiently without complaint. The immediate response wasn't to simply tell him to go away, so that was something. It wouldn't be long before someone arrived. For a brief moment, Cipher had almost thought the saiyan that arrived with Zucceta. A second later though he realized that wasn't the case, but someone that looked similar. From what he could sense, her power was rather low, or at the least kept low for formality's sake. Cipher unconsciously suppressed his own power in turn. After all, he wasn't here to pick a fight and in his worry had forgotten to suppress his energy. The Saiyan introduced herself as Jala, captain of Habana's bodyguards. Though why someone as strong as Habana would need bodyguards was an interesting question, Cipher wasn't one to ask. She explained that Habana was busy, and would be able to speak with him shortly. Cipher could understand that. After all, she was the ruler of an intergalactic empire. And this time Cipher wasn't getting the same feeling of disdain that he had recieved the last couple of times he was here. "A pleasure to make your acquaintance Captain Jala," Cipher replied, giving the captain a polite bow, "I am Cipher 24, KAOS operative of the Blue Banner Army." It was only polite to introduce himself. With Jala's offer for him to wait inside, the pale android nodded and began to follow the Saiyan captain into the palace. Once in the waiting room, he nodded to Jala's words. "Thank you for this. I know this is a bit unannounced, but I felt I had to do something about the current situation." He wasn't sure if Jala was aware of Vipoi's broadcast as of yet. He had brought a recording of it just in case. He moved over to one of the chairs in the waiting room and took a seat, his mind already working out what to say and any possible solutions to this upcoming problem. Queen Habana

Jala raised an eyebrow as Cipher gave his name and indicated that he was apart of the Blue Banner Army, the Earth’s acting millitary force created by and presumably still run by the Premier. That one of it’s KAOS operatives, the actual powerhouses of the BBA was here so soon after the Premier’s message to the universe was curious but not enough to prompt Jala to act against the android quite yet, Jala had come relaxed primarily because the Android showed no signs of hostility, so long as it remained that way there was no need to become hostile herself. Thankfully there would be little time for awkward silence as a few minutes after Cipher introducd himself and took his seat the doors to the waiting area would slide open and in walked Habana, she grinned at Jala briefly before turning her attention on to Cipher taking a moment to look him over before recognition hit her. Gin had given her a basic idea of who she was meeting with but as he had not had the time to actually review the log he ahd gotten Cipher’s picture from she had been unaware who exactly she was meeting with. “Oh hey, you’re the Android from Namek. You took off to help the others right as I… arrived” Habana said faltering slightly as she sought the best word to describe being magically transported to Namek by a giant wish dragon. “What’s brought you here?” Habana asked remaining mostly casual with the Android, presenting an aura of power and command was really quite exhausting and the fact that the Android was an even vaguely familiar face was enough excuse for her to drop the authoritarian mask.

It wasn't long before Habana entered the room, sparing Cipher and Jala any long and awkward pauses. It seemed to take the Saiyan queen a bit to recognize him, and even then recognize him from Namek. Had she forgotten their first meeting, shortly are the failed invasion of Earth? He wasn't going to bring it up though. There were more important things at stake. He smiled and gave Habana a formal bow. "It's good to see you're well," he said, before his smile slowly faded, "Though I honestly hoped our next meeting would have been under more favorable conditions." He reached into his pocket, pulling out a small device. "I'm unsure if you have heard this already." He pressed a button and between them a holographic projection of a broadcast began, featuring a familiar blue haired android. “As many of you now know, the galaxy is in turmoil. Namek has fallen to a new empire, one that has the same dark aspirations as all new empires. Planet Vegeta has a new queen, who is intent on expanding the boundaries of Saiyan space. When either side fails, as one side must, new avenues for these ambitions will open roads of conquest to Earth...”He let the broadcast continue until it either ended, or Habana gave him any indication to turn it off. As the hologram blinked out of existence, Cipher's expression clearly showed the android's displeasure. "I had only just arrive on Vegeta when I picked it up. As you can guess, I'm not happy with this declaration."Cipher held his hands behind his back, beginning to pace back and forth. "We've only just now managed to form some semblance of peace between our worlds, and now this. A preemptive declaration of war all on the account of paranoia." It was clear by his tone how he felt abut all this. It wasn't long ago that the fear of another conflict with the Saiyans hung over the Earth. And that fear was roaring back. "And this war with the Mazoku Dominion only complicates matters." After all, it wasn't like they could simply ask both sides to stop fighting. Xylo was determined to wipe out the SSE, and with the MD annexing the Arcosian Empire, the galaxy was being divided down the middle. And whoever won was going to take everything. "That's why I'm here,"Cipher spoke, turning his attention back onto Habana, "I'm hoping we can find some way to resolve this issue, without dragging both our worlds into another conflict." He only hoped Habana felt the same way. Queen Habana

