I'd say, try out the system first and get a bigger sample size of why you think it makes zero sense. Your suggestion is mainly blind judgement, as of right now. From my own experience, the 'pure flavor' system we use for basic attacks and energy blasts has worked VERY well. Most of the players on this site don't abuse this rule whatsoever, and if they do, it's quickly called out and usually fixed without much hassle.
S'kinda dumb to throw out suggestions if you've never even tried it before, you feel me?

Basic attacks aren't just 'flavor' that's a common misconception. Since we don't have an hp system in place basic attacks would be about as effective as they would in pretty much every rp ever. If you take a punch to the face you are realistically gonna feel it and react accordingly. People who continually shrug off and dodge every single basic attack thrown at them would get the book thrown at them for godmoding assuming they weren't much stronger power level wise than the opponent. Techniques should be seen less like the only way to deal damage and more like the special move you'd see in a fighting game. Think of the special techniques as something that helps aid your writing rather than the only way to fight.

Attaching a number to them just complicates things in a needless manner because it serves no purpose especially considering as I mentioned there is no hp system. When in doubt go by the 80/65 rule to determine how the damage should affect your character. Anything under 65% and a basic attack is gonna knock you on yer butt. Edit: As I mentioned, basic attacks do actual damage. If people brush them off over and over again that's godmoding. Combat So - at 80% power, warriors are considered to be on equal footing. This is about the difference between Frieza and Goku when both were at full power on Namek, where Goku was shown to be the clear-cut victor (at least, in the manga). And, at 65% power, lower-level fighters can still hold their own against a much-stronger warrior. Below that and they'll have to plan accordingly and work together to beat a stronger foe.

The reason why we do not prescribe a damage for non-tech attacks is, to make a long story short, people should be able to pull their punches.
Piccolo didn't go all out against Gohan when he was training the boy.
Goku held back against the Ginyu Force for fun.
These sorts of things are reoccurring emblems of the series. If I want to write 'Vi-Poi kept pace with Ryder, throwing punches and kicks slow enough that she could see them' then I should be able to.
In a real bare-knuckles deathmatch the same thing applies. People should be able to toy with their enemies, or to hold back and not want to harm, etc. Conversely, if someone is really trying to harm with their non-tech attacks, that desire would be present in their writing. For ex: 'Vi-Poi wrenched his arm back and threw his hardest punch directly at Ryder, intending to knock her lights out.' That sentence should inform the respondent that the poster is using the full measure of their power, and normal 80/65 combat rules apply.
Making non-tech damage to sort out serious deathmatch fights then becomes redundant, because countable damage from techs also falls under 80/65 rules.