“No need for the bowing, dunno how Poi does thing’s but I don’t really mind a bit of informality with people I’m friendly with” Habana said with a shrug after Cipher’s bow, sure she didn’t quite know him that well but she’d take almost any excuse to smooth over formality into a friendly conversation if she thought the person was at all worth doing so with. Then he played an excerpt of the Premier's broadcast and it became a lot more clear why he was here, further his explanation confirmed it for her. He was worried that this was going to break the truce between Earth and the Empire and he wanted to resolve it. How he intended to do so was curious to Habana though. “Yeah I’d heard it. I was hoping that his ready acceptance of a truce between Earth and the Empire so that the Mazoku could be dealt with meant he’d not take quite as much issue with how the Mazoku actually ended up getting dealt with but I guess I was wrong” Habana said with a shrug seemingly decidedly unconcerned with the Premier essentially declaring war on everyone who wasn’t Earth. “I do sort of wish he’d given me a call if he had some sort of issue with how I’m handling things. The Arcosian worlds would have just fallen into Xylo’s grasp and given him a much larger fighting force to use, taking them was just my way of cutting him off from easy recruitment sources. And even beyond that as far as the Empire is concerned those worlds already belonged to us, I didn’t quite like how Zucceta took down the Arcosian’s before but she won that war, if she’d had a clearer mind and brought them into the Empire then it wouldn't have been an issue.” “But ultimately it doesn't matter much that Poi is readying himself for battle. I don't have any plans to attack Earth and even after that message, I don't really think he want to drag Earth into a war, especially not a three sided one. I actually DO think I have a simple way to ‘fix’ things even if I don’t believe there is any real issue right now. Something that could fix the tensions between Earth and the Empire forever.” Habana said pausing briefly to let her words sink in, Cipher had claimed he was heading to Earth to rally its forces and with his power it made Habana feel it was reasonably likely he had some ties to Poi, most of the Empire’s greatest warriors were at least aware of each other at a basic level and more often were close enough to easily call upon one another. She presumed Earth had some similar sort of connectivity between its great warriors. She even had some evidence to back up the assumption, Maeve and Poi were clearly well aware of one another, Bing was QUITE and connected with Maeve and from what she remembered of the Invasion he was friendly with Poi as well. Habana blinked a few times as the connections related to the invasion flashed through her mind. Cipher had been there. Now she felt a bit foolish not remembering that earlier, but it did serve to confirm that Cipher was likely familiar with Poi as he had been apart of the defenses of Earth. “Earth should join the Empire” Habana said as if it were the most simple and logical thing in the world.
Hah i actually DID forget we’d they had met.

Cipher relaxed, or at least tried to, when Habana told him to. At least they were on friendly enough terms that there was no need for excessive formality, even if Cipher was used to giving it. He couldn't help but agree with her on how Vipoi was taking this. They had spoken in the past, surely Vipoi could have discussed this with the queen before simply throwing out this declaration. If anything, it just made diplomacy even harder for them now. And then Habana suggested something that just made Cipher stare at her. She suggested Earth simply join them empire. His expression wasn't one of shock or surprise. More like a flat "Really...?". Cipher sighed, his mind trying to think of a way to respond to that. "While that would simplify matters greatly, you an I both know Vipoi, or any of the other powerful fighters on Earth, wouldn't allow it. Hell, Vipoi would probably reduce me to scrap just for suggesting it." Cipher wasn't fond of the idea of subjugating Earth either, but suggesting the notion to Vipoi would basically be an outright declaration of war. "I know you don't intend to attack Earth. You're an intelligent, level headed woman and one I respect. It's not your intentions I'm worried about, but Vipoi's. I fear that he may launch a preemptive strike against the SSE in order to 'liberate'the arcosian worlds." He moved to a chair and slumped down, sighing tiredly as he rested a head on his hand in thought. "And I know I can't simply ask you to give them up, especially since they threw their lot in with Xylo, and they would do the same to you if they took any of your worlds." He wished he had time to think this all out. He wish Vipoi had discussed the issue with the rest of KAOS before springing this on the galaxy. But then an idea struck him. "Or...maybe there is..." he murmured, quickly rising to his feet. "Habana, your relationship to Namek before Xylo took control. It wasn't directly a part of the empire, but still had political ties to it, correct?" The idea is forming in his mind. "Maybe something of the sort could be done with the Arcosian territories after the war. Not official members of the empire, allowing them their own autonomy, but with the Empire getting something from them. Perhaps resources or something of the sort. After all, the Arcosians aren't exactly in a position for reprisal, and you still get the bragging rights of having beaten them in a war, even with major assistance." It wasn't giving up a prize, but not total domination either. After all, Vipoi's fears seemed to have stemmed by the growing territory of the SSE. If Cipher could find a way for the SSE to extend their influence without conquest, maybe he could convince Vipoi to stand down. But he didn't wish to insult the saiyans either. Queen Habana

Habana smirked a bit at Cipher’s response to her suggestion, she’d known the idea was, at least for the moment not particularly likely to be seen as anything more than a laughable concept but perhaps with a bit of time the idea would be seen as less a ludicrous impossibility and more as a legitimate opportunity.
“If you do bring it up to him, feel free to make it clear it is my offer, not yours and that Earth joining the Empire would not be something quite so ‘bend the knee’ as it is with any other world. I’m fully aware that Earth is not so weak that I could expect such.” Habana said with a shrug, it was even more amusing when Cipher described her as ‘level-headed’ she got that a bit more often now but it was certainly not something she’d ever heard used to describe her just a few years ago.
“Namek was a wildly different situation. Namek was never actively apart of the Empire and at least at the time I had no real intentions to change that, the Namekians are generally peaceful by nature and from everything I know Namek had never really given the Emprie a reason to force it to do anything, they give help willingly when they find themselves in agreement with the Empire.”
“The only real ties between the Empire and Namek were friendship, I met the new Guru and found him friendly enough, I’d been hoping to rebuilt a friendly relationship between Namek and the Empire so I had a training facility built there. We’ve been to Namek a few times since they’ve had some trouble since it’s return.”
“The Arcosian worlds are never had a positive relationship with the Empire and have for some of them been in the direct service of an enemy power for ages. Even Beppa where I was lucky enough to bring into the Empire without blood is not entirely settled into being apart of the Empire. I don’t believe I can trust the Brenchian worlds or Yardat to hold true to any agreement or to not just immediately join Xylo without some effort to integrate them into the Empire.”

Cipher gave a small murmur as Habana effectively deconstructed his idea. Indeed the relationship between the Saiyans and the namekians had been peaceful, while they and the Arcosians had been bitter enemies for thousands of years. To ask both sides to set aside their conflict are all this time would be beyond stupid. "Indeed. And to make matters worse, the Arcosians would have picked up Vipoi's message as well. They may take it as a declaration of protection from him and double their efforts against the SSE." The irritation on Cipher's face was clear. Whether it had been Vipoi's intention or not, that was a possible outcome that could resort in more fighting, not less. There was no way they were going to broker peace between the SSE and the MD. It was unreasonable, even with Vipoi's show of force. "Then out only option is to improve relations between Earth and Vegeta," Cipher murmured, "We know that Vipoi wouldn't agree to becoming part of the empire, but perhaps there's another way. An agreement or a treaty or something. Something to reassure him that when the SSE defeats the MD, they won't set their sights on Earth." Cipher thought for a moment. What could they do? A trade agreement? Maybe exchange Earth technology for Saiyan technology? No, both sides had that already. We're there any resources they needed? Then the idea hit him. Cipher snapped his fingers. "I've got it. Embassies! We could establish embassies both on Vegeta and on Earth, with Vegeta sending an ambassador to Earth, and Earth sending one to Vegeta. It would strengthen our political ties, without one absorbing the other, and it would ultimately show Vipoi that Vegeta means no harm to the Earth." Hope was quickly rising in the android. “We had an agreement already, Poi is the one who appears to be unwilling to uphold agreements” Habana said with a shrug, and truth be told Habana really did not want to make any sort of agreement like that because she was not particularly interested in making an agreement that she had no actual intention of upholding. Earth WOULD eventually become apart of the Empire if she had her way, it was just a matter of if it needed to be done by force or by mutual agreement of which Habana was far more interested in the latter. A broken and defeated Earth was not the Earth she wanted on her side. Habana blinked a few times in confusion at Cipher’s suggestion not quite getting what it was that he wanted. Embassies at least in the way that someone like Cipher was likely used to the concept of were quite a bit different to what Habana was aware of, the Saiyan equivalent of an Embassy was essentially a base of operations on a conquered or allied planet. The Coliflo family of Shikk represented the Saiyan equivalent of an embassy on that world and she was QUITE certain that Cipher was not suggesting that the Earth and Vegeta set up bases on eachothers planets… right? It also made no sense as it would imply that they had effectively conquered one another. “I don’t think I quite understand your suggestion, in what universe would Poi willingly allow the Empire a base of operations on Earth and at that rate in what universe do you think I want an Earth military presence on the Empire’s capital world.” Habana questioned sounding far more genuinely confused by the offer than offended while she still internally debated on whether or not it was Earth or the Empire that was at greater risk if such a thing DID come to pass. In theory if Habana needed to go the hostile route it was essentially a death sentence for Earth to provide a foothold on it’s planet, while Vegeta, of course, was the capital world of the Empire it WAS still just A world, if Vegeta was lost the Empire would not crumble assuming its destruction was not paired with the loss of herself, Shemha, or some number of the higher ranking soldiers. If EARTH was lost then the people of Earth were now quite thoroughly fucked unless they claimed another world as their own.
